Macao preparing for mainland’s new regulation on residential permits


The Government of the Macao Special Administrative Region (SAR) is preparing local measures to support implementation of the Central Government’s new regulation relating to residential permits on the mainland, an initiative that will benefit Macao residents.

The new regulation is a significant move toward creating favourable conditions for Macao residents either to work, start a business, study or live on the mainland; as well as being a move that will integrate further Macao’s development in overall national development.

The State Council Information Office today held a press conference in Beijing to announce a new regulation allowing those residents of the Hong Kong SAR, the Macao SAR and Taiwan – that are either working, studying or running a business on the mainland – to apply for a residential permit.

The new regulation will come into effect on 1 September. Holders of a residential permit will be given access to three rights, six basic public services and nine conveniences. One aim is to provide to such permit holders the same rights to certain public services as are enjoyed by mainland residents.

According to Macao official data, there was a total of 8,336 Macao people in academic year 2016-2017 studying on the mainland. Those people were eligible for the SAR Government’s study allowance for tertiary education students.

The SAR Government expresses its gratitude to the Central Government for its initiative regarding the mainland residential permit and its interest in creating favourable conditions for Macao residents either to work, start a business, study, live or travel in cities of the Guangdong-Hong Kong-Macao Greater Bay Area.

The SAR Government is to commence and advance efforts to promote the new regulation, and notes that it will boost Macao people’s well-being and attachment to the country.

Meanwhile, the SAR Government will make maximum use of the city’s distinctive strengths – in coordination with the Central Government – regarding the development of the Greater Bay Area.

The SAR Government will foster communication with, respectively, departments and ministries of the Central Government, the Guangdong government, and the Hong Kong government, in order to press ahead with cooperation of the Greater Bay Area.
