Limited Licence for Health Professionals – Reissuance Application


How to Apply

Application procedures and documents required

  1. Application form for Limited Licence for Health Professionals – Section I;
  2. Application form for Limited Licence for Health Professionals – Section II (Including Declaration of Absence of Conflicts);
  3. Copy of the certificate of practicing registration of the health professional’s competent entity outside the Macao SAR (the applicant must present the original certificate to Health Bureau staff for verification);
  4. Copy of the certificate of academic or professional qualifications of Health Professionals (the applicant must present the original certificate to Health Bureau staff for verification);
  5. Copy of the certificate of specialist qualifications of Health Professionals (if any) (the applicant must present the original certificate to Health Bureau staff for verification);
  6. The health professional’s curriculum vitae bearing their signature and a copy of the relevant work experience certificate;
  7. Declaration of the nature of the intended relationship between the health professional and the unit or institution where they intend to provide their services;
  8. Certificate of Physical and Mental Health issued by a Health Centre of the Health Bureau or a health certificate issued by a doctor from an officially recognised healthcare institution outside the Macao SAR to prove the health professional is physically and mentally fit for practicing;
  9. Certificate of Criminal Record issued by the Macao SAR or the competent authority in the health professional’s current place of residence;
  10. The health professional’s Certificate of Professional Conduct issued by a competent entity;
  11. Copy of the health professional’s identity document;
  12. Copy of the identity document of the entity’s legal representative;
  13. Copy of the entity’s valid administrative licence and the charter of association of the legal person published on the Official Gazette of the Macao SAR;
  14. Proof of the health professional’s participation in a continuing professional development programme (declaration can be made via the online system);

Notes

  1. The health professional must satisfy all statutory requirements for pursuing the profession concerned at the time the licence application is submitted;
  2. Types of entity: Health Bureau, private healthcare units registered with the Health Bureau, educational institutions, and social service institutions which defined by the Chief Executive through dispatches published on the Official Gazette;
  3. The document referred to in Item 1 and Item 2 are filled out by the entity and the health professional respectively;
  4. If there are no changes to the documents stipulated in above Items 3, 4 and 5 which have been submitted previously, the health professional may declare that the documents have been filed with the Health Bureau;
  5. The document referred to in Item 10 can be issued by the competent entity where the health professional is registered to practice, or a recognised commission, professional organisation or educational institution;
  6. The Health Bureau and private healthcare units registered with the Health Bureau are not required to submit the documents in Items 12 and 13;
  7. Educational institutions and social service institutions which defined by the Chief Executive through dispatches published on the Official Gazette must submit the layout plan and equipment list, Medical Advertisement Application Form, and the sketch of the advertisement/signboard;
  8. The Health Bureau may require the health professional to submit documents proving the facts which they have stated and may be crucial for evaluating their capabilities, and they may also be asked for information to supplement their curriculum vitae which is relevant to the evaluation criteria and standards;
  9. The Health Bureau may require the entity or the health professional to submit other proofs which are deemed necessary;
  10. The Health Bureau may require experienced health professionals in a relevant field to give technical advice for evaluating the application when necessary;
  11. The provisions governing health professionals’ limited licence applications do not affect the applicability of provisions governing non-resident workers;
  12. If the application is approved by the Health Bureau, the entity will be notified to submit the receipt issued by the Labour Affairs Bureau for the application for non-resident workers’ employment authorization, so that the Health Bureau can follow up the procedures;
  13. When collecting the health professional’s practice notification and licence, the entity must submit a copy of their Temporary Authorization to Stay as Non-resident Worker;
  14. Within 15 days after the day of receiving the health professional’s practice notification, the entity must submit a copy of the policy of the Professional Civil Liability Mandatory Insurance of Health Service Providers or the Declaration Certifying the Purchase of Professional Civil Liability Mandatory Insurance to the Medical Activity Licensing Unit, in order to prove the health professional’s compliance with Article 36 of Law no. 5/2016 – Legal Regime of Medical Malpractice and Articles 3 and 4 of Administrative Regulation no. 5/2017 as amended by Administrative Regulation no. 49/2021;
  15. Within 60 days after the day of receiving the health professional’s practice notification, the entity must submit a copy of their Non-Resident Worker’s Identification Card to the Medical Activity Licensing Unit.

Mondays to Thursdays: 9:00am-1:00pm, 2:30pm-5:45pm
Fridays: 9:00am-1:00pm, 2:30pm-5:30pm
(Closed on Saturdays, Sundays and public holidays)

MOP 550, payable in full upon licence collection

Application Processing Time

Around 42 working days under normal circumstances.
Exceptions:

  • If the educational documents of the applicant need to be verified by agencies within/outside Macao, or the facilities and equipment at the establishment do not meet the sanitary requirements, the processing time will be extended accordingly.
