Application for Employment of Non-Resident Domestic Workers

Application Deadline

If the employment permit does not have a reference to “Automatic Renewal”, the renewal application must be submitted 30 to 45 days before the expiry date of the employment permit.


Application Procedure and Required Documents

  1.  Form “Application for Employment of Non-Resident Domestic Worker” (DSAL-TNR-XE-CE); the applicant is also required to submit the form “Supplementary Document for Employment of Mainland Domestic Worker” when hiring a Mainland domestic worker;
  2.  Photocopy of identification document (front and back) of the applicant and family member(s); photocopy of the Non-resident Worker’s Identification Card (blue card) must be submitted if the applicant is a specialized non-resident worker;
  3.  Photocopy of income proof of the applicant and the household in the latest month;  if the applicant and the household have just started a new job for less than 6 months, photocopy of Salaries Tax Registration Form(Boletim de Inscrição do Imposto Profissional) (M/2) issued by the Financial Services Bureau must be submitted; if the applicant is the owner/shareholder of a company, photocopy of the latest Declaration of Business Start-up/Alteration (Contribuição Industrial/Declaração de Início de Actividade/Alterações) (M/1) or Business Tax Statement (Contribuição Industrial/Conhecimento de Cobrança) (M/8) issued by the Financial Services Bureau must be submitted, together with photocopy of personal deposit account(s) for the last six months (for verification, the original of income proof and/or bankbook must be shown);
  4.  Photocopy of documents substantiating the application (e.g. medical certificate, pregnancy proof, etc.);
  5.  If the applicant is a specialized non-resident worker, a guarantor declaration must be submitted together with the application (the applicant can use Guarantor Declaration Template provided by the Bureau).

If there is a change in the household composition or a change of workplace, for example, new family members or change of address, the following documents must be submitted:

  1.  Photocopy of documents proving the kinship, (e.g. birth certificate, birth registration (white card), etc.);
  2.  Photocopy of proof of the workplace of the worker (e.g. electricity bill, water bill, or telephone bill).

Remarks

  • Forms can be obtained at the Bureau or downloaded at www.dsal.gov.mo.
  • After the applicant submits all documents, the Bureau, based on that information, will assess the request.
  • According to Article 3 of Administrative Regulation No. 8/2010 “Regulation of the Law for the employment of non-resident workers”, the Bureau may request the applicant to submit additional information necessary to proceed with the request.
  • Any change in the submitted information must be reported and updated immediately, showing the relevant proof.
  • If the applicant fails to submit all documents within 15 days from the application submission date, the request will not be dealt with.
  • The applicant will be notified of the result within five working days after the submission of all documents.
  • If the applicant is a Macao permanent resident and the employment permit has a reference to “Automatic Renewal”, a renewal application to this Bureau is not required and the employer should directly go to the Immigration Department of the Public Police Security Force to handle the procedures for the renewal of the non-resident domestic worker’s identification card (blue card).
  • The employment of non-residents without authorization in the Macao SAR is illegal.
  • The English version is for reference only. In event of any discrepancy between the English and the Chinese version, the Chinese version shall apply and prevail.

Data alteration

If there is a change in the household composition or a change of workplace, for example, new family members or change of address, the following documents must be submitted:

  1.  Photocopy of documents proving the kinship, (e.g. birth certificate, birth registration (white card), etc.);
  2.  Proof of the workplace of the worker (e.g. photocopy of electricity bill, water bill, or telephone bill);
  3.  Form “Notification of alternation of information – Non-resident domestic helper” (DSAL-TNR-XE-DECW-CE).
