Processing procedure and required documents:
- Application form (032/DIA/DSA);
- If the applicant is an individual, a clear photocopy of the identification document of the signatory (with both sides of the identification document photocopied on the same page of an A4 size paper) is required to be submitted; if the applicant is a legal person, a photocopy of the valid Business Registration Certificate (exemption for companies registered at the Commerce and Movable Property Registry of Macao), or a photocopy of the valid Certificate of Association issued by the Identification Services Bureau is required to be submitted. The application form is required to be signed by the legitimate representative, stamped (if applicable) and submitted with a photocopy of the identification document of the signatory;
- A photocopy of Declaration of Initiation of Activities/ Alterations (M/1 form) registered at the Financial Services Bureau.

Remarks/ Important notes on application
- In accordance with Article 11 of Administrative Regulation no. 1/2024, retail establishments of fresh and live food is only allowed to be open to the public after being granted the registration certificate;
- Issued registration certificates are non-transferrable;
- The formalities can only be carried out after submission of all required documents;
- The successful completion of the procedure depends on whether the applicant can make corrections or provide supplementary information on time;
- Each application form is limited to application for one item only;
- If the applicant is not a Macao resident, in accordance with the stipulations of the current “Regulation on Prohibition of Illegal Work”, personal and direct engagement of non-residents in activities for their own benefit is subject to prior administrative approval for this purpose;
- For applications made in the name of a legal person, if the shareholders / members of the administration and management body of a company are non-Macao residents who are responsible for the management of company and/or performing the business duties on behalf of the company, they should obtain relevant working permits;
- In case of necessity, the original certification documents are required to be submitted at the request of the administrative entity;
- Online applications can be processed through “Food Safety Information” website or “Business and Associations Platform”. (Applicants who process the application formalities online must have a “Macao One Account”. Relevant standards or requirements
Requirement for registration: Retail establishments of fresh and live food are not allowed to be located in immovable property of which the actual environment obviously does not meet the conditions for operating the retail of fresh and live food.
Other requirements: The operators of the establishment of fresh and live food are required to put up the registration certificates issued by the Municipal Affairs Bureau at prominent locations on the premises. In addition, if operators use the internet or mobile phone applications as the media of operation or communication, the registration information is required to be displayed at such operation or communication media.

I. Collection of registration certificate in person at services centres
1. Individual
1.1 The SMS message of collection of certificate is required to be produced;
1.2 Whether the certificate is to be collected by the applicant or a representative, the person who collects the certificate is required to produce his/her original identification document and he/she is required to sign for receipt of the document.
2. Legal person
2.1 The SMS message of collection of certificate is required to be produced;

II. Downloading and printing registration certificate from the internet
Applicants who processed their applications online can download the certificates via https://www.foodsafety.gov.mo or “Business and Associations Platform” and print them on white A4 paper on their own.
Replacement of registration certificate
1. Individual
1.1 If the individual is the operator of the retail establishment of fresh and live food, he/she is required to sign for receipt of the replacement document and produce the original identification document;
1.2 If replacement is made by a representative, the original identification documents of the representative and the operator are required to be produced and the representative has to sign for receipt of the replacement document.
2. Legal person
2.1 If replacement is made by the legitimate representative, he/she is required to sign for receipt of the replacement document and produce the original identification document;
2.2 If replacement is made by a representative, the original identification documents of the representative and the operator are required to be produced and the representative has to sign for receipt of the replacement document.
