Service coverage

To issue, renew, reissue and cancel the Special Stay Permit for the staff of the official representations of the Central People’s Government of the People’s Republic of China working in Macao [i.e. the Liaison Office of the Central People’s Government in the Macao Special Administrative Region (“Liaison Office” for short) and the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Macao Special Administrative Region (“Office of the Commissioner” for short)] and their dependants in Macao, as well as the staff of the public enterprises and public capital enterprises of the People’s Republic of China working in Macao and their dependants.

Target Groups and Application Eligibility

  1. Target People
    1. Issue
      Staff of the official representations of the Central People’s Government of the People’s Republic of China working in the Macao Special Administrative Region and their dependants, and the staff of the public enterprises and public capital enterprises of the People’s Republic of China working in Macao and their dependants.
    2. Renewal
      Holders of a Special Stay Permit.
    3. Validity Update
      Individuals whose Special Stay Permit has a shorter validity than that granted by the “Liaison Office” or the “Officer of the Commissioner” as a result of the early expiry of their endorsement.
    4. Reissue
      Individuals who are permitted by the “Liaison Office” or the “Office of the Commissioner” to be reissued a new Special Stay Permit because it is damaged, lost, stolen or plundered.
    5. Cancellation
      Special Stay Permit holders and the organizations employing them.
  2. Application Eligibility
    1. Meeting the requirements stipulated in the Legal Regime of Immigration Control, Stay and Residence Authorization of the Macao Special Administrative Region; (e.g. 1. In possession of a valid passport/travel document/identification document for entry to and departure from Macao; and 2. Not in a lawfully restricted status.)
    2. In possession of a letter issued by the “Liaison Office” or the “Office of the Commissioner” requesting for a Special Stay Permit for the interested person. [ Note: The “Office of the Commissioner” issues letters for its staff and their dependants only]

Service result

The person making the application should bring the copy of the application form and the applicant’s “Two-way Exit Permit for Business Purpose” to the Subdivision concerned on the designated date of collection or after he or she receives an SMS from the Subdivision (applicable only to persons who have chosen this notification service). The Special Stay Permit can be collected after payment is made.

Target Groups and Application Eligibility

  1. Statement to prove the applicant is in application procedure: Persons who are making an application to the Residence and Stay Affairs Department and have a dossier opened.
  2. Certificate to prove the document is copied from the applicant’s dossier: Persons who have made or are making an application to the Residence and Stay Affairs Department and have a dossier opened.
  3. Certificate of limit of stay granted in “Authorization to Stay”: For persons who need this certificate to prove to a public department or private organization in Macao that they are granted valid “Authorization to Stay” by the relevant unit of our Department.
  4. Other certificates issued based on information in dossier: Persons who have made or are making an application to the Residence and Stay Affairs Department and have a dossier opened.
