Application made by Holders of a Permit for Travelling to Hong Kong and Macao


How to apply

Time of Application
After completing the entry clearance formalities and making an application for Residence Authorization at the Border Gate Checkpoint, the interested person will be issued an ‘application acceptance receipt’. He or she is required to complete the administrative procedures at the Residence Subdivision on the date specified on the receipt.

Application Procedures and Documents Required

  1. A completed Application Form for Residence Authorization (format 4), Personal Information of Kindred of Applicant (format 8) is also required if the application includes family members;
    [Note: (1) Persons below 18 years old should have their parent or guardian make the application on their behalf and sign the application form; (2) The application form is available at the subdivision concerned and the website of the Public Security Police Force; (3) The application reason or the activity the interested person intends to engage in Macao should be specified on the application form.]
  2. 2 copies of the Permit for Travelling to Hong Kong and Macao, and present the Slip of Authorization to Stay issued in this entry to Macao;
  3. 1 photo of the interested person showing full frontal face;
    [Note: The interested person can choose to submit a colour photo (without head coverings taken against plain white background) or have the subdivision concerned take an electronic photo for him or her.]
  4. A copy of the birth certificate of the interested person or a document of similar effect;
    [Note: Please see Acceptance Standard for Documents of Residence Authorization for details.]
  5. Declaration under oath of the interest person attesting that he or she will obey the laws of the Macao Special Administrative Region (DARP/SR M-1) (if the interested person has reached the age of 18 on the date of submission of the application);
    [Note: The forms are available at the subdivision concerned and the website of the Public Security Police Force.]
  6. Macao Certificate of Criminal Record not exceeding 90 days from the date of issue (if the interested person has reached the age of 16 on the date of submission of the application);
    [Note: The interested person may apply to the Identification Services Bureau for this Certificate with the “application acceptance receipt” issued upon entry and his or her Permit for Travelling to Hong Kong and Macao. To make the application procedure more convenient, the interested person can apply to the Bureau for the Certificate first and authorize the Bureau to send it directly to the Residence and Stay Affairs Department. Then he or she may proceed to the Residence Subdivision for the administrative procedure.]
  7. Copy of the national Notarial Certificate of Criminal Record of Mainland China not exceeding 6 months from the date of issue (if the interested person has reached the age of 16 on the date of issue of the Permit for Travelling to Hong Kong and Macao);
    [Note: (1) The Notarial Certificate of Criminal Record of Mainland China should be issued by a domestic notary office, listing nationwide criminal conditions sequentially from the date the interested person turns 16 until a date within 6 months before the date of submission and not exceeding 6 months from the date of issue; (2) The relevant written judgment should be submitted if the interested person has been sentenced for violating the law.]
  8. Copy of proof of means of subsistence (e.g.: proof of employment in Macao, bank deposit in Macao, proof of paying employment/sales tax of interested person or his/her reuniting family member in Macao);
  9. Guarantee document, bank guarantee or guarantee insurance attesting the sponsor’s guarantee to cover the interested person’s repatriation expenses;
    [Note: (1) Guarantee document can be provided in the form of a Guarantee Form (DARP/SR M-2) by the sponsor. The Form is available at the subdivision concerned and the website of the Public Security Police Force; (2) The sponsor should be the major payer and express renunciation of retrieval of defense right; he or she should also be a permanent resident habitually residing in the Macao Special Administrative Region or a legal person with the headquarter established in the Macao Special Administrative Region.]
  10. Copy of document of kinship with reuniting family members residing in Macao (e.g.: original marriage certificate, notarial marriage certificate, notarial birth certificate, medical birth certificate, notarial kinship certificate, etc.);
    [Note: (1) In cases of spouse reunion, the interested person and his/her spouse residing in Macao should make a written joint declaration of maintaining marital relation and living together. The declaration form (DARP/DARP M-4) is available at the subdivision concerned and the website of the Public Security Police Force; (2) Please see Acceptance Standard for Documents of Residence Authorization for details.]
  11. Copy of Macao Resident Identity Card of reuniting family members residing in Macao (ID card holders are required to be present for the application);
  12. Document indicating the address of the interested person in Macao (e.g.: copy of water bill, electricity bill, phone bill, etc. of the last 3 months);
  13. Other information requested by the authorities under special circumstances.
    [Note:
    (1) The original should be exhibited for authentication if a copy is submitted;
    (2) Persons who are preliminarily eligible to be a Macao permanent resident (there is an “R” symbol indicated at the right side of the photo on their Permit for Travelling to Hong Kong and Macao) after verification by the Identification Services Bureau may proceed directly to the Bureau to apply for a Macao Resident Identity Card with the Notification issued upon their first entry at the Border Gate Checkpoint and the Permit for Travelling to Hong Kong and Macao;
    (3) If there is any discrepancy in the personal information declared by the interested person before and in this application, it is necessary to submit a notarial birth certificate and/or notarial marriage certificate or other certificates for verification.]

Remarks / Points to Note

  1. According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, treated by the Public Security Police Force.
  2. After receiving an application for residence, the authorities will issue an “application acceptance receipt”. Any documents that are not submitted will be listed on the “receipt”. If there are any rectifiable omissions or inappropriateness in the documents applied or submitted, the authorities will notify the interested person to provide supplements and make corrections. If no supplements or corrections are made within 60 days from the date the interested person is notified, the application will be archived.
  3. After the necessary documents are submitted, the interested person should complete the follow-up procedures in person (or through a legal representative) according to the designated date or instructions (such as to wait for the notification letter from the authorities) indicated on the “application acceptance receipt”:
    1. If the interested person does not provide the guarantee document, bank guarantee or guarantee insurance proactively after the application is approved, he/she should submit the relevant document within 20 non-extendable days from the date he/she receives the notification from the authorities. Otherwise, the act of granting Residence Authorization does not produce effects. Subsequently, the interested person will be notified to collect the Residence Authorization Certificate. He/she should collect the Certificate before its expiry. Otherwise, it will be equivalent to renunciation of the Residence Authorization and the interested person will not be allowed to reapply for Residence Authorization within two years. When collecting the Residence Authorization Certificate, the following should be noted:
      1. The “application acceptance receipt” should be presented;
      2. The Permit for Travelling to Hong Kong and Macao used in the application for Residence Authorization should be presented;
      3. If a parent or guardian goes through the formality on behalf of a minor, his/her valid identification document and a document certifying their relationship should be presented. If it is a representative, a certified letter of authorization and his or her valid identification document should be presented;
      4. For holders of a Non-resident Worker’s Identification Card, the Card should be submitted for cancellation procedure.
        [Note: After collecting the Residence Authorization Certificate, the interested person should apply to the Identification Services Bureau for an identity card within 90 days from the date of issue of the Certificate. Persons who do not comply with the provision will be fined MOP300-500 and an additional MOP50 per overdue day. However, the maximum penalty will not exceed MOP15,000.]
    2. If the application is not approved, the interested person will be notified of the content of the written instructions and the ways to appeal in written form.
