AACM cooperates respectively with Air Macau and ADA on the exchange of safety information, extending the scope of safety data collection by the SAR government


The Memoranda of Understanding concluded by the Civil Aviation Authority of Macao SAR (AACM) respectively with Air Macau and the Administration of Airports Ltd. (ADA) on the exchange of safety information were signed on 29 April 2014. By extending the collection of aviation safety data by the SAR government and hence analyzing those data, the signatories hope to further improve civil aviation safety under the Macao SAR State Safety Programme and the operator's Safety Management System. Law No. 2/2013 - "Civil Aviation Accident and Incident Investigation and Aviation Safety Information Protection Law" has become effective commencing 12 May 2013. The Accident Prevention and Investigation Group (APIG), an internal department of AACM, was then officially established and has been working hard to construct an improved safety database. In addition to the present mechanisms, including the Aircraft Accident or Incident Investigation Procedures, the Mandatory Occurrence Reporting System, the regular and non-regular audits and inspections as well as the Macao Confidential Aviation Reporting System, AACM would also wish to collect more safety information other than that obtained from these existing mechanisms. APIG has therefore started discussions with the operators to establish cooperation on the exchange of safety information. At the initial stage, Air Macau and ADA agree to work with AACM and sign the Memoranda of Understanding. In accordance with the two Memoranda of Understanding, Air Macau will provide AACM the analysis and risks reports generated from their flight data analysis program; ADA will provide AACM the ramp safety reports and the voluntary occurrence reports both originally intended for their internal use. All these reports will be sent to the AACM representative on a monthly basis and contain de-identified information only. The AACM representative will analyse the information and look for latent hazards. The signatories also agree to proactively analyse the data exchanged for this purpose and where necessary implement appropriate corrective action plans to mitigate the risks to improve aviation safety. In addition, the reports generated with the data collected through this cooperation mechanism will be disclosed in accordance with the principles laid down in Law No. 2/2013 and the applicable law on personal data protection i.e. to be made in a de-identified and summarized form. The President of AACM, Mr. Chan Weng Hong, said, "We hope to establish identical cooperation with all operators to extend the scope of safety data collection. Therefore, we will continue to liaise with the other operators." The signing ceremony took place at 11:30 in AACM's office. The signatories were the President of AACM, Mr. Chan Weng Hong, the Executive Director and Chief Executive Officer of Air Macau, Mr. Zhu SongYan, and the Airport Director of ADA, Mr. António Barros. The aeronautical authorities of Hong Kong and Macao are working closely with each other to cooperate on accident prevention and investigation in the future. Macao hopes to establish working relationships with other areas to learn from others' experience and get assistance on the provision of technical support and the use of investigation facilities in case of an accident or incident in our airspace, as well as the provision of training to the Macao investigators to strengthen their knowledge in the respective field.
