MGTO publishes a compilation report of public opinions on "Macao Tourism Industry Development Master Plan”

A compilation report of public opinions on the "Macao Tourism Industry Development Master Plan” is published

Macao Government Tourism Office (MGTO) conducted a two-month-long public consultation for the "Macao Tourism Industry Development Master Plan” last year and completed the work of sorting out and analyzing the collected opinions. The Office now publishes a compilation report of public opinions on the "Macao Tourism Industry Development Master Plan” collected through the public consultation as reference materials for different circles of the society so that people can learn more about the collected opinions and results of analysis.

Close to 1,200 opinions collected during public consultation

MGTO held a public consultation on the Master Plan from 23 May to 22 July 2016 and collected a total of 1,185 opinions, most of which were solicited through exchange sessions for local trade and organizations (28.7%), email (17.6%) and letter (12.2%). The opinions were organized and divided into a total of 11 major categories comprising 51 subcategories. Among the opinions, the highest degree of concern was given to three major categories in the following order: tourism resources and products, city development, as well as tourism source markets and target segments. Respondents showed more concern on the diversity of local tourism products, utilization and development of urban areas, as well as attracting high-potential and high value visitor markets.

Deepen the Master Plan through analysis of public opinions

By conducting research and analysis on the opinions collected through the public consultation, the research team made corresponding adjustments to refine and improve the Master Plan. In addition, the team proposed relevant projects in the second stage report to a proper degree as follows: enhancement of the planning and promotion of thematic tour routes, development of yacht tourism for independent visitors, maritime tourism development both as cruise and means of transport, sensible development of new tourist districts, formulation of promotional campaigns and strategies targeting high-value visitors, branding Macao as a multi-day destination by highlighting Macao’s cultural dimensions and diverse tourism products, etc. The research team also mapped out corresponding action plans for the proposed projects, hoping to foster comprehensive tourism development in different fields. In the third stage, the team will explore the feasibility of the projects through studies and discussions with relevant departments to complete the final Master Plan. By formulating the Master Plan, MGTO aims to promote sustainable tourism development in Macao and realize the city’s vision in the tourism field in parallel with its dedication to become a World Centre of Tourism and Leisure.

Following the current guideline on specifications of public consultations on government policies, the compilation report is published and made available to the general public within 180 days after the end of the consultation period. By categories, the compilation report has sorted out the opinions, questions and suggestions collected during the entire consultation process. In addition to serving as a reference for the formulation of government policies, the compilation report is also the shared achievement resulted from the public’s participation in the consultation. To support environmental protection, the public is welcome to download the compilation report of public opinions on the "Macao Tourism Industry Development Master Plan” (in Chinese and Portuguese) from the thematic website: http://masterplan.macaotourism.gov.mo. A limited quantity of printed copies will also be available to the public at MGTO, Public Information Centre, Service Centre of the Macao SAR and public libraries starting from mid January.

In early 2015, MGTO invited public tenders for the "Macao Tourism Industry Development Master Plan Service Provision”, to propose an integrated scheme for Macao’s tourism development in the short, medium and long run. The ultimate objective is to formulate a comprehensive Master Plan for the development of Macao’s tourism industry and lay a key foundation and direction for its future development in the next 15 years.

The tasks involved in the Master Plan are proceeding along three stages. At the first stage, data were collected, followed by an analysis on the current tourism situation, and a preliminary draft of the Master Plan was prepared by the end of 2015. The second-stage tasks mainly comprise launch of the public consultation and formulation of a detailed Master Plan, which was completed by the end of 2016. The third-stage tasks involve amending and completing the final Master Plan, expected to be ready in mid-2017.
