Public Security Police Force, Public Security Forces Affairs Bureau and Identification Services Bureau Collaborating to Develop Electronic Administration Introducing Self-service Renewal Application for Domestic Helpers


In accordance with the policy of the Macao Special Administrative Region to develop electronic government administration, the Public Security Police Force, the Public Security Forces Affairs Bureau and the Identification Services Bureau have been collaborating since 2015 to develop a series of self-services. In September 2015, the Immigration Department of the Public Security Police Force launched the self-service of application for “Certificate of Personal Movement Record” through the multi-functional self-service kiosks of the Identification Services Bureau. In addition, self-service kiosks for “Certificate of Criminal Record” and multi-functional self-service kiosks were set up at the Immigration Department Office Building at Pac On, Taipa in April 2016 and November 2016 respectively.

In 2017, the three departments collaborated again to introduce the self-service of renewal application for domestic helpers. Starting from 09H00 on 6 December 2017, Macao residents can make renewal application for their domestic helpers at over 40 locations, including the Border Checkpoint at the Border Gate, the Immigration Department Office Building, the lobby of the China Plaza, the self-service zone at the Centro de Serviços da RAEM at Areia Preta, all health centres, etc. Some locations are even open to public round the clock. In this way, over 24,000 employers and their domestic helpers will benefit from the new measures. The employers may submit the application at the self-service kiosks within 11 to 60 days before the expiry of the domestic helper’s ‘Authorization to Stay for Non-resident Workers’ by verifying their identity with the Macao ID card and following the steps below. Then the domestic helper can complete the follow-up procedure and be granted new ‘Authorization to Stay for Non-resident Workers’ by approaching the Immigration Department Office Building at Pac On or the Centro de Serviços da RAEM at Areia Preta with the notification printed at the self-service kiosks and the necessary documents listed in the notification. The employers can choose to make the renewal application by self-service or at the above two government buildings.

Simple and convenient self-service is the trend of the future development of public administration. Therefore, the Public Security Police Force and the Public Security Forces Affairs Bureau will continue to develop more self-services for the public, as well as enhancing efficiency and optimizing internal administration.
