Optimization and Replacement of Non-residents’ Arrival Card

The Public Security Police Force has been working on the optimization and replacement of Arrival Card for non-residents. The replacement has been started and will be completed by 31 March 2018. During the replacement period, the old version and new version of Arrival Card will be in use. Starting from 1 April 2018, only the new version of the Arrival Card will be in use. The purpose for this optimization is to make the status of stay clear to the non-residents. No amendment is made to the current conditions or limitations of stay applicable to non-residents.

Non-residents holding the old version of Arrival Card issued on or before 31 March 2018 may remain in Macao until the limit of stay specified on the Card.

According to the current immigration laws, non-residents who stay in Macao beyond the limit of stay specified on the Card or do not leave Macao within a specific period after the Authorization to Stay is revoked will be regarded as illegally staying in Macao. They will have to bear corresponding legal responsibility. If a non-resident is engaged in activities that are against the law of Macao, obviously inconsistent with the purpose of stay, or jeopardize public safety or order, the Authorization to Stay may be revoked.

The Immigration Department of the Public Security Police Force has been implementing the “Non-stamping Immigration Clearance Policy” since July 2013, issuing a printed Arrival Card to inbound visitors. Starting from 1 January 2014, the Policy has been extended to cover persons granted any of the six types of Authorization to Stay. They receive a printed Slip of Authorization to Stay instead of a stamp in their travel document.

The above optimization and replacement are implemented to prepare for the new measures and further development of convenient self-service application in the future so that the Immigration Department can strive for more room to develop service scopes, provide more diversified self-services to cover more people and continue to optimize the administrative procedures and formalities at different divisions.
