Mainland China, Hong Kong and Macao cooperate on C919 aircraft operational evaluation and joint certification management

The Civil Aviation Administration of China, the Civil Aviation Department of Hong Kong SAR and the Civil Aviation Authority of Macao SAR met in Hong Kong on 23 May 2018 to sign the cooperation arrangement for C919 aircraft operational evaluation and the memorandum of understanding (MOU) on joint certification management.

The Civil Aviation Administration of China (CAAC), the Civil Aviation Department of Hong Kong SAR (HKCAD) and the Civil Aviation Authority of Macao SAR (AACM) met in Hong Kong today (23 May 2018) to sign the cooperation arrangement for C919 aircraft operational evaluation and the memorandum of understanding (MOU) for joint certification management, with the objective of promoting the harmonization of standards and procedures for regional integration.

The C919 aircraft developed by our mother land performed its first flight successfully in Shanghai in May 2017. In order to allow the aeronautical authorities of Hong Kong and Macao to take part in the operational evaluation of the aircraft and to prepare for the operations of the aircraft in Hong Kong and Macao in the future, the three aeronautical authorities signed the “Cooperation Arrangement for C919 aircraft operational evaluation” to collaborate with each other in four aspects, namely the requirements for flight crew qualification, the checklist for the main minimum equipment, the plan for the maintenance requirements, and the simulation for the evacuation of the cabin in emergencies.

In establishing closer cooperation on airworthiness, the three aeronautical authorities have been collaborating with each other on four mutual acceptance projects since a number of years ago. These projects include the mutual acceptance of approvals of maintenance organizations, the mutual acceptance of approvals of maintenance training organizations, the mutual acceptance of aircraft certificate of airworthiness and the mutual acceptance of approvals of aircraft modification and repair design. In order to further enhance the cooperation among themselves, the three parties signed today the “Memorandum of Understanding for Closer Cooperation on Joint Certification Management” which aims to build up a platform for them to work more closely with each other in order that such cooperation can increase efficiency by reducing redundant inspections.

The signing ceremony was convened in the headquarters of the Hong Kong SAR Government. The signatories representing the three parties were the Director General of the Department of Flight Standards of CAAC, Mr. Hu ZhenJiang (for C919 aircraft cooperation arrangement), the Director-General of the Department of Aircraft Airworthiness Certification of CAAC, Mr. Xu ChaoQun (for joint certification MOU), the Director-General of HKCAD, Mr. Simon Li and the President of AACM, Mr. Chan Weng Hong.

The CAAC delegation will visit Macao following the conclusion of their Hong Kong activities to meet with the Macao counterparts for discussing the development of the air transport market between mainland China and Macao.
