Consumer Council launched Code of Practice for Pet Products and Services


As the number of consumers who keep pets keeps increasing, the pet products and pet service industry has become a mainstream in the market. The Consumer Council is concerned about the consumer rights relationship and business practice in the industry, the new “Code of Practice for Retail industry of Pet Products and Services” is therefore established after reviewing on past disputes and consulting suggestions from the industry. All “Certified Shops” related to the pet products and service industry must abide by the Code to provide quality products and service to consumers.

The newly established Code of Practice is divided into two parts for product retailing and pet service, “Certified Shops” in the industry need to follow the terms suitable for them.

“Certified Shops” ensure product safety

There are total 11 regulations to ensure the safety and quality of pet products in this code of practice, “Certified Shops” should ensure the safety of products in every process in procurement, including the sources, label, and storage, meanwhile, “Certified Shops” should offer after-sales service and try to solve the problem of consumer if the pet experiences any adverse physical reactions after using the product. The retailer should also promise to recall any dangerous products on the market.

Standard set for prepayment consumption

For “Certified Shops” that provide pet services, the Code requires them to provide quality service in all aspects, they are also required to make sure the premise is in good hygienic condition and safe, and that all equipment meet safety standards. The retailer should also establish emergency guidelines to safeguard the safety and health of the pets delivered by consumers for services, other regulations include price listing of service and other requirements, etc.

The “Code of Practice for Retail industry of Pet Products and Services” has been included in the annual on-site evaluation, “Certified Shops” have to fulfill the requirements of the regulations for the entitlement of the emblem of “Certified Shop”.

Leaflets available to consumers

The Code is now available in Chinese, Portuguese, and English, leaflets are free to collect at the Council’s reception areas as well as on the Council’s website (www.consumer.gov.mo) for download.

The “Code of Practice for Retail industry of Pet Products and Services” is the 19th Code of Practice established by the Council for various industries under the “Certified Shop” mechanism, it aims to elevate the service quality of “Certified Shops” and encourage consumers’ confidence. The Council welcomes other shops to adopt the Code to give better protection to consumers.
