CE reviews progress of Jiangsu-Macao Cooperation Park in Changzhou

The Chief Executive, Mr Chui Sai On, meets with Changzhou officials to exchange views on the construction and overall planning of the Jiangsu-Macao Cooperation Park.

The Macao Special Administrative Region Government is looking forward to working closely with authorities in Jiangsu Province and with the Changzhou Government, to outline the next phase of work relating to the Jiangsu-Macao Cooperation Park.

The Chief Executive, Mr Chui Sai On, is in the second day of a two-day visit to Jiangsu Province. Today he held a meeting with officials of the Changzhou Government and paid a visit to the site selected for the Cooperation Park, in order to gain the latest insight into the progress regarding its planning and construction.

The Cooperation Park is located in Wujin District, Changzhou Prefecture. It covers an area of 5 square kilometres. It is a project involving regional cooperation, under the “One country, two systems” principle, and in this instance complements the respective strengths of Macao and of Jiangsu.

The Cooperation Park would create significant positive impact regarding Macao’s effort to advance its adequate economic diversification. Also particularly notable was Changzhou’s strong effort to foster economic development of the Prefecture, said Mr Chui.

Mr Chui shared his views during a meeting today with the Secretary of the Changzhou Municipal Committee of the Communist Party of China, Mr Wang Quan, and the Mayor of Changzhou, Mr Ding Chun.

In the meeting, the officials exchanged views on the five platform roles regarding the Cooperation Park project. They also discussed how to make use of Macao’s close ties with Portuguese-speaking countries when thinking about the market positioning of the Cooperation Park; and what kind of industries and services should be incorporated in it.

The five platform roles of the Cooperation Park were designed to support: Macao’s integration into the country’s overall development while promoting the city’s adequate economic diversification; comprehensive cooperation between Macao and Jiangsu; undertaking of projects jointly commissioned by China and Portuguese-speaking countries; encouragement of a greater number of innovative projects and business start-ups by Macao young people; and facilitation of training for young civil servants from either Macao or Jiangsu.

The Chief Executive mentioned that principles behind the Cooperation Park project included that it should be jointly constructed and managed, and that it should generate shared and reciprocal benefits. Mr Chui underlined the need for an innovative framework to address effectively issues relating to Jiangsu and Macao jointly constructing and managing the Cooperation Park, and to ensure the achievement of goals relating to the five platform roles.

During the meeting, Changzhou officials gave a briefing on the Prefecture’s internal preparedness for the project and the overall progress of the Cooperation Park. The briefing included information on the establishment of a work mechanism; the setting up of a leading group within the Changzhou Government; and an office within the Jiangsu Government for coordinating related work.

Changzhou officials also said the overall planning for the Cooperation Park was ready for approval. The Changzhou Government was now gathering suggestions and advice regarding planning the Cooperation Park’s layout and its industries.

The Changzhou Government had an initial proposal on key rules for joint ventures formed between Macao and Jiangsu; and an exchange scheme between civil servants from either Macao or Jiangsu had also started being implemented.

Following today’s meeting with Changzhou officials, Mr Chui paid a visit to the site selected for construction of the Cooperation Park and received a briefing while at the development office of the project.

While in Changzhou, the Chief Executive also visited the Changzhou West Taihu Lake Science and Technology Zone, in order to gain a better understanding of the Zone’s own development path.
