Reply to media enquiry about two violation cases of aviation security


All airports, including Macau International Airport, strictly require passengers to go into the restricted area with their valid passport and the boarding pass. The cases of two passengers entering into the airport restricted area without authorization and eventually stopped by the police and the airport staff a few days ago are indeed violations of the airport security requirements. We regret that such cases have happened in our airport.

The preliminary reports with the factual account of the above two cases were filed in with us yesterday by the airport owner, which is CAM. We have further required CAM to submit to us the final investigation report stating the root causes and thecorrective actions within 30 days after the occurrence. Meanwhile pending the submission of their reports, we have also started our own investigation of the two cases. In accordance with Provision 1, Article 11 of the Administrative Regulation No. 18/2012 which stipulates that the airport owner has the responsibility to ensure the orderly and safe operations of the airport, we will study into the penalty to be imposed on the airport owner should we decide that such penalty is deemed necessary after our investigation.

In our oversight of the airport security operations, we strictly require CAM and the service provider to comply with the Macao’s aviation laws and regulations as well as follow the recommendations made by the international aviation security experts to enhance the airport facilities and improve the management to go in line with the world’s latest developments. Through scheduled and non-scheduled audits and inspections on the airport security operations, whenever we find any non-compliance, we have always required CAM to take corrective measures to rectify the fault.

The Civil Aviation Authority will continue to play the regulatory role to aim for the improvement of airport security standards in Macau International Airport and require CAM to take up their role of the licensed holder in a responsible way to monitor their sub-concessioners and service providers.
