To further enhance the overall development of the airspace of the three places, the aeronautical authorities of mainland China, Hong Kong SAR and Macao SAR have reached a new collaboration agreement and signed the agreement today in Hong Kong. The purpose is to establish close technical collaboration, enhance low-altitude airspace development and conduct personnel training with regard to their respective resources.
The Air Traffic Management Bureau (ATMB) of the Civil Aviation Administration of China (CAAC), the Civil Aviation Department of Hong Kong SAR (HKCAD) and the Civil Aviation Authority of Macao SAR (AACM) met together and signed the “Agreement for the tripartite collaboration on the development of air space in the Guangdong-Hong Kong-Macao Greater Bay Area” after friendly consultations on the new collaboration. In accordance with the instructions on the airspace task laid down in the "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area", the three parties will further develop the advantages of air traffic control in order to achieve a win-win situation and shared growth through discussions on innovative development, with the objective of jointly developing world-class airport cluster in Guangdong-Hong Kong-Macao Greater Bay Area.
According to the agreement, the three parties will set up a team composed of representatives from major airlines and airports in the Big Bay Area for collecting the views from the air space users as reference, assessing the impact of the traffic demand to the air space by scientific means, providing technical support for the safe operation and development planning for all the airports in the Big Bay Area, deepening the management of low-altitude airspace in the Bay Area, enhancing the development of general aviation, encouraging the use of civil aviation training facilities and mutual acceptance of training courses, promoting the learning mechanism for personnel training in the civil aviation industry in order to facilitate the cross-regional personnel training based on the established cooperation which was built in the past.
The signing ceremony was convened in the headquarters of the Hong Kong SAR Government at 17:00. The signatories were the Director-General of ATMB, Mr. Che JinJun, the Director-General of HKCAD, Mr. Simon Li and the President of AACM, Mr. Chan Weng Hong. The Secretary for Transport and Housing of Hong Kong SAR, Mr. Chan Fan and the Deputy Administrator of CAAC, Mr. Lu ErXue presided at the ceremony as the guests of honour.
