CE: Judicial system has made unparalleled contributions to implementation of ‘One country, two systems’

The Chief Executive, Mr Chui Sai On, delivers a speech at the opening ceremony of the 2019/2020 Judicial Year.

The Chief Executive, Mr Chui Sai On, today said the city’s judicial system had made unparalleled contributions to the successful implementation in Macao of the “One country, two systems” principle.

Speaking at a ceremony marking the start of the 2019/2020 Judicial Year, Mr Chui said that since the establishment of the Macao Special Administrative Region (SAR), judicial institutions had fully adhered to the Basic Law in exercising their powers, ensuring fairness and impartiality in the dispensation of justice.

The Chief Executive said the Government had firmly adhered to the principle of the rule of law, and of respecting and executing decisions made by the judiciary. The Government would step up effort to perfect Macao’s system, and to collaborate actively with the judiciary, Mr Chui added.

Judicial independence was the cornerstone for Macao in realising the principles of “One country, two systems”, and “Macao people governing Macao” with a high degree of autonomy, stressed Mr Chui.

The Chief Executive additionally said the Government would strive to allocate – as appropriate – a greater number of resources to support the development of the judicial system. The aim would be to create an even better working environment for Macao’s judiciary to dispense justice more efficiently and effectively.

In his speech Mr Chui stated he was pleased to see – over the past decade in his time as Chief Executive – the expansion of the magistracy and the legal profession. The growing number of professionals working in the judicial system illustrated its ongoing development and optimisation.

The Chief Executive said he believed Macao’s prospects would continue to brighten under the leadership of a new Government team, assisted by the efforts of the judiciary, the legal sector and other sections in the community. These achievements would contribute to the maintenance of harmonious sentiment in society, and to Macao’s stability and prosperity, opening a new chapter in the course of implementing in Macao the “One country, two systems” principle.

The President of the Court of Final Appeal, Mr Sam Hou Fai, the Public Prosecutor-General, Mr Ip Son Sang, and the President of the Macau Lawyers Association, Mr Jorge Neto Valente, each gave a speech during today’s ceremony marking the start of the 2019/2020 Judicial Year.

Among the approximately 250 officials attending the event were: the Director of the Liaison Office of the Central People’s Government in the Macao SAR, Mr Fu Ziying; the President of the Legislative Assembly, Mr Kou Hoi In; the Secretary for Administration and Justice, Ms Chan Hoi Fan; the President of the Independent Committee for the Nomination of Judges, Mr Lau Cheok Va; representatives respectively of the Liaison Office of the Central People’s Government in the Macao SAR and the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Macao SAR; principal officials of the Macao SAR; members of the Executive Council; officials of judicial authorities; members of the Legislative Assembly; and other officials of the Macao SAR.
