CE calls for united effort to build Macao into a brighter and better home

The Chief Executive, Mr Chui Sai On, reviews his governance in the post of Chief Executive over the past decade, during a press conference held at the Government Headquarters.

The Chief Executive, Mr Chui Sai On, today said he hoped members of the public would stay united in building Macao into a brighter and better home for all.

Mr Chui made the remarks in a press conference held this afternoon at the Government Headquarters to review his governance in the post of Chief Executive over the past decade.

During the press conference, Mr Chui expressed his gratitude to every sector in the community and members of the public for their opinions, encouragement and critiques, which were helpful in enhancing the Government’s work.

In his opening remark during the press conference, Mr Chui briefly spoke about the core values of the policies implemented by the third- and fourth-term Governments. He also reviewed the Government’s work of the past decade from three perspectives, i.e. administration, governance and Macao’s long-term development.

Mr Chui shared insights on his administration’s philosophy and principles which had been based on his experience serving in public posts in the Macao SAR. The keys were: complete and full adherence to the “One country, two systems” principle; the idea of “Macao people governing Macao”; and the idea of a high degree of autonomy.

Adhering to "one country" was the premise and basis for the implementation of the "two systems"; while governance had to be in compliance with the Constitution of the People’s Republic of China and the Macao Basic Law, Mr Chui emphasised.

He additionally stated that the governance of the past decade illustrated the importance of adherence to the “one-country” principle while taking advantage of the “two-systems” model, to ensure Macao’s development, prosperity and stability.

The Chief Executive said a prospering economy and enhancement of people’s livelihoods were at the core of the governance during the past 10 years. The city’s stability was closely related to livelihood betterment; therefore, the Government dedicated utmost effort to ensuring Macao’s security and social harmony, while making contributions to safeguarding the security of the country.

In benefiting from the financial resources generated by the city’s strong economic growth, the Government had spared no effort in advancing projects relating to people’s livelihoods; and in optimising six major long-term mechanisms, namely relating to education, social security, healthcare, housing; talent cultivation; and prevention and mitigation of disasters.

Mr Chui pointed out that the Government had striven to establish mechanisms to sustain projects relating to people's livelihoods. Work to establish systems for usage of financial reserves and land reserves was designed to optimise the city’s long-term prospects for future development, he added.

When speaking about his views regarding Macao’s long-term development, Mr Chui said any community needed not only guidance from a government but also unity of its general public.

In the past decade, the Government had deployed every effort to ensure stability in the community, in particular when Macao faced challenges arising from policy implementation and public emergencies. During those challenging times, the Government and the community had showed a high level of unity and desire for inclusivity, demonstrating also a strong desire for stability and prosperity – outcomes that were not easily achieved, he added.

With the experience wrought from handling adversity linked to natural disasters, the Government had devoted full effort to initiating projects of varying scale, to enhance the city’s capabilities to prevent and mitigate disasters, in a bid to safeguard the lives of the public and their property, Mr Chui said.

The Chief Executive also mentioned the Government’s work regarding young people. He said contribution from different generations of Macao people was indispensable to the steady implementation of the “One country, two systems” principle in the Macao SAR and the city’s long-term development. The Government had initiated in the recent years of its work – coordinated across the portfolios of the five Secretaries – the promotion of the core values of patriotism and love for Macao among young people.

Concluding his opening remarks at the press conference, Mr Chui said he was grateful to all Government officials, members of the Executive Council, civil servants, and members of governmental organisations and consultative bodies, for their endeavour. He also thanked the media for their fair reports and supervision aimed at improving the Government’s work.
