The Chief Executive, Mr Chui Sai On, today called on the civil servant team to render full support to the new administration led by the fifth-term Chief Executive, Mr Ho Iat Seng, and make new contributions to the sustainable development of Macao.
Mr Chui made the remarks in a seminar where officials from all levels of the city’s governmental system – including all the current principal officials – were present.
Mr Chui said he fully recognised the achievements and contributions of public servants during the past 10 years. He also encouraged them to continue their best efforts in undertaking new missions in the new era.
During the seminar, Mr Chui said he felt especially grateful that he had been able to work together with all public servants – for the good of the Macao Special Administrative Region and Macao people – during the past 20 years; and join with them in order to participate in and witness different stages of Macao’s development, and overcome all challenges. He also thanked – and expressed his full appreciation to – public servants for their hard work and efforts over the years.
The Chief Executive said that during his time in office, all front-line civil servants, departmental staff and principal officials had faced, respectively, incidents including public health and safety matters, the aftermath of a global financial crisis and emergencies linked to several ‘super typhoons’. Public servants had been able to stand united in order to tackle such challenges head on, and truly demonstrate their love and care for Macao; as well as the great tradition – within the local community – of mutual support.
Mr Chui said he believed that, during the past 10 years, all officials had learned through their work that the government system should be more open to listening to the voices and opinions of the public. Ensuring public administration was in accordance with law, the government system should work harder to uphold the principles of serving the public, and of enhancing Macao people’s well-being and satisfaction.
Mr Chui shared with seminar attendees thoughts on some his experiences and opinions regarding three topics, progress on which he trusted public officials would achieve in future.
First, the principles and concepts of governance must always adhere to the implementation of the “One country, two systems” principle. Summarising the experience of conducting administrative matters during the past years, Mr Chui said that the key to success was to uphold correctly the principles of “One country, two systems”, “Macao people governing Macao” and that of a high degree of autonomy. Macao had always followed the correct path for implementing the principle of “One country, two systems”, and Mr Chui hoped that all officials and civil servants would continue upholding their belief in these principles, and implement them in their future work.
Second, through its policy administration over the past 10 years, the current administration had been adhering to the overall approach of making progress while ensuring stability. Macao had managed to maintain overall stability, achieve gradual economic growth, improve people’s well-being, and strive for continuous progress in a stable environment. Mr Chui hoped that all civil servants would bear in mind the importance of: safeguarding Macao’s stability and harmony; securing peaceful lives for Macao people; and continuing to make progress based on this well-established foundation – for the benefit of Macao people.
Third, Macao should continue considering long-term development, to provide strong support for the stable and long-lasting implementation of the “One country, two systems” principle and the well-being of Macao people. Mr Chui said his administration had established healthy fiscal reserves and land reserves, and improved the system of governance. It had also enhanced cultivation of talent, and coordinated the work of the five governmental secretariats in fostering new generations of officials. This was in order to support the long-term implementation of the “One country, two systems” principle in Macao and the development of the whole country. In addition, the administration had commenced work on infrastructure for disaster prevention and mitigation, to protect the lives and property of Macao people.
During the seminar, the Chief Executive expressed his hope that – no matter what their position or social status – all would continue making use of their capabilities in supporting the development of the country and Macao. Despite facing challenges and difficulties, public servants would uphold the principle of caring about Macao and Macao people, in order to discover solutions to challenges, and to join effort with the public in order to ensure Macao's stability and prosperity.
