Macao, Guangdong dedicated to advancing development of Hengqin Cooperation Zone

The Chief Executive, Mr Ho Iat Seng, attends the plaque-unveiling ceremony held in Hengqin for administrative organisations for the Guangdong-Macao In-depth Cooperation Zone in Hengqin.

Macao and Guangdong will dedicate wholeheartedly to forging ahead the development of the Guangdong-Macao In-depth Cooperation Zone in Hengqin, especially in ensuring a fresh start and smooth progress for the development.

The Chief Executive, Mr Ho Iat Seng, today made the remarks while in Hengqin, for the plaque-unveiling ceremony of the administrative organisations of the Cooperation Zone.

Looking ahead, Macao and Guangdong would jointly implement the requirements stated in the Master Plan of the Development of the Guangdong-Macao In-depth Cooperation Zone in Hengqin, facilitate a smooth transition, highlight the principal tasks, formulate supporting policies, improve organisational construction and take major responsibilities to ensure smooth progress of the construction of the Cooperation Zone, Mr Ho added.

Other officials attending the ceremony in Hengqin included: member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China (CPC), Vice Premier of the State Council, Mr Han Zheng; the Secretary of the CPC Guangdong Provincial Committee, Mr Li Xi; Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, Mr Ho Hau Wah; and the Director of the Hong Kong and Macao Affairs Office of the State Council, Mr Xia Baolong. Approximately 100 people composing the MSAR Government delegation were also present the event.

Speaking in the ceremony, Mr Ho said the establishment of the administrative organisations represented the beginning of a new milestone of the Cooperation Zone, entering a new phase of mutual discussion, joint construction, joint administration and shared benefits.

The Chief Executive said the construction of the Cooperation Zone was an important strategic decision made by the Central Government. It was not only a crucial step to implement the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, but also a notable act to deepen reform and broaden horizons for opening-up.

The Cooperation Zone was also a practical move to enrich the implementation of the innovative “One country, two systems” principle, creating new impetus for the long-term development of Macao. A new space and opportunity created under the Master Plan, in term of enhancing the livelihood of the general population of Macao; benefiting Macao’s long-term stability and prosperity; and integrating the city further with the country’s development paradigm, said Mr Ho.

The Chief Executive also extended his gratitude to the Central Government for the concern, care and affection bestowed on Macao, and to Guangdong and Zhuhai for providing Macao with strong support and generous assistance.

Macao would study vigorously and develop a profound understanding in order to seize the opportunity from the Master Plan, he said. By intensifying the realisation of measures and policies including “One axis”, “Four strategic positioning” and “Four major missions”, the MSAR Government would spare no effort in advancing the development of the Cooperation Zone and accomplish periodic goals, in an effort to promote Macao’s adequate economic diversification.

The interests of the Macao public would be the aspiration for the MSAR Government to build the Cooperation Zone a new homeland with more convenient sources in terms of livelihood and employment. In the Cooperation Zone, there would be cross-border synchronisation of public services and social security system, facilitation of infrastructural interconnectivity, introduction of high quality education, medical and other civil services, said Mr Ho.

Macao was determined to building the Cooperation Zone with greater and more convenient conditions for living, with a new liveable home that comparable to Macao. The Cooperation Zone would be a brand-new stage for the Macao public, especially the new generation, relative to further opportunities to study, work and set up businesses.

The Chief Executive went on to say that further progress would be made to create a new establishment in line with Macao’s high-level, open system. The Cooperation Zone’s tiered management mechanism would be the foundation for a special regulatory and development system to promote innovative management and efficient flows of various resources. Integrating the respective advantages of Guangdong and Macao, the Cooperation Zone would become a shining demonstration of a unified development zone to showcase the advantages of “two systems” with Chinese characteristics.
