The Consumer Council conducted a survey on the application and enrollment procedures of tutorial schools, one third of the surveyed schools are found to have no admission regulations information offered to consumers for a better understanding of the rights and responsibilities of both parties before enrollment. Tutorial schools are advised to establish detailed regulations for their operation to avoid any consumer dispute arises from verbal transaction.

There are almost 300 licensed tutorial schools in Macao and it clearly reflects the demand for this kind of service from consumers. The Council conducted a survey on the application and enrollment procedures of these classes to let consumers choose before finalizing the choices for their children.

Tutorial schools advised to establish detailed regulations

Most of the tutorial schools surveyed provide admission materials to consumers, however, about 30 percent of them only provide verbal response to consumers’ enquiries on application procedures and fee structure, etc.. The Council states that detailed admission regulations state the rights and responsibilities of both parties in advance, and serves as evidence when consumer disputes arise. The survey result shows that different tutorial schools adopt different practices and rules when dealing with refunds and secured places in new school year, and they are suggested to enhance their transparency by laying out all service areas and schedules, fees structure and standard, and rules regarding refunds, etc. to give better protection to consumers.

The survey result is now available in issue no. 287 Consumer Report.
