The Civil Aviation Authority of Macao SAR (AACM) publishes an aeronautical circular today on the new requirement for carriage of lithium batteries on aircraft, including putting the electronic smoking devices into the scope of regulation. The new requirement will become effective on 1 January 2016. For electronic devices with lithium batteries, for example, laptop computers, cellular phones, cameras, camcorders and so on, if the batteries do not exceed 2 grams lithium content (for lithium metal) or a watt hour rating of 100 Wh (for lithium ion), the devices can be carried both in hand carry or checked-in baggage. However, if the lithium content or the watt hour rating exceeds the above limits, passengers should apply to the airline beforehand and upon approval by the airline carry the item in accordance with the instructions in either the hand carry or checked-in baggage. All spare batteries must be carried in hand carry baggage. [Watt hour (Wh) = Amps (Ah) x Voltage (V)] In addition, the Authority also puts the e-cigarettes into the scope of regulation in view of the fact that the items have become more and more popular in places everywhere. The new requirement governs that passengers must carry the items in hand carry baggage and only with a quantity for personal use. AACM follows the standards as set forth by International Civil Aviation Organization (ICAO) to ensure that the aviation safety and security measures implemented in Macao are in line with international standards. The new requirement published today was applied in accordance with the same standards required by ICAO and International Air Transport Association. The new requirement is published today through Aeronautical Circular No.AC/AGA/009R01 - “Restrictions on carriage by passengers or crew of lithium batteries”.
