New Measures for Vietnamese to Apply for “Non-resident Worker’s Authorization to Stay”


In response to the practical situation of Macao’s public security, immigration control and foreign labour market, and to further improve the management of migrant workers, the Macao Special Administrative Region Government will implement new management policy on 1 February 2018: Vietnamese citizens who apply for “Non-resident Worker’s Authorization to Stay” for the first time or re-apply after a certain period of time are required to submit a Certificate of Criminal Record issued by their country of nationality. Vietnamese citizens who renew their Authorization or re-apply for the same Authorization within six months from the date of cancellation of the “Non-resident Worker’s Authorization to Stay” are not required to submit the Certificate.

Vietnamese citizens, to whom the above new policy is applicable, should submit a Certificate of Criminal Record of their country of nationality (the Certificate should be issued by the competent authorities of Vietnam and get “diplomatic authentication” or “consular authentication”) to the Immigration Department of the Public Security Police Force for preliminary examination first if they intend to apply for “Non-resident Worker’s Authorization to Stay”. After the Immigration Department finishes the preliminary examination and sends out an application form for “Non-resident Worker’s Authorization to Stay”, the Vietnamese citizen to be employed may bring the form to a Chinese diplomatic or consular mission to apply for a “Macao visa”. Upon entry to Macao, the Vietnamese citizen may proceed to the Immigration Department to apply for “Non-resident Worker’s Authorization to Stay”.

The new policy is aimed at optimizing the “Non-resident Worker’s Authorization to Stay” application procedure for Vietnamese citizens and perfecting our examination and supervision, hence effectively safeguarding the issue of relevant category of “Macao visa”.
