The 2017 APG/GIFCS Mutual Evaluation Report of Macao SAR

Asia/Pacific Group on Money Laundering (APG), the international organization on Anti-Money Laundering and Terrorist Financing, published the Mutual Evaluation Report (MER) of Macao SAR on 1 December. The report has been adopted by all APG members and has undergone a stringent ex-post review process by the global members of the Financial Action Task Force (FATF) to ensure the quality and consistency of the evaluation standard.

According to the mutual evaluation results, among the 11 effectiveness outcomes assessed, Macao SAR obtains 6 substantial effectiveness ratings which rank it among the higher tier of APG members that have been recently evaluated. There are also 3 moderate effectiveness ratings and only 2 low effectiveness ratings. For the technical compliance assessment which deals with completeness of legal and institutional framework, out of the 40 FATF Recommendations Macao SAR has obtained 37 compliant and largely compliant ratings, and only 2 partially compliant and 1 non-compliant ratings.

The just published 2017 APG/GIFCS Mutual Evaluation Report provides a detailed account of the respective work and ratings of Macao SAR, and gives an authoritative proof of Macao SAR’s steadfast efforts by both the Interdepartmental Anti-Money Laundering Working Group and private sectors in the prevention and fight against money laundering and terrorist financing.

The Macao SAR Government also expresses its gratitude towards the continuous support of the Central Government in its work in the fight against money laundering and terrorist financing. The Central Government has always supported strongly and continuously the judicial international cooperation work developed by the Macao SAR with other jurisdictions, including that in the anti-money laundering and counter-financing of terrorism. The Macao SAR Government has also been maintaining close communication and cooperation with other jurisdictions in this regard.
