January is a Contribution Month and FSS Reminds Members of the Public to Make Contributions on Time


January is a contribution month of the social security system. Employers are required to pay in this month the contributions of the obligatory system for their local long-term employees for the fourth quarter of 2017. If they have hired a non-resident worker, they are also required to pay the employment fee as well. In addition, beneficiaries of the arbitrary system are also required to pay contributions in January. To save time waiting in line, the Social Security Fund (abbreviated to FSS in Macao) calls for members of the public to make full use of the electronic payment options to make their payments. If you need to visit the FSS in person, you should pay attention that the flow of people is highest at the end of the month and you should visit the FSS as early as possible.

For the social security system, January is the contribution month for the fourth quarter of 2017. All employers are required to pay in January the contributions for their local long-term employees. If they have hired a non-resident worker, they must also pay the employment fee at the same time. Employers only need to apply to the FSS for the Electronic Filing Service and then they can log in to the “Electronic Filing System” using their “ePass” accounts in order to report the employment information of employees, enroll the employees as beneficiaries of the FSS, download the payment advice, view the staff’s employment information and the related payment records, and send the relevant information and documents to the FSS via electronic transmission. Moreover, employers who have hired non-resident workers can also view and download the List of Non-Resident Workers Required to Pay Employment Fee using the same online system. For employers who use the Electronic Filing Service, they can make their payments through all kinds of electronic payment channels. For employers who have not applied for the Electronic Filing Service, payment can be made in cash or by cheque/cashier’s order (payable to “Fundo de Segurança Social”) at the FSS’ temporary office at Tap Seac, the FSS’ Field Office on the 13th Floor of China Civil Plaza in NAPE and Areia Preta Service Centre of the Macao SAR (Area of Social Security and Employment). Besides, in respect of the employment fee for non-resident workers and the contributions when there is no change in employment situation of local long-term employees during the quarter, payment can also be made in cash or by cheque/cashier’s order (payable to “Instituto para os Assuntos Cívicos e Municipais”), or pay by UnionPay QuickPass and Macau Pass at the Islands District and the Central District Public Services Centres under the Instituto para os Assuntos Cívicos e Municipais, or pay in cash or by cheque/cashier order (payable to “Fundo de Segurança Social”) at the nine designated banks (including Bank of China Macau Branch, Industrial and Commercial Bank of China (Macau) Ltd., Banco Comercial de Macau, Tai Fung Bank, Banco Nacional Ultramarino, OCBC Wing Hang Bank, Macau Chinese Bank, Luso International Banking Limited and Delta Asia Bank) (the related banks only accept cheques and cashier orders of their own banks), or to pay by bank transfer between accounts of the same bank.

It is advised that beneficiaries of the arbitrary system can make full use of the autopay service of the nine designated banks or use the Jetco Network ATMs or online banking of Bank of China Macau Branch, Industrial and Commercial Bank of China (Macau) Ltd., Banco Comercial de Macau, Tai Fung Bank, Banco Nacional Ultramarino and OCBC Wing Hang Bank, or via the self-service machines of BOC EXPRESS. In addition, payment can also be made at all service points of the FSS, the Islands District and the Central District Public Services Centres, or the nine designated banks.
