The “Presentation on the Policies of the Industrial Park” attracted the participation of entities coming from the related institutions and sectors.
Recently, Hengqin New District launched a series of supportive policies in various fields, including industry, technology and talents, which aim to accelerate the development of the Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macau (hereinafter referred to as the “Industrial Park”) and promote the entry of enterprises to the park. To deepen the understanding of the latest policy by the Chinese medicine enterprises and industry associations in Macau, the Industrial Park held a policy lecture on February 5 at the IPIM’s conference hall, which received support of the Macao Trade and Investment Promotion Institute (IPIM), MacauAffairs BureauofHengqinNew Area, Hengqin Bureau of Commerce, and attracted more than (TBC) representatives from the related departments of Macao SAR government, Chinese medicine enterprises, industry associations and scientific research institutes.
At the session, relevant personnel from the Industrial Park carried out a detailed interpretation of "Several Measures of Hengqin New Area to Support the Development of the Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macau" and the Hengqin New Area’s supportive policies in various aspects such as public platforms, supporting service for science and technology projects, enterprise research and development and talent scheme. During the on-site interactive session, participants asked questions voicing their own concerns, such as the project application conditions, the time limit for the declaration, the amount of support to be provided and so on. The relevant parties of the Industrial Park and the Hengqin Bureau of Commerce answered each question patiently and welcomed Macao enterprises to have a more in-depth understanding of the policy implementation details and specific requirements, so as to lay the foundation for the future policy support declaration. On the other hand, the response from the local business representatives in Macao was also very enthusiastic. They believed the supportive policies launched by Hengqin New Area are highly targeted and have high value. They recognized a need to further study the policy content more carefully and, in combination with the development plan in the Industrial Park and under the premise of meeting the declaration requirements, actively apply for support under the science and technology policies and thus strive to obtain more resource support from the Hengqin government, so as to make the enterprises in the Industrial Park bigger and stronger.
In order to provide improved conditions for the development of enterprises, including Macao enterprises, which have entered the park, the Industrial Park has been actively negotiating with Hengqin New Area to formulate industrial supportive policies. Hengqin New Area recently promulgated the "Several Measures of Hengqin New Area to Support the Development of the Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macau" with a total of 14 articles, which clearly stipulate that under certain conditions in terms of personnel, taxation, scientific and technological achievements, the government will provide special policy support in accordance with the needs of the resident enterprises, such as equipment purchase subsidy, venue rental subsidy, corporate tax returns, scientific research achievement awards and international certification subsidies and so on. Among them, the research and development, testing, and certification bodies introduced into the Industrial Park are entitled to receive an equipment purchase subsidy of up to 10 million yuan, after being verified eligible by the Hengqin New Area Administrative Committee. Starting from the date of entry, the resident enterprises can acquire a rental subsidy of 50 yuan/sqm/month, for up to a maximum of 36 months. For eligible enterprises and R&D institutions from Hong Kong and Macau, the allowance can be increased to 100 yuan/sqm/month. In addition, enterprises that have obtained the certificate of National Class I New Drugs in the PRC may be given a one-time reward of 10 million yuan in encouraging the creation of major new drugs. Enterprises, R&D institutions that have significant achievements, for the first time, in pre-clinical research and clinical trials of various stages are rewarded to a certain degree. In terms of international certification, resident enterprises whose products are certified by the US and the European Union can individually receive a maximum allowance of 6 million yuan.
In addition, in order to constantly improve the science and technology innovation service system in Hengqin New Area, enhance and cultivate independent innovation capability and intellectual property core competitiveness of the Hengqin enterprises, Hengqin New Area recently introduced the “Interim Measures for the Management of Funds for Research and Development of Enterprises”, “Interim Measures for Supporting Science and Technology Projects by Science and Technology Enterprise”, “Interim Measures for Supporting Science and Technology Innovation Public Platform” and “Interim Measures for the Promotion of Intellectual Property Rights”. All these measures will provide a wide range of policy support for the enterprises, including Macao enterprises, entering the Industrial Park. For example, after the tax department deducts the approved R&D costs through pre-tax deduction, the enterprise can then receive a certain percentage of annual subsidies up to 5 million yuan. Enterprises entering the park that have obtained state, provincial and municipal science and technology projects will be funded in accordance with the relevant funding criteria, with the highest support up to 100% to 50% of the project. Every public platform for scientific and technological innovation approved by the Hengqin New Area Administrative Committee can receive up to 10 million yuan in subsidy. The public platform providing technical support, inspection, training and guidance services to more than 3 enterprises in the Industrial Park can be awarded a maximum of 1-million-yuan. A single enterprise in the Industrial Park that uses a public platform can also receive a subsidy of up to 2 million yuan. Moreover, resident enterprises can obtain different financial support when applying for Chinese and international invention patents, obtaining patent awards, purchasing patent insurance and registering new trademarks.
