Organized by the Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macao (hereafter “GMTCM Park”), the “Plaque Unveiling Ceremony of the Liaison Office of the Guangdong Food and Drug Administration in the Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macao and the Research Center of Traditional Chinese Medicine Technology and Policies” was held today (25 July) at the multi-functional Conference Hall, 2nd Fl. of the R&D Headquarters Building of the GMTCM Park. Approximately 200 participants attended the event, including representatives from government, review experts and enterprise representatives from Guangdong and Macao. The organizer hopes that, by establishing the Liaison Office, a communication platform will be built for medicine regulatory authorities, industry experts and enterprises in the GMTCM Park. Moreover, it will also provide technical guidance and policy advice for enterprises during the process of registration and application, assessment and certification.
The plaque unveiling ceremony was officiated by Luo Wenzhi, Director of Guangdong Food and Drug Administration and Adviser to the Office of the Secretary for Economy and Finance of the Government of the Macao Special Administrative Region, President Lu Hong of the Guangdong-Macao Traditional Chinese Medicine Technology Industrial Park Development Co., Ltd. The two guests represented both parties as they unveiled the plaque. Furthermore, the ceremony was witnessed by Leong Vai Tac, Secretary for Economy and Finance of the Government of the Macao Special Administrative Region; Yan Wu, Vice Mayor of Zhuhai; Niu Jing, Secretary of CPC Hengqin New Area Committee; Kuok Cheong U, Deputy Director of the Health Bureau of the Government of the Macao Special Administrative Region; and Zong Yungang, Deputy Director of the CFDA Southern Medicine Economic Research Institute of the State Food and Drug Administration.
During the ceremony, Director Luo Wenzhi pointed out that, the GMTCM Park, as the first project launched under the "Framework Agreement on Cooperation between Guangdong and Macao", has been granted the glorious mission of promoting Macao's economic moderate diversification and the development of the TCM industry. In addition to this, the GMTCM Park also bears the responsibility in building the "International Window for the TCM Industry and Culture in the context of the Belt and Road Initiative". The plaque unveiling ceremony of the Liaison Office in the GMTCM Park symbolizes the continuous deepening of cooperation between the Guangdong Food and Drug Administration and the GMTCM Park, promoting the growth of the development of the TCM industry. In the future, the Guangdong Food and Drug Administration will provide policy support and guidance for the R&D projects of the enterprises in the GMTCM Park. Meanwhile, the Research Centre of Traditional Chinese Medicine Technology and Policy has been established with the Liaison Office as the vehicle, integrating the government, expert, and enterprise resources to build a tripartite channel for communication. It thereby jointly contributes to the GMTCM Park's transformation into an "International TCM Quality Control Base" and "International Health Industry Communication Platform".
President Lu Hong addressed in her speech that the GMTCM Park has pushed forward a series of preparations for the technology-based Public Service Platform and the business-based Platform for International Communication and Cooperation. In particular, the Public Service Platform for GMP pilot scale production that meets the GMP certification standards of both mainland China and the EU, and for R&D and testing has been completed. Furthermore, authoritative experts and advisers, innovative science and technology teams and service organizations of government departments are introduced to the GMTCM Park, thereby facilitating in building a science and technology system and the creation of an atmosphere for technology and innovation. The Public Service Platform will provide support to the enterprises from the Guangdong-Hong Kong-Macao Greater Bay Area in the GMTCM Park to reach the international markets dominated by EU countries. In addition, it will also facilitate enterprises from Hong Kong, Macao, and overseas in bringing their products into the Mainland market, offering hardware ancillary facilities and technology support that integrate product upgrading, innovative R&D and commissioned production. The occasion marked the official inception of the Liaison Office of the Guangdong Food and Drug Administration in the GMTCM Park and the Research Centre of Traditional Chinese Medicine Technology and Policies in the GMTCM Park. As a communication platform for medicine regulatory authorities, industry experts and medical enterprises, the Liaison Office and the Research Centre will provide long-term and comprehensive medical policy advice and technical guidance to the enterprises in the GMTCM Park. In the future, the GMTCM Park will continue to strive to build and enrich various competitive platforms and expand the resources for TCM information and techniques, so as to better serve the TCM enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area. In addition, the GMTCM Park will play a role in jointly promoting the inclusive development of the TCM industry in the Greater Bay Area.
After the ceremony, accompanied by President Lu Hong of the Guangdong-Macao Traditional Chinese Medicine Technology Industrial Park Development Co., Ltd., the guests visited the Public Service Platform of the GMTCM Park. It includes the R&D Headquarters Building, R&D and Testing Building, Good Manufacturing Practice (GMP) Pilot Scale Production Building, and Plant Extraction Building. The guests also learned about the overall planning of the GMTCM Park, the nurture of industries, situation of the enterprises in the GMTCM Park, and the cooperation achievements in detail.
The Liaison Office of the Guangdong Food and Drug Administration in the Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macao and the Research Centre of Traditional Chinese Medicine Technology and Policy are established in accordance with the "Memorandum of Understanding regarding Fostering Construction and Development of the Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macao" signed between the Guangdong Food and Drug Administration and the GMTCM Park. The Liaison Office will perform the functions of bridging the Guangdong Food and Drug Administration, the GMTCM Park and enterprises, serving as a communication platform for medicine regulatory authorities, industry experts and enterprises in the GMTCM Park, and providing medical policy advice and technical guidance to the enterprises in the GMTCM Park during the stages of registration, application and assessment. The Research Center, as a communication platform linking government institutions and enterprises, regularly arranges industry experts, enterprise representatives, and government representatives to explore and discuss issues related to TCM policy, technology and industry development. It aims to provide advice and guidance to enterprises during the stages of project R&D, registration and application with regards to policy and critical technologies.
In addition, after the plaque unveiling ceremony, the GMTCM Park held the first Seminar on Traditional Chinese Medicine Technology and Policy. Government representatives, review experts and enterprise representatives from Guangdong and Macao were invited to jointly discuss a wide range of hot topics, such as industry development, industrial policies, registration, application, evaluation, approvals and more. It serves as an opportunity for enterprises, academic institutions and R&D institutions in TCM and food supplements industries, to learn about TCM policies and technology and exchange. It thus expands resources of medical information and opportunities for development and promotes the cluster development of the medical sector.
The guests present at the ceremony also include Guo Yuhua, Director of the General Office of Guangdong Food and Drug Administration; Zhou Yuehua, Chief of Traditional Chinese Medicine Division of the Centre of Drug Evaluation of the State Food and Drug Administration; Jiang Sunming, Director of the Information Center of Southern Medicine Economic Research Institute of the State Food and Drug Administration; and Shi Xuebin, Director of Zhuhai Food and Drug Administration.
