How to Apply

Application procedures and documents required

Application at counter (applicants are required to obtain a number tag in advance. For the methods to obtain the tag number, please refer to “Methods to Obtain Tag Number and Appointment” of the website of the Identification Services Bureau.)

1. For applicant who is under the age of 18, born in Macao and one of his/her parents is a Macao resident at the time of his/her birth

Applicant is required to submit:

  • Original copy of birth certificate*;
  • Photocopies of both parents’ identification documents;

* If the application is lodged within 90 days after the baby’s birth, the applicant only needs to present a birth report (so-called “white card”) issued by the Civil Registry, no longer needs to submit the Birth Certificate.

2. For holders of One-way Exit Permit issued by the Public Security Authority of Mainland China
After receiving the Residence Certificate issued by the Residence and Stay Affairs Department of the Public Security Police Force, applicants can apply for the Macao SAR Resident Identity Card at the Identification Services Bureau (hereafter referred to as DSI) with the following documents:

  • “Residence Certificate” issued by the Residence and Stay Affairs Department of the Public Security Police Force*;
  • Original copy of the One-way Exit Permit;
  • Photocopy of the Notarial Birth Certificate or Birth Certificate, if any. (The original document is required for verification)

*Not applicable to persons whose Macao permanent resident identity have been confirmed. Such applicants can lodge the application for the Macao SAR Resident Identity Card to DSI directly with the notification letter issued by the Residence and Stay Affairs Department of the Public Security Police Force and the photocopy of the “Authorization to Stay” (The original slip should be provided for verification).

3. For holders of residence authorization documents 
Applicant is required to submit:

  • Photocopy of a notification letter indicating your residence in Macao has been approved by the Residence and Stay Affairs Department of the Public Security Police Force or the Trade and Investment Promotion Institute (The original document is required for verification);
  • Original copy of valid residence authorization documents issued by the Residence and Stay Affairs Department of the Public Security Police Force;
  • Photocopy of a valid passport or travel document (The original document is required for verification);
  • Photocopy of foreign residence document (only applicable to holders of the People’s Republic of China passport) (The original document is required for verification);
  • Photocopy of Hong Kong SAR Identity card, if any (The original document is required for verification);
  • Photocopy of birth certificate, if any (The original document is required for verification).

4. For holder of the Certificate of Entitlement to the Right of Abode in the Macao SAR
Applicant is required to submit:

  • Original copy of the Certificate of Entitlement to the Right of Abode in the Macao SAR;
  • Original copy of former Macao Identity Card or BICE, if any;
  • Photocopy of a valid passport or travel document, if any (The original document is required for verification);
  • Original copy of necessary documents that have not been submitted at the time of applying for the Certificate of Entitlement to the Right of Abode in the Macao SAR (e.g. birth certificate, household register or household registration transcript, valid identification documents of parents, marriage certificate, identification document of spouse, divorce certificate, death certificate of spouse, etc.)
  • Note: Applicants are required to submit other supplementary documents if needed.

Remarks/ Notes for Application

  1. Applicants must lodge their applications in person at this bureau’s service counters;
  2. For persons under the age of 18, their parent or the person who executes the parental right or guardianship in compliance with the law are required to accompany the underage applicant to go through the formalities at the Identification Services Bureau and confirm the application by signature or appropriate means. When lodging the application, they need to submit photocopies of both parents’ identification documents and sign the application form for the applicants. (The accompanying person has to provide his/her original identification document for verification.)
  3. Applicant can choose to submit a 1.5-inch, color, bareheaded and full-faced photograph in plain white background which is taken at a photography studio within the last 12 months, use the photograph taken onsite at no cost (Click here for Photograph Specifications), or use the photograph for identification documents which is taken by contracted photography studio and stored in “My Photo” of the “Macao One Account” for the travel document application. For details about adding the identification document photo to “Macao One Account”, please refer to the promotion materials of “My Photo” of “Macao One Account” and the list of contracted photography studios. (If the paper photo submitted or the photo taken on-site is found to be unsatisfactory after examination, DSI will inform the applicant of submitting another photo. Moreover, the receipt QR code is provided by “My Photo” contracted studios, DSI will not charge any fee.);
  4. Applicants have to submit the original and photocopy of birth certificate unless there is no change in the birth certificate archived in DSI. If the birth certificate cannot be submitted, applicants or the person who executes the parental right or legal guardianship have to make a declaration;
  5. If married, applicants have to submit the photocopy of marriage certificate and a photocopy of the spouse’s identification document (The original document is required for verification); an authenticated copy of a valid household registration transcript may also be required for those applicants or their spouses who are originally from Japan, France or Taiwan Region.
  6. If divorced, applicants have to submit the photocopy of their proof of divorce (The original document is required for verification);
  7. If widowed, applicants have to submit the marriage certificate and the spouse’s death certificate; brief report of death is not accepted as proof for change of marital status;
  8. Applicants may be informed by DSI to submit supplementary documents for identity verification.
  9. If above-mentioned documents are not written in Chinese, Portuguese or English, applicants are required to produce an official translation.
  10. External Services: If applicants are not able to visit DSI in person, they or their relatives can request for “external service” at the Information and Appointment Counter on 1st floor of China Plaza or write to the director of DSI with supporting reasons. “External service” is limited to the Macao SAR only and the service charge is MOP120.

Fees and Payment Methods

Fees:

  • First-time application: MOP90.00;
  • Express Service: An additional charge of MOP 150.00.
  • Special Express Service: An additional charge of MOP 250.00.
  • Applicants who are lack of financial capability due to following conditions can apply for exemption of application fees. The relevant fees can be exempted upon approval.

Types

Requirements

Unemployment

1) Applicants have to sign the application form of fee exemption;
2) Applicants have to sign a declaration to declare their unemployment status;
3) Submit the receipts of Employment Registration issued by the Labour Affairs Bureau (DSAL) of the past 12 months to state a lack of financial capability due to long-term unemployment.

Poverty

1) Applicants have to sign the application form of fee exemption;
2) Submit a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

Disability

1) Applicants have to sign the application form of fee exemption;
2) Submit a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)
Note: Additional supporting documents may be required for applicant’s financial incapability verification of DSI, if necessary.

 

Payment Methods:

Headquarter (China Plaza), Macao Government Services Centre and Macao Government Services Centre in Islands: Cash, credit card, Union Pay “QuickPass”, debit card, Macau Pass and MPay are accepted for payment.


Processing Time

  • Normal Service: 15 working days. (Performance Pledge)
  • Express Service: 10 working days. (Performance Pledge)
  • Special Express Service: Within 3 working days. (Performance Pledge)

Attention: The above-mentioned collection date is counted from the day after the day of receiving the application and all necessary documents by DSI. DSI reserves the right to adjust the processing time under special circumstances.

Document Collection Counter Service

Target users: 

Applicants who lodged the application for identity document or certificate at service counters or self-service kiosks

Document Collection Procedures:

  • Scan or input your receipt barcode. (If the receipt barcode cannot be detected, please ask our staff for assistance.)
  • Be aware of your name and the corresponding counter number shown on the screen.
  • Collect your document or certificate at the designated counter.

Collect in person:

Verification of applicant’s identity is required at the time of document collection.  For identity card renewal or the former travel document has not expired, the former identity document must be brought along for cancellation.

Collect by an authorized person:

To authorize a representative to collect the document, the applicant has to fill out the authorization form on the receipt and sign the receipt according to the Macao SAR Resident Identity Card signature.  Details of the procedure can be found at DSI’s Questions and Answers.
