Certificate of Criminal Record – Application made in person


How to Apply

Application Procedures and Documents Required

Applicant should provide the usage of the Certificate of Criminal Record (Please refer to the list of usage).

 1. Application at counter (applicants are required to obtain a number tag in advance. For the methods to obtain the tag number, please refer to “Methods to Obtain Tag Number and Appointment” of the website of the Identification Services Bureau(DSI).)

  • Macao SAR Resident Identity Card
  • Non-BIR holders:
    (i) Applicant’s valid travel document or the valid document for entering Macao; (ii) Documentary proof of the connection between the applicant and Macao, such as Residence Permit, Non-resident Worker’s Identification Card or Non-resident Worker’s Card, proof of schooling or proof of application for residing in Macao (e.g. a notice of Residence Permit issued by the Public Security Police Force or a notice of submitting the Certificate of Criminal Record issued by the Macao Trade and Investment Promotion Institute and so on).

* Applicants who are holding the Non-resident Worker’s Identification Card issued on or after 14th March 2021, please enquire and print “the Authorization to Stay as Worker” with DSI integrated self-service kiosks before lodging the application.

4. Applicants who fulfill the following conditions can collect their Certificate of Criminal Record on the same day after lodging the application by electronic means.

  • Holding a valid Macao SAR Resident Identity Card
  • Aged 16 or above;
  • Not first-time applicants for the Certificate of Criminal Record;
  • Do not need DSI’s certificate transfer service;
  • Identity information does not need further verification.

Attention:

  • Applicants who are eligible to collect the certificate on the same day will receive instant notification when going through the formalities.
  • During the examination process, if a situation arises that makes DSI not able to issue the certificate on the same day, the applicant will be informed by further notice.
  • Applicants who lodged the application through the “Common Access to Public Services of the Macao SAR” platform can check the expected collection date of their certificate by logging into their “Common Access to Public Services of the Macao SAR” account.
  • The Electronic Certificate has an equivalent legal effect as the Printed Certificate.

Fees and Payment Methods

Fees: 

  • Standard Service: MOP50.00
  • Express Service: MOP150.00

Applicants who are lack of financial capability due to following conditions can apply for exemption of application fees. The relevant fees can be exempted upon approval.

Types

Requirements

Unemployment

1) Applicants have to sign the application form of fee exemption;
2) Applicants have to sign a declaration to declare their unemployment status;
3) Submit the receipts of Employment Registration issued by the Labour Affairs Bureau (DSAL) of the past 12 months to state a lack of financial capability due to long-term unemployment.

Poverty

1) Applicants have to sign the application form of fee exemption;
2) Submit a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

Disability

1) Applicants have to sign the application form of fee exemption;
2) Submit a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)
Note: Additional supporting documents may be required for applicant’s financial incapability verification of DSI, if necessary.

 

 

Payment Methods:

Application at counter

Headquarter (China Plaza), Macao Government Services Centre and Macao Government Services Centre in Islands: Cash, credit card, Union Pay “QuickPass”, debit card, Macau Pass and MPay are accepted for payment.

Application via self-service kiosks

“GovPay” or “MacauPass”


Processing Time

  • Normal application: 5 working days (Performance Pledge)
  • Urgent application: 2 working days (Performance Pledge)

Notes: Counting from the following day after DSI received all necessary documents, not including the processing time of postal.


Remarks/ Notes for Application

The Criminal Record Certificate is valid for 90 days from the date of issue.

Document Collection Counter Service

Target users: 

Applicants who lodged the application for identity document or certificate at service counters or self-service kiosks

Document Collection Procedures:

  • Scan or input your receipt barcode. (If the receipt barcode cannot be detected, please ask our staff for assistance.)
  • Be aware of your name and the corresponding counter number shown on the screen.
  • Collect your document or certificate at the designated counter.

Collect in person:

Verification of applicant’s identity is required at the time of document collection.  For identity card renewal or the former travel document has not expired, the former identity document must be brought along for cancellation.

Collect by an authorized person:

To authorize a representative to collect the document, the applicant has to fill out the authorization form on the receipt and sign the receipt according to the Macao SAR Resident Identity Card signature. Details of the procedure can be found at DSI’s Questions and Answers.

The Government Smart Locker – “Smart Collect”

Identification-related certificates can be collected through the Smart Locker – “Smart Collect”. If the applicant chooses to collect his/her documents at the “Smart Collect” at the Government 24-hour Self-service Center, he/she should collect the documents within 3 days upon the receipt of the collection notice form “Macao One Account” or “Business and Associations Platform”, otherwise the documents will be sent back to the Identification Services Bureau’s Collection Counter on 1/F of China Plaza for collection during office hours.
