Application Methods
1. Service counter
Applicants can lodge the application at DSI service counters in person or by a delegate, with a duly completed “Application Form for Certificate of Association and Foundation” and a photocopy of applicant’s valid identification document.
2. Self-service kiosks (Number tag is not required):
Applicants who lodge application with self-service kiosks need to present their Electronic Identity or Macao SAR Resident Identity Card (BIR).
This service is applicable to persons who fulfill all of the following criteria:
- Holders of Macao SAR Permanent Resident Identity Card or Macao SAR Non-Permanent Resident Identity Card
- Aged 18 or above
Circumstances under which self-service application for Certificate of Association and Foundation is not applicable, please obtain a number tag and go through the formalities at DSI service counters.
- persons who do not hold a resident identity card (including those who have lost their resident identity cards)
- Resident identity card has expired (except during renewal process)
- Application lodged by a delegate

Processing Time
Processing time (for applications lodged at service counter):
10 working days (following the day that DSI has received the application and all necessary documents.)
For applicants who are eligible to lodge application by electronic means (including DSI’s self-service kiosks, the “Macau One Account” or the “Business and Associations Platform”), the processing time varies according to the collection site:

Remarks:
- Applicants who lodge the application through the “Macao One Account” or the “Business and Associations Platform” can choose to receive the certificate in printed form or electronic form.
- The electronic certificate has an equivalent legal effect as the printed certificate.
- If the applicant or legal representative is unable to come to this Bureau in person to collect the document, please complete the authorization form on the receipt and attach a photocopy of the applicant’s or legal representative’s identity document, the delegate also needs to present an original identification document.
- If the applicants choose to collect documents at the “Smart Collect” at the Government 24-hour Self-service Center, they have to collect the documents within 3 days upon the receipt of the collection notice form “Macao One Account” or “Business and Associations Platform”, otherwise the documents will be sent back to the
- Identification Services Bureau’s Collection Counter on 1/F of China Plaza for collection during office hours. If the applicants choose to collect the documents in Hengqin, the documents will take additional 5 working days to be collected. There is a possibility of time lag in document transmission. Document Collection Procedures:
- Scan or input your receipt barcode. (If the receipt barcode cannot be detected, please ask our staff for assistance.)
- Be aware of your name and the corresponding counter number shown on the screen.
- Collect your document or certificate at the designated counter.
Collect in person:
Verification of applicant’s identity is required at the time of document collection. For identity card renewal or the former travel document has not expired, the former identity document must be brought along for cancellation.
Collect by an authorized person:
To authorize a representative to collect the document, the applicant has to fill out the authorization form on the receipt and sign the receipt according to the Macao SAR Resident Identity Card signature. Details of the procedure can be found at DSI’s Questions and Answers.
The Government Smart Locker – “Smart Collect”
Identification-related certificates can be collected through the Smart Locker – “Smart Collect”. If the applicant chooses to collect his/her documents at the “Smart Collect” at the Government 24-hour Self-service Center, he/she should collect the documents within 3 days upon the receipt of the collection notice form “Macao One Account” or “Business and Associations Platform”, otherwise the documents will be sent back to the Identification Services Bureau’s Collection Counter on 1/F of China Plaza for collection during office hours.
