Certificate of the Leadership Structure of Established Association or Foundation


How to Apply

Target Applicants

a. Aged 18 or above; and

b. Applicant has to be a member of the leadership structure of the association or foundation or a representative authorized by the president or director of the association or foundation.

Certificate Content

Registration number, name of association or foundation, the first publication date in the Official Gazette, date of general assembly and the leadership structure.

Application Methods

1. Application via Business And Associations Platform

Please visit the website of Business & Associations Platform.

2. Application at counter (applicants are required to obtain a number tag in advance. For the methods to obtain the tag number, please refer to “Methods to Obtain Tag Number and Appointment” of the website of the Identification Services Bureau(DSI).

If the application is lodged at DSI counters in person or by a delegate with the following documents:

  • A completed “Application Form for Certificate of Association and Foundation” (stamp with the association or foundation seal);
  • A photocopy of the applicant’s valid identification document;
  • A power of attorney is required if the applicant is not a member of the leadership structure;
  • The original general assembly minutes of the election of members of leadership structure for verification purpose; (The aforesaid minutes are exempted if they have been submitted to DSI before.)
  • A photocopy of valid identification documents of every member of the leadership structure; (The aforesaid photocopy of valid identification documents are exempted if they have been submitted to DSI before.)

Printed certificate: MOP15.00 for the first page, and MOP5.00 for each additional page.
Electronic certificate: MOP15.00 for each certificate.
(Note: Administrative Public Welfare Legal Person is exempt from the fees and charges)

Headquarter (China Plaza), Macao Government Services Centre and Macao Government Services Centre in Islands: Cash, credit card, Union Pay “QuickPass”, debit card, Macau Pass and MPay are accepted for payment.

Processing Time

Processing time (for applications lodged at service counter):

10 working days (following the day that DSI has received the application and all necessary documents.)

For applicants who are eligible to lodge application through the “Business and Associations Platform”, the processing time varies according to the registration status of the current leadership structure of the association or foundation:

For associations or foundations which have not applied for the latest Certificate of the Leadership Structure to DSI before lodge application through the “Business and Associations Platform, provided that the latest leadership structure has been confirmed in the “Management System of Association and Foundation” of the “Business and Associations Platform” and the original meeting minutes has been submitted to DSI for authentication

  • Processing Time:Three working days (following the date of submission of meeting minutes)

Remarks:

  1. Applicants who lodge the application through the “Business and Associations Platform” can choose to receive the certificate in printed form or electronic form.
  2. The electronic certificate has an equivalent legal effect as the printed certificate.
  3. If the applicant or legal representative is unable to come to this Bureau in person to collect the document, please complete the authorization form on the receipt and attach a photocopy of the applicant’s or legal representative’s identity document, the delegate also needs to present an original identification document.
  4. If the applicants choose to collect documents at the “Smart Collect” at the Government 24-hour Self-service Center, they have to collect the documents within 3 days upon the receipt of the collection notice form “Macao One Account” or “Business and Associations Platform”, otherwise the documents will be sent back to the Identification Services Bureau’s Collection Counter on 1/F of China Plaza for collection during office hours. If the applicants choose to collect the documents in Hengqin, the documents will take additional 5 working days to be collected. There is a possibility of time lag in document transmission. Applicants who lodged the application for identity document or certificate at service counters or self-service kiosks

Document Collection Procedures:

  • Scan or input your receipt barcode. (If the receipt barcode cannot be detected, please ask our staff for assistance.)
  • Be aware of your name and the corresponding counter number shown on the screen.
  • Collect your document or certificate at the designated counter.

Collect in person:

Verification of applicant’s identity is required at the time of document collection.  For identity card renewal or the former travel document has not expired, the former identity document must be brought along for cancellation.

Collect by an authorized person:

To authorize a representative to collect the document, the applicant has to fill out the authorization form on the receipt and sign the receipt according to the Macao SAR Resident Identity Card signature. Details of the procedure can be found at DSI’s Questions and Answers.

The Government Smart Locker – “Smart Collect”

Identification-related certificates can be collected through the Smart Locker – “Smart Collect”. If the applicant chooses to collect his/her documents at the “Smart Collect” at the Government 24-hour Self-service Center, he/she should collect the documents within 3 days upon the receipt of the collection notice form “Macao One Account” or “Business and Associations Platform”, otherwise the documents will be sent back to the Identification Services Bureau’s Collection Counter on 1/F of China Plaza for collection during office hours.
