How to process

Required Document:
1. Import license (Model I);
2a. Legible photocopy of identity document(s); or
2b. Legible photocopy of Registration for Operation of Foreign Trade issued by the Economic and Technological Development Bureau;
3. Legible photocopy of valid dog license (issued by IAM). (Applicable only to the import of dogs and license renewal for dogs)
4. Proof of sterilisation of dog issued or countersigned by the government of the country of origin. (only applicable when the imported animals are neutered dogs)

Fees

Application fee:
1. Inspection Fee:
1) Cats and Dogs (each): Mop 100.00
2) Horses (each): Mop 100.00
3) Any species of birds (every 50 birds): Mop 30.00
4) Other live animals (every 50 animals): Mop 80.00

2. License fee for dogs (applicable only to the import of dogs)
1) Neutered dogs (first-time license application): MOP300.00 plus stamp duty (10% of license fee)
2) Non-neutered dogs (first-time license application): MOP900.00 plus stamp duty (10% of license fee)
3) Neutered dogs (renewal): MOP200.00 plus stamp duty (10% of license fee)
4) Non-neutered dogs (renewal): MOP600.00 plus stamp duty (10% of license fee)
Note: The license is valid for 3 years.

Remarks/ points to note for application

Important note:
1. The applications must meet the stipulated requirements for licensing and the prescribed sanitary conditions required for imported animals. Since requirements will vary depending on the animal species and their country or region of origin, it is recommended that inquiries should be made in advance to IAM for details. Especially for dogs and cats from rabies epidemic regions (e.g. Mainland China), inquires should be made at least four months prior to application;
2. The license is valid for 30 days, dated from its issuing date;
3. All imported live animals are required to undergo health inspection;
4. The applicant is required to inform IAM in advance about the date and time of arrival of the imported animal(s), otherwise the respective inspection of the animal(s) at the entry port would be delayed;
5. Upon arrival of the animal(s), the applicants need to present the certificate which fulfils the entry requirements of health stipulated by IAM and was issued by the government of the country of origin;
6. Upon arrival at the entry port, the imported animal(s) can be released after undergo health inspection conducted by the veterinarian of IAM. If the health condition of the imported animal(s) fail to fulfill the entry requirements stipulated by IAM, the animal(s) shall be seized and undergo a maximum of 6 months quarantine period;
7. Besides the payable license fee for import of live animals, the applicants are required to pay for the food, accommodation and inspection fee of the seized animal(s) during its/their quarantine period;
8. Import license (Model: I) can be purchased at Printing Bureau;
9. According to Foreign Trade Law (Law no. 3/2016, amendment to Law no. 7/2003), each applicant is not allowed to import living animals for more than once within a period of six months, except for those local pet shops registered for engaging in external trade;
10. In accordance with Chief Executive Writ of Instruction no. 335/2016, import of some species of dogs and animals is prohibited;
11. A booking system is adopted for inspection service at all ports of entry for import and re-export of live animals. Applicants are required to contact the Municipal Affairs Bureau (IAM) at least one working day in advance to confirm their bookings for inspection service. Time when inspection service can be provided:
1). Land ports of entry: Monday to Friday, 3:00 p.m. to 7:00 p.m. (except public holidays);
2). Sea ports of entry: Monday to Friday, 3:00 p.m. to 7:00 p.m. (except public holidays);
3). Air port of entry (airport): Monday to Friday, 9:30 a.m. to 7:00 p.m. (except public holidays).
