How to process
Documents to be submitted:
- Application form (Format Mod. 019/DLA/DHAL);
- Photocopy of Vehicle Registration Card;
- Photocopy of Ownership Registration Certificate of the vehicle;
- Photocopy of Business Tax Certificate of the vehicle (if applicable);
- A set of photos of the advertisement on the body of the vehicle (a total of 4 photos showing the front, back, left and right views of the vehicle, which show clearly the layout of the advertisement and the Vehicle License Plate number);
- The sketch or blueprint of the advertisement (the advertising content can be presented in various languages, but one of them must be the official languages of Macao Special Administrative Region);
- If the applicant is a natural person, a photocopy of the ID document of the signatory should be submitted;
- If the applicant is a legal person, a photocopy of valid Business Registration Certificate (companies registered at the Commerce and Movable Property Registry of Macao are exempted from submission) or a photocopy of valid Certificate of Association and Foundation issued by the Identification Services Bureau is required to be submitted. The relevant application form is required to be signed by its legal representative and submitted with a photocopy of the identification document of the signatory of the application form.
- If the content of the advertisement involves promotions of drugs, prescription drugs, prostheses, medical or paramedical therapies, or approaches presented as having health benefits, a photocopy of the letter of approval of advertisement issued by the Health Bureau should be submitted together with photocopies of the advertisement design with the official stamp of the Bureau for approval or other relevant supporting documents.

Fees
Application fee:
- Heavy vehicles: Annual license: MOP1,920 / Semi-annual license: MOP1,000 / Seasonal license: MOP650
- Light vehicles: Annual license: MOP600 / Semi-annual license: MOP300 / Seasonal license: MOP150
- Motorcycles and other vehicles: Annual license: MOP300 / Semi-annual license: MOP180 / Seasonal license: MOP100
Note: As stipulated by Clause (1) and (3) of Article 17 of Law No. 22/2023, the advertisement license fee and stamp duty for year 2024 are exempted.
Form fee: N/A
Stamp duty: If the license fee exceeds MOP50, the stamp duty is equivalent to 10% of the license fee.

Security deposit: 15% of the license fee. The minimum amount is MOP500 and the maximum amount is MOP5,000.

Processing time: 15 days after receiving all the necessary documents.
Note: Consultation period with other entities is not included in the performance pledge period.
