1. How to use “My border crossing” for immigration clearance?
After Macao residents register their “Electronic Identity” in their Macao One Account, open “My border crossing” in “My services” to generate the QR code when undergoing immigration clearance, and then scan it at the first gate of the conventional automated channel, or scan it by following the instruction of the police constable at the manual channel, this substitutes the procedure of submitting physical Resident Identity Card. The remaining clearance procedures are the same as the current ones.
2. At which checkpoints of Macao can “My border crossing” be used for immigration clearance?
All the checkpoints in Macao are equipped with “ My border crossing” QR code scanners, Macao residents may use “ My border crossing” at all manual channels and conventional self-service clearance channels, Macao drivers may use “My border crossing” at the manual vehicle channels, but please note that “ My border crossing” cannot be used at the three-gate automated channels in Hong Kong-Zhuhai-Macao Bridge Checkpoint, Checkpoint of Macao Port Zone of Hengqin Port and Qingmao Checkpoint, while the physical Macao SAR Resident Identity Card is still required for immigration clearance.
3. Can “My border crossing” be used at vehicle channels? Is on-board clearance possible?
Drivers should follow the instruction of the police constable to scan the QR code when using “My border crossing”. In consideration of the setting of the specific inspection process of the vehicle channels, and for the sake of convenience of the public, on-board passengers are required to use their physical Resident Identity Card for immigration clearance, so as to ensure the efficiency and security of the clearance at vehicle channels.
4. Can the “Electronic Identity” QR code under “My cards” of Macao One Account be used for immigration clearance?
“Electronic Identity” QR code under “My cards” and the “My border crossing” QR code use two different encryption technologies, so immigration clearance using “Electronic Identity” QR code is not allowed.
5. The “Electronic Identity” of children has been bound to their mother’s mobile device. How should she process the formalities when they go through immigration clearance together?
When the mother uses the automated channel with her children, she should generate “My border crossing” QR code for her children with her mobile device before entering the first gate. Upon the completion of the clearance inspection of her children, she then generates her own “My border crossing” QR code and scan it for immigration clearance.
Only one person is allowed to use the automated channel at each time, the children and mother are required to undergo the clearance procedures separately. Our Force reminds parents that when they use “My border crossing” to process the self-service clearance formalities for their children, they are required to check and verify the “My border crossing” QR code before entering the automated channel, so as to avoid using wrong data for immigration clearance. If parents use “My border crossing” with multiple children, they are advised to use the manual channels instead.
6. Can the screenshot of “My border crossing” QR code be used for immigration clearance?
The QR code which is generated via “My border crossing” of Macao One Account will be refreshed automatically, and the former QR code will become invalid, and therefore, screenshots cannot be used for immigration clearance.
7. What are the consequences if using forged or others’ “My border crossing” QR code for immigration clearance?
In view of the stipulations of the relevant criminal law, the “Electronic Identification” issued by the Identification Services Bureau via “Macao One Account” is equivalent to the “Resident Identity Card” as defined in Article 243 Item c “Identification Document” of the “Criminal Code”. Therefore, people who use forged “Electronic Identification”, or use others’ “Electronic Identification” intentionally for immigration clearance, identity check or processing relevant services, shall be liable for the corresponding legal consequences.
8. Can others access my personal information from “My border crossing” QR code?
“My border crossing” QR code has been encrypted. After decryption, the Public Security Police Force retrieves the personal identity information of Macao residents from the Identification Services Bureau for clearance inspection and verification. Other people cannot access the identity information of Macao residents directly from “My border crossing” QR code.
9. Can others access my immigration records from “My border crossing” QR code?
There are no immigration records being stored in “My border crossing” QR code or in Macao One Account.
10. What are the special circumstances under which my “Electronic Identity” cannot be used?
If your Macao SAR Resident Identity Card has expired, been lost or cancelled, you will not be able to access the “My border crossing” or “Electronic Identity” service.
If your Residence Authorization application has been approved and you have collected your residence proof document but have not applied to the Identification Services Bureau for the issuance of your Resident Identity Card, you will not be able to bind your “Electronic Identity”, and hence, you will also not be able to access the “My border crossing” or “Electronic Identity” service.
11. Can I present the “My border crossing” QR code on my mobile device only without bringing my physical Resident Identity Card for immigration clearance?
The “My border crossing” QR code can be used for immigration clearance in Macao, but it should be noted that the “Electronic Identity” or “My border crossing” service is only auxiliary to the physical Resident Identity Card. A person should bring his/her physical Resident Identity Card for immigration clearance because:
- the physical Resident Identity Card is still required to be presented for immigration clearance when a clearance device breaks down unexpectedly and fails to read the “My border crossing” QR code;
- the physical Resident Identity Card is required for returning to Macao from the Mainland via a three-gate automated channel;
- the physical Resident Identity Card is also required for immigration clearance in Hong Kong after departure from Macao.
12. Often, there is no mobile signal and the network cannot be accessed at checkpoints. Will the use of “My border crossing” be affected?
A QR code is generated using offline encryption in “My border crossing”. Even if a mobile device has no network connection, a border crossing QR code can still be generated as long as the “Electronic Identity” registration has been done via Macao One Account.
13. What to do if I do not have my physical Resident Identity Card with me, my mobile device is also out of order and I cannot present the “My border crossing” QR code for immigration clearance?
Under the above circumstances, a Macao resident should get back his/her physical Resident Identity Card on his/her own or through others before crossing the border. If a Macao resident has lost his/her Resident Identity Card in Macao, he/she should apply for a replacement of his/her Resident Identity Card before departure. If he/she has lost his/her Resident Identity Card outside Macao, he/she can attend the arrival office at the checkpoint when entering Macao to have his/her identity verified for arrival clearance.
14. If the system breaks down, can a person without his/her Resident Identity Card still undergo immigration clearance?
Under normal circumstances, if a cross-border traveller is unable to present the valid “My border crossing” QR code, he/she is required to present his/her physical Macao SAR Resident Identity Card or other valid proof documents for immigration clearance.
When the immigration system breaks down, only the Macao SAR Resident Identity Card but not the “My border crossing” QR code can be used for immigration clearance.
15. If my fingerprints do not work when I use “My border crossing” for automated immigration clearance, am I required to present my physical Resident Identity Card to a police constable?
Under the above circumstances, a Macao resident can tap “View electronic identity” below the “My border crossing” QR code and present the screen to the police constable, or present his/her physical Resident Identity Card for identity verification. He/She will be able to pass through immigration control upon verification.
16. Important Notes to Non-residents
The Public Security Police Force is a department responsible for immigration control in the Macao Special Administrative Region.
When a non-resident enters Macao, the Public Security Police Force not only inspects his or her identity document but also verifies his or her identity by collecting biometric data. The biometric data includes fingerprints or palm prints, iris or retina patterns, facial features.
Applying for a visa, Authorization to Enter and Stay, Macao Residence Authorization, as well as renewal and extension of such authorizations, is equivalent to consenting to let the Public Security Police Force handle the interested person’s personal information, which includes his or her biometric data.
If a non-resident objects to the handling of his or her personal information by the Public Security Police Force, he or she may be refused entry to the Macao Special Administrative Region. Applications for the relevant visa or authorization may also be rejected.
17. How long must my travel document be valid for travel to Macao?
According to Article 4 of Administrative Regulation No. 38/2021, during entry to Macao, passports, travel documents and any other documents accepted for the purpose of immigration control must be valid for at least 90 days beyond the period of intended stay in Macao.
18. Authorization to Enter granted at the checkpoint can be regarded as for the purpose of tourism or its equivalents unless the non-resident specifies another purpose. Does it mean that the visitor does not have to make a declaration if he is travelling to Macao for the purpose of tourism? Is a declaration required only when the visitor travels for purposes other than tourism?
If a visitor travels to Macao for the purpose of tourism, no declaration is required.
If the purpose is not tourism, the visitor may do the following:
(1) Fill in the purpose of entry on the visa application form or Application Form for Prior Authorization to Enter. No declaration is required upon arrival.
(2) Persons exempted from a visa or Prior Authorization to Enter may state their purpose of travel at the checkpoint before entry.
19. What activities are regarded as for the purpose of tourism or its equivalents?
The following activities are regarded as for the purpose of tourism or its equivalents:
(1) Visiting sights and monuments, purchasing personal essential articles and souvenirs, enjoying gaming, entertainment, recreational activities and other similar activities are regarded as tourism purpose;
(2) Visiting relatives and friends;
(3) Religious worship, but missionary work is not included;
(4) Having operation, receiving treatment and ordinary medical behaviour;
(5) Attending expositions and trade fairs, watching performances, festive celebrations and sports competition, attending seminars, conferences, academic exchange activities and other activities of similar nature as a spectator or an audience;
(6) Receiving training and attaining knowledge by participating in courses, workshops and similar activities.
20. Can a non-resident who is granted a visa or prior Authorization to Enter change his purpose of entry upon arrival?
Non-residents with a visa or Prior Authorization to Enter have already declared their purpose of entry in the application. Therefore, they do not have to make a declaration again upon arrival. However, if they, upon arrival at Macao, declare another purpose of entry, which is not tourism or its equivalents as stipulated in Article 21 of Law No. 16/2021, the visa or Prior Authorization to Enter granted cannot be used for entry.
For example, if a non-resident who is granted Prior Authorization to Enter for the reason of tourism states, upon arrival, that his or her purpose of entry is to give a performance in a public place, his or her Pior Authorization to Enter cannot be used for entry. If the non-resident presents proof of approval from the Municipal Affairs Bureau, he or she will be granted Authorization to Enter and Stay. However, if the non-resident fails to obtain approval for the relevant activity, he or she will be refused entry. In addition, if the non-resident is a national of the six countries specified in the Chief Executive’s Written Instructions No. 165/2010, he or she will have to obtain an entry visa in advance in order to be admitted to Macao.
21. If I declare tourism is my purpose of entry upon arrival, can I make another declaration as I am engaged in other activities during my legal stay? Should the declaration be made to the checkpoint, the Immigration Building or any police station? Will a new Slip of Authorization to Stay be printed after the declaration?
Application for change of the purpose declared upon entry can be made to the Investigation and Repatriation Division at our Immigration Building. After examination, a new Slip of Authorization to Stay will be issued.
22. Can I refuse to have my biodata collected by the Public Security Police Force when I enter Macao?
If a non-resident refuses to provide his or her biodata upon arrival at Macao or objects to our handling of his or her personal information in accordance with law, he or she can be refused entry and the application for the corresponding visa or authorization can be rejected according to Item 7 or 9, Article 24 of Law No. 16/2021.
23. Prior Authorization to Stay is to be used within 120 days from the date it is granted, and allows the holder to stay in Macao within the period specified. Is it one-off or multiple?
In the application for Prior Authorization to Stay, the interested person can choose to apply for single- or multiple-entry Authorization. Multiple-entry Authorization entitles the holder to enjoy multiple entries to Macao before it expires.
24. What will be the consequence if I (a non-resident) enter Macao at the arrival hall of the Border Gate checkpoint without going through immigration clearance at the counters?
According to Item 1, Term 1, Article 47 of Law No. 16/2021, entry of a non-resident who is in Macao without Authorization to Stay or Residence Authorization via a checkpoint but evading the control of the Public Security Police Force is regarded as illegal immigration, resulting in deportation and prohibition from entry for three months from the date of departure, without prejudice to any subsequent application of the measures of entry interdiction (Item 3, Article 48 of the same law).
25. Which checkpoints have channels designated for cross-border students? What are the user conditions? When can the students use the channel?
To facilitate cross-border students in their daily immigration clearance, cross-border student channels are available at the Border Gate Checkpoint, Qingmao Checkpoint and the Checkpoint of Macao Port Zone of Hengqin Port. The operation hours of the channels are as follows:

- Persons who register at the above Hong Kong locations can use the Macao e-Channels 3 hours after registration. Persons who register at the designated checkpoints in Macao before going through entry clearance can use the e-Channels 15 minutes after registration.
- Hong Kong residents aged 11 – 17 should be accompanied by a parent or guardian to the registration locations in Macao for registration and present the original of the enrollee’s birth certificate and the identification document of the accompanying parent or guardian (if accompanied by a guardian, a document of legal relationship should also be presented).
Note: The joint inspection automated channels at the Hong Kong-Zhuhai-Macao Bridge Checkpoint, the Checkpoint of Macao Port Zone of Hengqin Port and the Qingmao Checkpoint are to be used by eligible persons only. If these eligible persons cannot use the joint inspection automated channels for certain reasons (e.g. damage of the chip embedded in their identity document, failure to have the biometics such as fingerprint or facial images compared, wheelchair user or oversize luggage), they can use the manual inspection channels. Likewise, children from the Mainland, Hong Kong and Macao who are holders of the above documents but unable to use the joint inspection automated channels owing to age or height restrictions can also use the manual inspection channels.
27. Can Macao permanent residents use the e-Channels in Hong Kong?
Yes, they can. Please refer to the website of the Identification Bureau for details.
28. I heard that some people do not have to fill in an Arrival Card upon entry to Macao. I wonder which type of passengers can benefit from such facilitating policy?
Starting from 10 July 2013, the Non-stamping Immigration Clearance Policy was implemented for all passengers (non-residents are exempted from stamping on their travel document upon entry and exit). All passengers do not need to complete an Arrival Card. Instead, a printed Slip of Authorization to Stay bearing the limit of stay in Macao is issued to passengers, who should be mindful of the limit of stay and keep the Slip properly during their stay in Macao. If the Slip is lost, the passenger may approach the designated departments of the Public Security Police Force for reissue of the Slip.
29. What is the difference between transfer and transit?
Transfer in Macao is not regarded as entry to and departure from the Macao Special Administrative Region. It requires no record of entry and departure. No Authorization to Enter and Stay is granted. As for transit, it means a non-resident enters Macao and stop over for proceeding to countries or regions where he or she is admissible.
30. What are the current requirements for entry to Macao on transit basis with a PRC passport?
Currently, visitors holding a PRC passport are required to ensure that their passport is valid for at least 90 days plus the period of their intended stay in the Macao Special Administrative Region from the date of entry (e.g. if a PRC passport holder transits and stays in Macao for 7 days, his or her passport should have at least 97 days of validity remaining from the date of his or her entry). Besides, they should possess a valid entry visa of another country and a transportation document (e.g. air ticket with confirmed date of flight and seat) that is to be used at the Macao International Airport for proceeding to or return from a foreign country in order to be granted entry to Macao on transit basis. The maximum limit of stay is 7 days. If a PRC passport holder does not possess the relevant documents, our staff will refuse his or her entry according to the law on the grounds that he or she does not meet the transit requirements.
31. How long can a PRC passport holder stay in Macao on transit basis?
Under normal circumstances, PRC passport holders transiting the Macao Special Administrative Region are granted Authorization to Stay for 7 days upon their first entry. If they do not proceed to another country via the Macao International Airport, they will be granted Authorization to Stay for 2 days when they re-enter Macao within 30 days from their departure. If they violate the transit stipulation again and try to enter Macao for a third time within 30 days from their departure, they will be refused entry. Re-entry to Macao will be allowed only after 30 days from the date of their last departure. The limit of stay will be granted all over again according to the above policy. If a transit passenger does not proceed to a foreign country via the Macao International Airport upon the first entry and overstays, likewise, he or she will only be allowed another entry after 30 days from the date of the last departure.
32. At which pregnancy stage will I be refused entry to Macao?
We do not have any immigration regulation prohibiting the entry of pregnant women at the moment.
33. What is the fine per day for overstaying in Macao? Will overstaying result in imprisonment?
According to Law No. 16/2021 “Legal Regime of Immigration Control, Stay and Residence Authorization of the Macao Special Administrative Region”, persons who still remain in Macao after their Authorization to Stay expires and persons who do not leave Macao within the designated period after their Authorization to Stay is revoked are regarded as overstayers. Overstay is an administrative infraction but not a criminal offence. Therefore, it will not incur a penalty of freedom deprivation.
According to the law, an overstayer will be fined MOP500 to 800 per overdue day. The fine should not exceed MOP15000 and should be paid within the statutory 10 working days. The status of an overstayer who overstays for not more than 30 days, pays the fine upon giving himself or herself to the police or immediately after he or she is discovered and has never been fined for the same infraction in the past year can be normalized. Otherwise, the overstayer will be deported and interdicted from entry. In addition, application for Residence Authorization and Special Authorization to Stay will not be permitted for 2 years counting from the date the entry interdiction expires. (For details, please refer to the relevant law and regulation)
34. My underage son overstays after his family visit to Macao. Is it possible for him to be exempted from the fine?
According to Articles 49 and 90 of Law No. 16/2021, if it is the fault of the person having parental right or custody of an unemancipated minor for the minor’s status of illegal immigration or illegal stay, a fine of MOP3000 to MOP9000 will be imposed on him or her. If the person responsible is a non-resident, the fine will be replaced by revocation of his or her Authorization to Stay and interdiction of application for Residence Authorization or Special Authorization to Stay for two years.
35. My friend stays at my home during his visit to Macao. I have not received any benefits from him. Subsequently I learnt that he has overstayed in Macao. What will be the consequences?
According to Article 71 of Law No. 16/2021, the behaviour of persons who are fully aware that another person is at the status of illegal immigration or illegal stay and still allows that person to be taken in or stay overnight at their home, or provide a place, construction, vehicle, vessel or real property in any form, or let that person dominate or occupy a part, room or annex of the real property so that the person is taken in or stays overnight constitutes a criminal offence of sheltering illegal immigrant. Such persons will be penalized by imprisonment for a maximum of two years. Therefore, persons who provide accommodation to a third person have the obligation to find out the status of that person in Macao in advance so as not to violate the law.
36. I used my Permit for Mainland Residents to Travel to and from Taiwan to transit Macao and was granted a limit of stay of 7 days. However, I overstayed for 2 days because of illness. I did fly to the Region of Taiwan immediately after paying the fine. Can I transit Macao again by flying from the Region of Taiwan? How long can I stay?
Generally, if you overstayed only once and proceeded to the Region of Taiwan in accordance with the transit stipulation after paying the fine promptly, you would be admitted to Macao again by taking a flight from the Region of Taiwan and be granted a maximum limit of stay of 7 days.
37. I came to Macao with my Exit-entry Permit for Mainland Residents to Travel to and from the Region of Taiwan in June and overstayed for 2 days. I paid the fine, but then I overstayed again for 3 days in July. I was notified that I am interdicted from entry to Macao. So when can I re-enter Macao?
In the case of general repeated infraction of overstay, you will be admissible to Macao again after 1 year counting from the date of your last departure. However, if you have overstayed for over a year, the length of entry interdiction will be the same as your overstay period.
38. I travelled with my Permit for Mainland Residents to Travel to and from Taiwan (with a multiple-entry endorsement to the Region of Taiwan) from Shenzhen to Thailand via Hong Kong. Then I flew from Thailand to Macao, entering via the Macao International Airport. If I use the same travel document to enter Macao within 30 days from my last departure, will I be refused entry?
If a holder of a Permit for Mainland Residents to Travel to and from Taiwan does not travel to and from the Region of Taiwan via the Macao International Airport, he or she does not meet the transit requirements and hence may be refused entry to Macao.
39. Can I go from Hong Kong to Macao with my Permit for Travelling to and from Hong Kong and Macao after visiting my relatives in Hong Kong?
Mainland residents holding a Permit for Travelling to and from Hong Kong and Macao are required to possess a valid Endorsement to Macao as well in order to enter Macao.
40. Is it necessary to register before I use your e-Channels for immigration clearance with my (card-form) electronic Permit for Travelling to and from Hong Kong and Macao?
As long as you have authorized the Public Security Police Force to use your fingerprint template during your application to the relevant authorities on the Mainland for the card-form electronic Permit for Travelling to and from Hong Kong and Macao, you can use the e-channel directly for immigration clearance at all the checkpoints of Macao without registering here.
41. I enter Macao with my Permit for Travelling to and from Hong Kong and Macao. However, the limit of stay is too short and not enough for me to stay in Macao for leisure. Can I apply for an extension of my limit of stay (or the validity of the visa)?
According to Item 2, Term 1, Article 10 of Administrative Regulation No. 38/2021, the validity of the Macao Authorization to Stay granted by the Border Control Department is based on the limit of stay indicated on the endorsement for Macao attached to a Permit for Travelling to and from Hong Kong and Macao. Therefore, if you want to extend your Macao Authorization to Stay, you need to apply to the relevant immigration department on the Mainland for a new endorsement for Macao first. Then the Border Control Department will extend your Macao Authorization to Stay according to the limit of stay indicated on the new endorsement for Macao. If a person holding a Permit for Travelling to and from Hong Kong and Macao is unable to leave Macao because of force majeure reasons (e.g. hospitalized owing to traffic accident), exception will be made at the discretion of the Public Security Police Force.
42. If a Mainland resident goes to Macao with a Permit for Travelling to and from Hong Kong and Macao which contains a single-entry Endorsement to Macao, can he or she return to Macao after departing for Hong Kong from Macao?
No. Mainland residents are required to possess a valid Endorsement to Hong Kong as well in order to depart for Hong Kong from the Outer Harbour Ferry Terminal Checkpoint, Taipa Ferry Terminal Checkpoint or Hong Kong-Zhuhai-Macao Bridge Checkpoint. Please also note that admission to Hong Kong is subject to the entry requirements of the Hong Kong Immigration Department.
43. A Mainland resident plans to use his or her Permit for Travelling to and from Hong Kong and Macao which contains a single-entry Endorsement to Macao and Endorsement to Hong Kong to go to Macao and then proceed to Hong Kong. Can he or she re-enter Macao after the trip to Hong Kong and return to the Mainland from Macao?
Yes. The Mainland resident may re-enter Macao from Hong Kong as long as he or she has not returned to the Mainland and re-enters Macao on or before the latest date for departure indicated on the Endorsement to Macao. However, the limit of stay in Macao granted to Mainland residents varies under different conditions. For example: A passenger enters Macao on 01/01/2019 and is permitted to stay until 08/01/2019
- If the passenger departs on 04/01/2019 and re-enters Macao from Hong Kong on the same date, he or she will be allowed to stay until 08/01/2019
- If the passenger departs on 04/01/2019 and re-enters Macao from Hong Kong on 08/01/2019, he or she will be allowed to stay until 08/01/2019
- If the passenger departs on 04/01/2019 and re-enters Macao from Hong Kong on 30/01/2019, he or she will be refused entry
Note: If a 7-day limit is indicated on the Endorsement to Macao, the total number of days spent in Hong Kong and Macao should not exceed 7 days.
44. Can a Mainland resident holding a business visa enter Macao from Hong Kong? Or can he enter Hong Kong from Macao?
Mainland residents holding a valid business endorsement for Macao are admissible to Macao when they come over from Hong Kong. Their entry to Hong Kong from Macao belongs to Hong Kong immigration control affairs.
45. Can a Mainland resident holding a Permit for Travelling to and from Hong Kong and Macao and a valid endorsement for Macao enter Macao?
Mainland residents holding a Permit for Travelling to and from Hong Kong and Macao with a valid endorsement for Macao are admissible to Macao. A valid single-entry endorsement allows the holder to enter and depart from Macao for one time. Entry is not permitted if there is no valid endorsement for Macao.
46. Can a Mainland resident who studies abroad have visa-free access to Macao if he holds a valid Chinese passport, a student visa and a resident card of a foreign country?
If a Chinese passport holder has a legal residence permit or visa of a foreign country (including a work or student visa), he or she should have a valid entry visa of the foreign country in the passport and a transport document (e.g. flight ticket) in order to be admitted to Macao on transit basis.
47. Can a pregnant woman enter Macao with a valid Permit for Travelling to and from Hong Kong and Macao?
Pregnant women holding a Permit for Travelling to and from Hong Kong and Macao with a valid endorsement for Macao are admissible to Macao.
48. I am studying at a university in Macao. Can I use my Permit for Travelling to and from Hong Kong and Macao which contains a valid stay endorsement (D) to enter Macao via the Macao International Airport?
According to the existing immigration regulations in Macao, Mainland residents are required to possess a Permit for Travelling to and from Hong Kong and Macao containing a valid endorsement for Macao in order to be admitted.
49. Is there any restriction on the entry of pregnant women?
The entry requirements for pregnant women are the same as for ordinary visitors. There is no special restriction. For the entry and departure requirements for non-residents of Macao, please refer to our website.
50. I am granted Special Authorization to Stay and have a son who was born in Macao not long ago. I have applied for a passport for him 30 days after his birth. Do I need to declare or prove to the Public Security Police Force?
According to Article 31 of Law No. 16/2021, parents who are holders of any type of Authorization to Stay should prove to the Public Security Police Force that they have obtained a passport, travel document or other documents that are accepted for the purpose of immigration control for their Macao-born child within 90 days after his or her birth. The relevant obligation does not have to be fulfilled if the newborn baby leaves Macao within 90 days.
51. I have a Permit for Travelling to and from Hong Kong and Macao which contains an endorsement for Macao. Can I travel between Hong Kong and Macao?
No, you cannot. Mainland residents holding a Permit for Travelling to and from Hong Kong and Macao are required to possess a valid endorsement for Macao as well as a valid endorsement for Hong Kong in order to travel between the two regions. The Hong Kong entry requirements are based on the regulations of the Hong Kong Immigration Department
52. I have a Permit for Travelling to and from Hong Kong and Macao, a one-off endorsement for Macao and endorsement for Hong Kong. Can I enter Macao after travelling to Hong Kong and then return to the Mainland via the Macao International Airport?
Yes, you can enter Macao from Hong Kong before the last day for departure shown on your endorsement for Macao, provided that you have not returned to the Mainland.
Note: If the endorsement for Macao is valid for 7 days, the total number of days you stay in Hong Kong and Macao should not exceed 7 days.
53. If the ID card of a Hong Kong permanent resident who is under 11 year old does not bear a photo, besides the ID card, what other document should the child present for entry to Macao?
The child is required to present other valid travel document bearing his or her photo (e.g. Hong Kong SAR passport or Re-entry Permit) as well.
54. What is the limit of stay granted to Hong Kong permanent residents entering Macao?
Holders of a Hong Kong Permanent Identity Card or a Re-entry Permit are granted Authorization to Stay which is valid for a maximum of 1 year.
55. Does a Vietnamese passport holder need a visa to enter Macao? If yes, how can he apply for it?
Vietnamese visitors are required to possess a valid passport and a valid Macao entry visa for admission to Macao. They should apply in advance to the Chinese embassy or consulate located in the proximity of their residence for the entry visa. Applications for visa-upon-arrival are not accepted at the checkpoints in Macao. Online visa application service is not provided.

The Zhuhai-Macao Cross-border Industrial Zone Checkpoint is open from 07H00 – 24H00 to holders of a zone pass.
58. How do you decide on the limit of stay granted to inbound passengers?
The Border Control Department grants limit of stay according to the type of valid travel document the passenger holds.
59. Who can use the priority channels at the Border Gate Checkpoint?
Elderly persons aged 60 or above, pregnant women, children aged below 3 and persons with disabilities are entitled to use the priority channels.
60. My father is 65 years old. Can I use the priority channel with him?
Based on the principle of good faith, elderly persons aged 60 or above can be accompanied by one person when using the priority channel.
61. Which checkpoints operate round-the-clock?

63. How is the immigration clearance conducted at the Qingmao Port and the Macao Port Zone of Hengqin Port? Are they open 24 hours a day?
The “integrated one-stop inspection” clearance model is adopted at both the Macao Port Zone of Hengqin Port and the Qingmao Port. The arrival and departure floors at the passenger inspection hall of the Macao Port Zone of Hengqin Port have joint inspection automated channels, joint manual inspection channels and manual inspection channels. The Qingmao Port has only joint inspection automated channels and manual inspection channels. Only eligible residents from the Mainland, Hong Kong and Macao can have access to this Port.

64. How can I inquire about the period of entry interdiction?
Inquiry should be made in written form to the Public Security Police Force:
- If the person concerned makes the inquiry, he or she is required to submit the original of the letter which carries his or her handwritten signature and is certified by the Public Notary Office, as well as a copy of his or her identification document;
- If the person concerned authorizes another person (e.g. a lawyer) to make the inquiry, the original of the notarized authorization letter and a copy of the identification documents of the person concerned and the authorized person should be submitted.
65. How can I appeal or cancel the period of entry interdiction?
After receiving the notification of entry interdiction,
- The banned Chinese national can make a necessary appeal to the Secretary for Security within 30 days.
- The banned foreigner can make a jurisdictional appeal to the Court of Second Instance of the Macao Special Administrative Region within 60 days by submitting a statement favourable to his or her case, justifications, evidence or jurisdictional judgement.
66. Who are eligible to use the Qingmao Port?
- Mainland residents who are holding an e-Permit for Travelling to and from Hong Kong and Macao or an e-Permit for Travelling to and from Hong Kong and Macao for Official Purposes, and have given authorization during their application for the e-Permit to the Hong Kong and Macao authorities to use their biodata for express inspection (automated inspection);
- Macao residents who are holding a Mainland Travel Permit for Hong Kong and Macao Residents (including non-Chinese Citizens) and a Macao Resident Identity Card, and have registered for the express (automated) passenger clearance system of the Mainland;
- Hong Kong residents who are holding a Mainland Travel Permit for Hong Kong and Macao Residents (including non-Chinese Citizens) and a Hong Kong Permanent Identity Card, and have registered for the express (automated) passenger clearance systems of the Mainland and of Macao.
67. Who are eligible to use the joint inspection automated channels?
- Mainland residents who are aged 7 or above, 1.2m or over in height, holding an e-Permit for Travelling to and from Hong Kong and Macao or an e-Permit for Travelling to and from Hong Kong and Macao for Official Purposes, and have given authorization during their application for the e-Permit to the Hong Kong and Macao authorities to use their biodata for express inspection (automated inspection);

68. Who are not eligible to use the Qingmao Port?

Besides, Mainland residents, Macao residents and Hong Kong residents who have not registered for the automated passenger clearance systems of the Mainland and of Macao are also not eligible to use the Qingmao Port (except for children from the Mainland, Hong Kong and Macao who are not able to access the joint inspection automated channels owing to age and height restrictions), even though they are holding the specified documents.
69. What should persons who are holding a Hong Kong Permanent Identity Card, Macao Resident Identity Card and a Mainland Travel Permit for Hong Kong and Macao Residents pay attention to when using the joint inspection automated channels?
Persons who are aged 7 or above and made the application for the Mainland Travel Permit for Hong Kong and Macao Residents (the number of which starts with M) (including non-Chinese Citizens) with their Macao Resident Identity Card are eligible to use the joint inspection automated channels (joint automated inspection channels) after they register for the automated passenger clearance system of the Mainland.
Persons who are aged 7 or above, holding a Macao Resident Identity Card, and made the application for the Mainland Travel Permit for Hong Kong and Macao Residents (the number of which starts with H) (including non-Chinese Citizens) with their Hong Kong Permanent Identity Card are eligible to use the joint inspection automated channels after they register for the automated passenger clearance system of the Mainland and also the automated passenger clearance system of Macao at the registration locations.
70. Is the Qingmao Port a registration location for the automated passenger clearance system?
The registration point for the automated passenger clearance system of Macao side at the Qingmao Port is located at the departure office on 3/F (Macao residents and Mainland residents are not required to make the registration). The registration point for the Zhuhai automated passenger clearance system is located at the walkway to Macao on 2/F (Mainland residents are not required to make the registration). Hong Kong residents can register for the automated passenger clearance system of Macao at the following locations from 10:00 to 19:00: Border Gate Checkpoint, Hong Kong-Zhuhai-Macao Bridge Checkpoint, Outer Harbour Ferry Terminal Checkpoint, Taipa Ferry Terminal Checkpoint, Airport Checkpoint, Checkpoint of Macao Port Zone of Hengqin Port, Immigration Building at Pac On. 71. If a person loses his Macao Resident Identity Card while he is outside Macao, how can he be admitted to Macao and report the loss of his ID card?

After obtaining a new identity card, a Macao resident has to login his or her account in Macao One Account to update his or her electronic identity. Go to “My Cards”. Under the “Identity” category, choose “Electronic Identity” and then press “Confirm”. Another way is to go to “My Border Crossing” and press “View Electronic Identity” under the QR code. Completing this procedure will update the Macao resident’s electronic identity instantly and he or she can continue to use the QR code in “My Border Crossing” for immigration clearance.
74. Can a PRC passport holder who also has documents such as a residence permit, work visa, student visa of another country enter Macao? How can he or she apply for a longer limit of stay?
All visitors entering Macao with a PRC passport are required to comply with the transit stipulation (see Question 32 for reference). If they possess a valid residence permit, work visa, student visa of other countries or regions, they are exempt from getting an entry visa to Macao. Generally, they will be granted a limit of stay of 7 days per entry. If there is any special condition or appropriate reason, the visitors can apply for extension of stay in Macao by submitting the concrete reason and the relevant documents to the Stay Subdivision of our Residence and Stay Affairs Department in person during office hours.
75. Who are the applicable target users of the Hong Kong-Macao border-crossing QR code?
Macao residents: Persons who are aged 11 or above, holding a valid Macao Permanent Resident Identity Card, have registered for using the Hong Kong e-Channel service and have bound their ‘electronic identity’ in the Macao One Account mobile app

Macao residents:
- The use of the My Border Crossing QR code for immigration clearance at the ports in Macao remain the same.
- To use the My Border Crossing QR code for immigration clearance at the ports in Hong Kong, Macao residents should confirm in advance that they have registered for using the Hong Kong e-Channel service. Then, they should update their Macao One Account mobile app so that a My Border Crossing QR code which can be used at the Hong Kong e-Channels can be generated. That QR code contains the words ‘for crossing Macao border and using Hong Kong e-Channel’. When the Macao residents enter or exit Hong Kong, they can scan the QR code in front of the first gate of a Hong Kong e-Channel instead of providing the physical identity card. 80. How should the parents operate their mobile phone when they go through immigration clearance procedures with their child whose Hong Kong-Macao Border-crossing QR Code is bound to the parent’s phone?
Macao residents: When a parent and a child both use automated channel for immigration clearance, the parent should first scan the child’s Hong Kong-Macao Border-crossing QR Code generated on his/her mobile phone in front of the first gate. The parent should wait till the child completes the inspection procedure. Then he/she can generate his/her own Hong Kong-Macao Border-crossing QR Code and scan it for immigration clearance. Only one person is allowed to use the automated channel at any one time. Therefore, the child and the parent should go through immigration clearance one by one.
When using the Hong Kong-Macao Border-crossing QR Code for automated immigration clearance for their child, parents are reminded to check the QR code carefully before letting the child enter the automated channel because wrong information would bring inconveniences in immigration clearance. Parents with a few children are advised to use physical identification document to complete the immigration clearance procedure.
Hong Kong residents: Eligible Hong Kong residents aged 11-17 and holding a new smart identity card can use the Hong Kong-Macao Border-crossing QR Code as long as they complete the registration and activation of the ‘Contactless e-Channel’ and Hong Kong-Macao Border-crossing QR Code services with the consent and assistance of a parent. The ‘Contactless e-Channel’ mobile app allows the binding of the identity of only one Hong Kong resident to the mobile phone, no matter the resident is an adult or not. Therefore, the parent and the child will use their own mobile phone to scan the QR code for immigration clearance at the ports in Hong Kong and Macao.
81. Can a screenshot of the Hong Kong-Macao Border-crossing QR Code be used for immigration clearance?
The Hong Kong-Macao Border-crossing QR Code refreshes automatically and periodically. The original QR code becomes invalid after it refreshes. Therefore, screenshot should not be used for immigration clearance.
82. What will be the consequences if a forged Hong Kong-Macao Border-crossing QR Code or another person’s QR code is used for immigration clearance?
A person who uses a forged or someone else’s Hong Kong-Macao Border-crossing QR Code may incur criminal liability.
Used in Macao: It is probable that the crime of document forgery or relevant crimes of use of others’ document, and relevant crimes specified in Law No. 11/2009 “Law of Combat against Computer Crimes” are committed.
Used in Hong Kong: It is probable that Section 42, Chapter 115 of Hong Kong Ordinances (false statements, forgery of documents and use and possession of forged documents) is violated.
83. Can others obtain my personal information from my Hong Kong-Macao Border-crossing QR Code?
The Hong Kong-Macao Border-crossing QR Code is encrypted. Therefore, others cannot obtain the personal information of the QR code holder directly from the code.
84. Can others get my movement record from my Hong Kong-Macao Border-crossing QR Code?
The Macao One Account mobile app, the Hong Kong ‘Contactless e-Channel’ mobile app and the Hong Kong-Macao Border-crossing QR Code do not contain any movement record.
85. Under what circumstances will the Hong Kong-Macao Border-crossing QR Code become invalid and hence cannot be used for immigration clearance?
When the Hong Kong or Macao Permanent Identity Card expires, the identity card is reported lost, the time setting on the mobile phone is inconsistent with the local time, immigration clearance will not be successful even though a Hong Kong-Macao Border-crossing QR Code is generated.
86. Is a physical identification document necessary? Can I just bring my mobile phone and present the Hong Kong-Macao Border-crossing QR Code for immigration clearance?
Although eligible Hong Kong and Macao residents can use the Hong Kong-Macao Border-crossing QR Code for automated immigration clearance at the automated channels (or Hong Kong e-Channels), they are still required to bring their valid identity card along with them during entry to and departure from Hong Kong or Macao.
87. There is always no mobile network at the ports. Will this affect the use of the Hong Kong-Macao Border-crossing QR Code?
In Hong Kong: It requires mobile network for the first-time registration for the ‘Contactless e-Channel’ service. After the registration, it does not require mobile network to generate the encrypted QR code. The mobile device’s biometric verification is required to open the page where the encrypted QR code is generated.
In Macao: It requires mobile network for identity binding at Macao One Account. After the binding, a Hong Kong-Macao Border-crossing QR Code can still be generated at Macao One Account for automated immigration clearance at the Hong Kong e-Channels even though there is no mobile network.
88. What can I do if I do not have my physical identity card with me and my mobile phone does not work and hence cannot present my Hong Kong-Macao Border-crossing QR Code for immigration clearance?
Under normal circumstances, passengers who fail to present a valid Hong Kong-Macao Border-crossing QR Code are required to present the physical identity card or other valid document for immigration clearance. Therefore, Hong Kong and Macao residents who have not brought along their physical identity card for immigration clearance should get back the document by themselves or through the help of others.
If a Macao resident loses his or her entry document (passport/travel document/identification document) in Hong Kong and does not have other documents for departure, the resident can go directly to the Hong Kong Port at the Hong Kong-Zhuhai-Macao Bridge, the Macao Ferry Terminal or the China Ferry Terminal for declaring the loss of document and departure clearance at the same time.
If a Hong Kong resident loses his or her Hong Kong Permanent Identity Card/HKSAR Re-entry Permit/HKSAR Document of Identity for Visa Purposes/HKSAR passport in Macao, the resident can go directly to the Hong Kong-Zhuhai-Macao Bridge Checkpoint or reporting the loss of document and departure clearance at the same time. If he or she has a ferry ticket for departure within 3 hours, the resident can go directly to the Outer Harbour Ferry Terminal Checkpoint or the Taipa Ferry Terminal Checkpoint for reporting the loss of document and departure clearance at the same time. The resident can also go to the Immigration Building of the Public Security Police Force to report the loss of document and apply for a Declaration of Loss of Document at the same time.
Note: If the loss of document is a criminal case, the resident should go to a police station first and then follow the above procedures for departure.
89. If the system malfunctions and I have not brought my identity card, can immigration clearance be performed?
When the system for immigration clearance malfunctions and fails to read the QR code to verify identities, passengers can only use their physical identity card for immigration clearance. In this case, the Hong Kong-Macao Border-crossing QR Code cannot be used.
90. If I encounter failure in fingerprint verification when using the Hong Kong-Macao Border-crossing QR Code for automated immigration clearance, do I need to present my physical identity card to a police officer?
Under normal circumstances, it is necessary to present the physical identity card to the officer on the spot for verification when fingerprint verification fails during automated immigration clearance. The passenger will be released after the identity is verified.
Macao residents who encounter the above situation at a Macao port can click the ‘View electronic identity’ button at the bottom of the My Border Crossing QR code and show the page to the police officer. They can be released after the identity is verified.
91. Will the renewal of my identity card affect the use of the Hong Kong-Macao Border-crossing QR Code?
For passengers who have registered for using the other side’s automated channel service and have renewed their identity card:
Macao residents: After getting a new identity card, Macao residents can open Macao One Account and view the ‘electronic identity’ to get the latest border-crossing QR code instantly. In cases of normal renewal of identity card, the Identification Services Bureau will automatically update the information for the Hong Kong e-Channel service. Therefore, Macao residents can use the Hong Kong e-Channel service 3 hours after collecting the new identity card. Within the first three hours after collecting the new identity card, Macao residents can use the traditional counters of the Hong Kong Immigration Department for immigration clearance.
Hong Kong residents: After expressing to the Immigration Department that they consent to continue to use the other side’s automated channel service, Hong Kong residents who have their identity card replaced during the Territory-wide Identity Card Replacement Exercise can continue to use the Macao automated channel service and the Hong Kong-Macao Border-crossing QR Code without registering again for the services. However, for those whose identity card is not replaced during the Territory-wide Identity Card Replacement Exercise, they need to register for using the Macao automated channel service again after card replacement, but they need not re-activate the Hong Kong-Macao Border-crossing QR Code.
92. Where can Macao permanent residents register for using the Hong Kong e-Channel service?
- Locations of Registration
- Macao permanent residents can use the self-service kiosks of the Macao Identification Services Bureau (see the image below for the locations of the kiosks) for registration (only applicable to eligible Macao Permanent Resident Identity Card holders aged 18 or above). The above persons can also use the ‘Macao Easy ID Service’ self-service kiosk at the Government Affairs Service Centre of the Guangdong-Macao In-depth Cooperation Zone in Hengqin;
24-hour Government Self-service Centre - Go to the enrolment offices of the Hong Kong Immigration Department in person for registration. The Macao Permanent Resident Identity Card should be presented during registration.

If registration is made at the e-Channel enrolment offices of the Hong Kong Immigration Department, passengers can use the Hong Kong e-Channel service 15 minutes after successful registration.
- Eligible Macao Permanent Resident Identity Card holders aged 11-17 should be accompanied by a parent or guardian to the e-Channel enrolment offices of the Hong Kong Immigration Department for registration and present the original of the following documents
- Identification document of the applicant and the accompanying parent or guardian;
- Birth certificate of the applicant (persons born in Macao are required to present a Certificate of Narrative of Birth Registration, which is used for the purpose of identity card application, or a ‘complete certified copy’, which records the birth registration, issued by the Macao Civil Affairs Registry);
- If accompanied by a guardian, a document proving the right to exercise parental authority or guardianship should also be presented (if the document is in Portuguese, a certified Chinese or English translation should be attached).
- According to the current immigration ordinance of the Hong Kong SAR, citizens of certain countries are required to obtain a visa in advance in order to be admitted to the Hong Kong Special Administrative Region. Therefore, the above Macao Permanent Resident Identity Card holders should get the approval of the Hong Kong Immigration Department before they can enjoy the above facilitation. The Identification Services Bureau will send the relevant information to the Hong Kong Immigration Department for pre-examination and will notify the subject of the examination result.

[Notes on Immigration Clearance at Joint Inspection Automated Channels or Joint One-stop Vehicle Lanes]
Passengers using the joint inspection automated channels or joint one-stop vehicle lanes can complete the immigration clearance of Zhuhai/Hengqin and Macao quickly by just lining up once, having their document read once and having their biometrics collected once. They should use the document required by the region of entry for immigration clearance. For example, Macao residents holding a Macao Resident Identity Card and a Mainland Travel Permit for Hong Kong and Macao Residents (including non-Chinese citizens) should use their Mainland Travel Permit when travelling to Zhuhai/Hengqin and use their Macao Resident Identity Card when returning to Macao. Mainland residents holding a Permit for Travelling to and from Hong Kong and Macao should use the Permit when traveling to and from Macao and Hengqin.
[Other Points to Note]
- Macao residents who also possess a Hong Kong Permanent Identity Card and whose Mainland Travel Permit for Hong Kong and Macao Residents (including non-Chinese citizens) has a number starting with H should register for the automated passenger clearance service (record filing of related documents).
- Macao residents who are of foreign nationality and are holding a Macao Resident Identity Card as well as a foreign passport are required to bring the two documents for registration for the automated passenger clearance service (record filing of related documents) in Macao.
- Foreign passengers holding a foreign passport are required to bring the foreign passport which should be valid for at least 90 days for registration for the automated passenger clearance service in Macao.
- Minors aged 7 to 17 are required to be accompanied by a parent or guardian when registering for the automated passenger clearance service. They should produce the birth certificate of the enrollee and the identification document of the accompanying parent or guardian (If accompanied by a guardian, the proof of legal relationship should also be provided).

When minors register for the automated passenger clearance services of Macao and of the Mainland, they should be accompanied by a parent or guardian, and produce the original of the enrollee’s birth certificate and the identification document of the accompanying parent or guardian. When using the joint inspection automated channels at the Hengqin Port, passengers should use the document required by the region of entry for immigration clearance. This means that Macao residents of foreign nationality should use their foreign passport when travelling to Hengqin and use their Macao Resident Identity Card when returning to Macao. Other foreigners should use their foreign passport when traveling to and from Macao and Hengqin.
100. After completing the registration for the automated passenger clearance services of Macao and of the Mainland, besides using the joint inspection automated channels at the Hengqin Port, can foreign passport holders use the joint inspection automated channels at the Hong Kong-Zhuhai-Macao Bridge Checkpoint and the Qingmao Checkpoint too?
This extension is applied only to the Hengqin Port on a trial basis for the purpose of expanding the scope of users of the joint inspection automated channels. Therefore, eligible users cannot use the joint inspection automated channels for immigration clearance at the Hong Kong-Zhuhai-Macao Bridge Checkpoint and the Qingmao Checkpoint even though they have completed the registration for the Macao automated passengers clearance service. However, eligible foreigners who have completed the registration for using the automated passenger clearance system in Macao can use the traditional automated channels at the Border Gate Checkpoint, the Hong Kong-Zhuhai-Macao Bridge Checkpoint (Hong Kong-Macao Hall), the Airport Checkpoint, the Taipa Ferry Terminal Checkpoint, the Outer and the Inner Harbor Ferry Terminal Checkpoints.
101. After completing the registration for the automated passenger clearance service, how long does an enrollee need to wait before he or she can use the automated channels?
In general situation, passengers can use the two-gate automated channels in Macao 15 minutes after completing the registration for the Macao automated passenger clearance service. As for the joint inspection automated channels, it depends on the record filing progress of the authorities of the Mainland.
