  1. Application Approach
    1. Simply a case of loss of entry document
      1. Mainland residents who lost their “PRC Permit for Travelling to and from Hong Kong and Macao” and do not have another travel document may go directly to the Immigration Building of the Public Security Police Force for report of loss of the document and application for a departure document at the same time. Then they may proceed to the China Travel Service (Macao) Ltd. to apply for a single-use “Exit and Entry Permit” and depart from any of the checkpoint at any time before the Permit expires. Or they may go directly to the Departure Office of the Border Gate Checkpoint for urgent return to the Mainland.
        [Note: Mainland residents who lost their document but need to return to the Mainland at the Departure Office of the Border Gate Checkpoint should not have overstayed in Macao or conducted any illegal activity. In addition, they are required to have justification of emergency and sufficient reason. The lost document reported will be annulled and cannot be used anymore.]
      2. Persons who lost their entry identification document (or together with the Non-resident Worker’s Identification Card, so-called blue card) may go directly to our Immigration Building of the Public Security Police Force for report of loss of the document and application for a ‘departure document’.
    2. A case of loss of document involving criminal act (e.g. theft, robbery, etc) or there is a loss of other documents and properties
      1. They are required to report the loss in person at a police department and to receive a ‘Report Testimonial’ or ‘Complaint Notification’. Then, they should apply to our Immigration Building of the Public Security Police Force for a ‘departure document’.
  2. Necessary Documents
    1. A completed declaration of the lost document;

    2. “Report Testimonial” or “Complaint Notification” issued at a police department (for a case of loss of document involving criminal act);
    3. Other documents certifying the person’s identity (if any).

Remark / Requirements

  1. According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, treated by the Public Security Police Force.
  2. Procedure after obtaining the “departure document”
    1. To ensure successful entry to the original country/region, they are required to apply to the consulate/embassy or diplomatic mission of the original country/region in Macao before using the “departure document” to leave Macao, or apply to the consulate/embassy or diplomatic mission of the original country/region in Hong Kong or Mainland China after leaving Macao, for reissue of a passport or for a single-entry travel document (aka “return document”);
    2. Application for “return document” at Macao
      1. The person is required to apply to the department or organization concerned for a “return document” before the “departure document” expires for example:
        > P.R.C. passport – Office of the Commissioner of the Ministry of Foreign Affairs of the PRC in the Macao SAR
        > P.R.C. Permit for Travelling to and from Hong Kong and Macao – China Travel Service (Macao) Ltd.
      2. If the “return document” is issued before the expiry of “departure document”, the person should leave Macao before the two documents expire (subject to whichever document expires first). Otherwise, the person is required to extend the validity of the “departure document” at the respective unit until he/she is granted the “return document” and leaves Macao.
        [Note: Persons who leave Macao or extend the validity of the “departure document” after it expires are considered to be overstayers.]
      3. Both the “departure document” and the “return document” should be presented upon departure.
  3. Penalty for overstay
    According to Article 58 of Law No. 16/2021 “Legal Regime of Immigration Control, Stay and Residence Authorization of the Macao Special Administrative Region”, non-residents who overstay not because of non-imputable justified reasons will be deported and may be interdicted from entry and prohibited from making applications for Residence Authorization or Special Authorization to Stay for two years starting from the expiry of the entry interdiction period. If a non-resident overstays for not more than 30 days, is not a repeated offender of such infraction and pays the minimum fine (MOP500 per overdue day) upon giving himself or herself to the police or immediately after he or she is discovered, the above stipulation is not applicable. In addition, according to Article 94 of Law No. 16/2021, repetition of the same infraction within 1 year from the date the decision of administrative penalty becomes unappealable and any new administrative infraction committed within 5 years from the previous infraction are considered to be recidivism.
