Application time limit
Renewal: After renewing the “employment authorization”, the above applicant is required to renew the “Non-resident Worker’s Identification Card” (“Non-resident Worker’s Card” for short) at the Subdivision concerned, Zone K, 1/F, Centro de Serviços da RAEM or Zone C, 3/F, Centro dos Serviços da RAEM das Ilhas within 60 days before the “Non-resident Worker’s Card” expires.
Validity update: While the “employment authorization” is still valid, applicant of the above procedure can apply for the renewal procedure of non-resident worker’s identification card from the executing subdivision, Zone K, 1/F, Centro de Serviços da RAEM or Zone C, 3/F, Centro dos Serviços da RAEM das Ilhas.

Applicant
Applications relating to the “Non-resident Worker’s Card” can be made by any one of the following persons or entities:
- Employer;
- Licensed employment agency appointed by the employer;
- Legal representative of persons listed in Points (1). (Remark 2.)
Documents to be Presented
- Unless further specified, all copies of documents to be submitted should be presented with the original for authentication;
- The written instruction and official notification regarding the renewed “employment authorization”;
- If the original cannot be presented, the relevant copy should be certified.
- Application Approach
- Applying in person (See the Application Procedures and Necessary Documents Section below for the three categories of non-resident workers)
- Applying online:
- The applicant may login the “Online Application System for Non-resident Workers” to inquire about the entry checking result after 5 hours starting from the time the application and necessary documents are submitted . If it is approved, the applicant may put an electronic signature to the renewal application letter which has passed the entry checking. Or the applicant may print the letter, sign it directly and submit it to the Subdivision concerned for confirmation of the examination result.Persons who intend to apply online have to get login access to the “Online Application System for Non-resident Workers” first. After the employer or the designated licensed employment agency submit an “Online Application System for Non-resident Workers” Account Application Form to our Non-resident Workers Subdivision, the eligible person will be given an account. See “User Guide” in the System for details of the procedures and necessary documents of online application for “Authorization to Stay as Worker”;
- Applying through “Common Access to Public Services”*
- The employer may make a new or renewal application for “Authorization to Stay as Worker” for his / her domestic helper through the “Common Access to Public Services”. See “User Guide” for the application procedures and necessary documents.
- Identification Services Bureau self-service kiosks*
- The employers may submit the application at the self-service kiosks by verifying their identity with the Macao ID card. Then the domestic helper can complete the follow-up procedure and be granted new ‘Authorization to Stay for Non-resident Workers’ by approaching the Immigration Department Office Building at Pac On or the Centro de Serviços da RAEM at Areia Preta or Centro de Serviços da RAEM das ilhas with the notification printed at the self-service kiosks and the necessary documents listed in the notification.
Note:
- *The employers can just use the The “Common Access to Public Services of the Macao SAR” application or multi-functional self-service kiosks to apply for the renewal of their non-resident domestic helpers, and pay for the renewal fee through the mobile application or kiosks , then the non-resident domestic helpers can go to the venues of their choice (including the Pac On Immigration Affairs Building, or Macao SAR Government Services Building in Rua Nova da Areia Preta or Macao SAR Government Services Centre in the Islands after 10 days (not working days) to collect both the new Slip of “Authorization to Stay as Worker” and the “Non-resident Worker’s Identification Card”
- after the employers have submitted the renewal applications for their employees and have been granted approval, their non-resident workers who hold the new style of “Non-resident Worker’s Card” are not required to replace it, and may use the PSP’s self-service kiosks which are available in different locations to scan their above-mentioned card and travel document; after identity verification, the system will automatically update the validity of their “Authorization to Stay as Worker”, and promptly issue the new Slip of Authorization to Stay. And the non-resident workers are not required to proceed to the service counters anymore. After the renewal is successfully made at the self-service kiosks, the system will automatically update the validity of the Authorization to Stay as Worker. A new Slip of Authorization to Stay will be printed instantly. The non-resident worker does not have to approach the service counters in person.
- after employers submit renewal applications for non-resident employees at Macao One Account and are granted approval, the non-resident workers who have opened an account at Macao One Account may then process the confirmation procedure through the online system, and the validity of their Authorization to Stay as Worker will be promptly updated upon successful completion of the procedure. They will receive messages sent via Macao One Account upon completion of formalities. Thereby, non-residents are not required to come in person to our service counters or self-service kiosks, (Note: the current service targets are the non-resident workers from places outside Mainland China only).The non-resident workers who have completed the renewal confirmation procedure via Macao One Account will not be granted the Slip of Authorization to Stay as Worker with the latest validity indicated on it. If necessary, non-resident workers may use the self-service kiosks or proceed to the various designated service points to print /collect the said Slip.
Application procedures and necessary documents
- Employment of non-skilled non-resident workers
Examination
- The written instruction and official notification regarding the renewed “employment authorization” should be presented, an application letter for Application for “Authorization to Stay as Worker”(DARP/STNR M-39) and 1 copy of it should be submitted to the Subdivision concerned within 60 days before the “Non-resident Worker’s Card” expires.
- The applicant may inquire about the examination result through the “Inquiry System of Progress of Application for Renewal of “Authorization to Stay for Non-resident Workers” (applicable to non-skilled workers and domestic helpers from the Mainland of China)” or by presenting the “receipt of application” to the Subdivision after 3 working days starting from the next working day after all documents are properly submitted.
- If the application is approved, the applicant will receive a copy of the approved renewal application letter, the “non-resident worker” should go to the same application location in person and submit the following documents.:
- A copy of a valid and lawful passport / travel document / PRC identity card for entry to and departure from Macao
- “Non-resident Worker’s Card”
- After the processing fee is paid, the Subdivision will issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).
Card Collection
On the date of collection specified on the Revenue Receipt, the “non-resident worker” should bring the Receipt to the Subdivision concerned, Zone K, 1/F, Centro de Serviços da RAEM or Zone C, 3/F, Centro dos Serviços da RAEM das Ilhas in person, to collect the ‘Non-resident Worker’s Identification Card’. He or she may also authorize a third person (the employer / the employment agency authorized by the employer / a legal representative) to collect the Card on his or her behalf. To learn about the readiness of the Card, the non-resident worker may refer to the “Inquiry System of the Date of Collection of the ‘Non-resident Worker’s Identification Card’” or call (853) 2872 5488.
Note.
- If non-resident workers from Mainland China, the applicant may use the letter to apply directly to the Zhuhai Exit-Entry Visa Office or via the China Travel Service (Macao) Ltd. for a new endorsement and “PRC Exit Permit” (if necessary) for the “non-resident worker”.
- If it is stated in the employment authorization that other documents should be attached, the documents should be submitted as well. In addition, we may request other necessary documents.
- As long as there is no change in the information displayed on the Card, holders of a new Non-resident Worker’s Card can continue to use the Card without replacing it. After renewal application made by the employer for the non-resident worker is approved.
- Non-resident workers meeting the following requirements can renew their Authorization to Stay as Worker at the self-service kiosks,After the renewal is successfully made at the self-service kiosks, the system will automatically update the validity of the Authorization to Stay as Worker. A new Slip of Authorization to Stay will be printed instantly. The non-resident worker does not have to approach the service counters in person.
- In possession of a Non-resident Worker’s Identification Card approved in the Chief Executive’s Written Instructions No. 191/2020;
- The application for renewal of Authorization to Stay as Worker submitted by the employer on behalf of the non-resident worker via Macao One Account, the multifunctional self-service kiosks of the Identification Bureau or the service counters is approved;
- No replacement of the travel document.
- Employment of skilled non-resident workers
Examination
- The “non-resident worker” should go to the application location in person to present the written instruction and official notification regarding the renewed “employment authorization” and submit the following documents within 60 days before the “Non-resident Worker’s Card” expires:
- Application for “Authorization to Stay as Worker”;
- A copy of a valid and lawful passport / travel document / PRC identity card for entry to and departure from Macao
- “Non-resident Worker’s Card”
- After the processing fee is paid, the Subdivision will issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).

- After the processing fee is paid, the Subdivision will issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).
Card Collection

- As long as there is no change in the information displayed on the Card, holders of a new Non-resident Worker’s Card can continue to use the Card without replacing it. After renewal application made by the employer for the non-resident worker is approved.
- Non-resident workers meeting the following requirements can renew their Authorization to Stay as Worker at the self-service kiosks,After the renewal is successfully made at the self-service kiosks, the system will automatically update the validity of the Authorization to Stay as Worker. A new Slip of Authorization to Stay will be printed instantly. The non-resident worker does not have to approach the service counters in person.

- The old passport/travel document/”Two-way Exit Permit”/identification document;
- Copy of new passport / travel document / “Two-way Exit Permit” (bio data page only, “Two-way Exit Permit” in card type holders shall submit the back copy containing “Type D-Stay endorsement”) or identification document.
- “Non-resident Worker’s Card”.
- After the processing fee is paid, the Subdivision will issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).
- Card Collection

The issue date is restricted by the effective date of the renewal employment authorization from Labour Affairs Bureau (the following day of the last day of the previous employment authorization). If the renewal procedure of “Non-resident Worker’s Stay Permit” is under the following circumstances:- apply before the effective date of the renewal employment authorization: the issue date is the same as the effective date;
- apply after the effective date of the renewal employment authorization: the issue date is the same as the draw date on the revenue receipt.

- Date of Expiry:
Correspondent with the limit approved by the Secretary for Economy and Finance or the Director of the Labour Affairs Bureau in the Employment or Work Authorization, unless a shorter term has to be granted according to the stipulation in the system of entry, stay and residence authorization of the Macao Special Administrative Region.
- Date of Issue:
- If the ‘non-resident worker’ / reuniting kindred of the non-resident worker / “Special Stay Permit” holder renews the passport / travel document / “Two-way Exit Permit” / identification document used for application for the “Authorization to Stay” in Macao, he or she is required to bring the renewed document to the Subdivision concerned for update of the document information and application for reissue of the “Slip of Authorization to Stay”.
