Applicant
Applications relating to the “Non-resident Worker’s Identification Card” (“Non-resident Worker’s Card” for short) can be made by any one of the following persons or entities:

  1. “Non-resident worker”;
  2. Legal representative of persons listed in Points 1. (Remark 1.)

Documents to be Presented

  1. Unless further specified, all copies of documents to be submitted should be presented with the original for authentication;
  2. If the original cannot be presented, the relevant copy should be certified.

Application procedures and necessary documents

  • Examination
  1. The “non-resident worker” should go to the Subdivision concerned in person for payment of the processing fee and other procedures and submit the following documents:
    1. Application letter; (Remark 2.)
    2. “Report Testimonial” or “Complaint Notification” issued by a police department (Remark 3.);
    3. Copy of valid passport / travel document / P.R.C. Permit for travelling to and from Hong Kong and Macao (“Two-way Exit Permit” for short) (bio data page only and the inside page containing “Type D-Stay endorsement” for “Two-way Exit Permit” holders, while “Two-way Exit Permit” in card type holders shall submit the back copy containing “Type D-Stay endorsement”.) or identification document used for entry to and departure from Macao;
    4. “Non-resident Worker’s Card” (Remark 4.).
  2. Upon completion of the procedure, the Subdivision will issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).
  • Card Collection
    On the date of collection specified on the Revenue Receipt, the “non-resident worker” should bring the Receipt to the Subdivision concerned, Zone K, 1/F, Centro de Serviços da RAEM or Zone C, 3/F, Centro dos Serviços da RAEM das Ilhas in person, to collect the ‘Non-resident Worker’s Card’. He or she may also authorize a third person (the employer / the employment agency authorized by the employer / a legal representative) to collect the Card on his or her behalf. To learn about the readiness of the Card, the “non-resident worker” may refer to the “Inquiry System of the Date of Collection of the ‘Non-resident Worker’s Identification Card’” or call (853) 2872 5488.

Replacement

Applicant
Applications relating to the “Non-resident Worker’s Card” can be made by any one of the following persons or entities:

  1. Employer (in transfer cases);
  2. Licensed employment agency appointed by the employer (in transfer cases); (Remark 5.)
  3. “Non-resident worker” (in case of replacement owing to change of Card information);
  4. Legal representative of persons listed in Points 1 and Points 3.

Documents to be Presented

  1. Unless further specified, all copies of documents to be submitted should be presented with the original for authentication;
  2. the written instruction and official notification regarding the approval of the skilled worker’s transfer in the employment authorization (in transfer cases);
  3. If the original cannot be presented, the relevant copy should be certified.

Application procedures and necessary documents

Transfer (applicable to “skilled workers” only)

  • Examination
  1. The “skilled workers” should go to the Subdivision concerned in person for payment of the processing fee and other procedures and submit the following documents:
    1. Declaration issued by the employing entity to confirm the transfer of the “skilled worker” and a copy of it; (Remark 6.)
    2. Copy of valid passport / travel document / P.R.C. Permit for travelling to and from Hong Kong and Macao (“Two-way Exit Permit” for short) (bio data page only and the inside page containing “Type D-Stay endorsement” for “Two-way Exit Permit” holders, while “Two-way Exit Permit” In card type holders shall submit the back copy containing “Type D-Stay endorsement”.) or identification document used for entry to and departure from Macao.
    3. “Non-resident Worker’s Card”.
  2. After the above documents are properly submitted, the Subdivision conducts an initial examination of the application instantaneously. If it is approved, the Subdivision will collect the processing fee from the “skilled worker” and instantaneously issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).
  • Card Collection
    On the date of collection specified on the Revenue Receipt, the non-resident worker should bring the Receipt to the Subdivision concerned, Zone K, 1/F, Centro de Serviços da RAEM or Zone C, 3/F, Centro dos Serviços da RAEM das Ilhas in person, to collect the ‘Non-resident Worker’s Identification Card’. Change of Card Information

  • Examination
  1. The “non-resident worker” should go to the Subdivision concerned in person for payment of the processing fee and other procedures and submit the following documents:
    1. Application letter; (Remark 8.)
    2. Copy of the document proving the change of the relevant information; (Remark 9.)
    3. Copy of valid passport / travel document (bio data page only) or identification document used for entry to and departure from Macao;
    4. Copy of new passport / travel document (bio data page only) or identification document;
    5. “Non-resident Worker’s Card”.
  2. After the above documents are properly submitted, the Subdivision conducts an initial examination of the application instantaneously. If it is approved, the Subdivision will instantaneously issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).
  • Card Collection

Remark:

  1. The legal representative should submit the a certified letter of authorization and a copy of his/her valid identification document (the original should be exhibited for authentication).
  2. the reason for applying for reissue should be stated.
  3. if the “Non-resident Worker’s Card” is lost, stolen, etc.
  4. if the Card is damaged.

  6. The declaration should contain the skilled worker’s personal information, company stamp of the employing entity and employment agency (if any), and signature of the respective persons in charge.
  7. The employer / the employment agency authorized by the employer / a legal representative.
  8. The reason for applying for replacement should be stated.

Charges

Time Needed

  1. Examination: within the same day;
  2. Issue: approximately 45 to 60 days.

Remarks / Points to note

  1. Date of issue and expiry of “Non-resident Worker’s Card”
    1. Date of Issue:
      Same as that of the “Revenue Receipt”
    2. Date of Expiry:
      Correspondent with the limit approved by the Secretary for Economy and Finance or the Coordinator of the Labour Affairs Bureau in the employment or work authorization, unless a shorter term has to be granted according to the stipulation in the system of entry, stay and residence authorization of the Macao Special Administrative Region.
  2. If the “non-resident worker” / reuniting kindred of the non-resident worker renews the passport / travel document / “Two-way Exit Permit” / identification document used for application for the “Authorization to Stay” in Macao, he or she is required to bring the renewed document to the Subdivision concerned for update of the document information and application for reissue of the “Slip of Authorization to Stay”.
