How to apply
Time of Application
The interested person should make an application for renewal of Residence Authorization within the first 60 days of the 120 days before the expiry of the Authorization. After that period, the interested person can still make a renewal application within the validity of the Residence Authorization by paying a deferred renewal fee of MOP2,000 or MOP5,000 (depending on whether it is made on the first or the last 30 days of the 60 days before the expiry of the Residence Authorization). The authorities will grant Extension Authorization, the validity of which is the time required to complete the renewal procedure.
Application Procedures and Documents Required
- Application Approach: The application can be submitted by the interested person or a legal representative.
- Other than the situations when a parent makes the application on behalf of a minor, the representative is required to submit the following:
- A certified letter of authorization;
- A copy of his/her valid identification document.
- If the interested person is not able to make the application in person, the parent/guardian or other representative should submit a photo (clear colour recent photo without head coverings taken against plain white background) of the interested person.
- Other than the situations when a parent makes the application on behalf of a minor, the representative is required to submit the following:
- Documents to be Presented: Unless otherwise noted, the original should be exhibited for authentication if a copy is submitted.
- Document to be Submitted:
- A completed Application Form for Renewal of Residence Authorization (format 6), Personal Information of Kindred of Applicant (format 8) is also required if the application includes family members;
[Note: (1) Persons below 18 years old should have their parent or guardian make the application on their behalf and sign the application form; (2) The application form is available at the subdivision concerned and the website of the Public Security Police Force.] - A copy of the interested person’s valid Portuguese passport (biodata page only) and Macao Non-permanent Resident Identity Card;
- 1 photo of the interested person showing full frontal face;
[Note: The interested person can choose to submit a colour photo (without head coverings taken against plain white background) or have the subdivision concerned take an electronic photo for him/her.] - Copy of Macao Resident Identity Card of reuniting family members residing in Macao (ID card holders are required to be present for the application) (if the application for residence is on the basis of family reunion);
- Document of maintaining marital/de facto marital relationship (if the spouse/de facto partner is included in the renewal application or the interested person is granted residence on the basis of reunion with the spouse/de facto partner in the first place);

- Macao Certificate of Criminal Record not exceeding 90 days from the date of issue; (if the interested person has reached the age of 16 on the date of submission of the application);
[Note: The interested person can use his/her Macao Resident Identity Card to apply for the Certificate to the Identification Services Bureau or at the Bureau’s self-service kiosks set up at the Immigration Building, and authorize the Bureau to send the Certificate directly to the Residence and Stay Affairs Department. Then the interested person may bring the receipt issued by the Bureau and other necessary documents and proceed to the Residence Subdivision for renewal of the Residence Authorization.] - Copy of proof of means of subsistence (e.g.: proof of employment in Macao, bank deposit in Macao, proof of paying employment/sales tax of interested person or his/her reuniting family member in Macao);
- Document indicating the address of the interested person in Macao, e.g.: copy of water bill, electricity bill, phone bill, etc. of the last 3 months (if the interested person has changed his/her address in Macao).
- A completed Application Form for Renewal of Residence Authorization (format 6), Personal Information of Kindred of Applicant (format 8) is also required if the application includes family members;
- Other information requested by the authorities under special circumstances.

Remarks / Points to Note
- According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, treated by the Public Security Police Force.
- The Residence and Stay Affairs Department will reject an application for Residence Authorization outright in the following situations:
- The remaining validity of the interested person’s passport, travel document, other documents accepted for the purpose of immigration control or return document is less than 90 days;
- The application is not written in any of the official languages, but applications written in English with no difficulty caused to the Public Security Police Force in the interpretation are excepted.
- After receiving an application for residence, the authorities will issue an “application acceptance receipt”. Any documents that are not submitted will be listed on the “receipt”. If there are any rectifiable omissions or inappropriateness in the documents applied or submitted, the authorities will notify the interested person to provide supplements and make corrections. If no supplements or corrections are made within 60 days from the date the interested person is notified, the application will be archived.
- After the necessary documents are submitted, the interested person should complete the follow-up procedures in person (or through a legal representative) according to the designated date or instructions (such as to wait for the notification letter from the authorities) indicated on the “application acceptance receipt”:
- If the application is approved, the interested person will be notified to collect the Residence Authorization Certificate. He/she should collect the Certificate before its expiry. Otherwise, it will be equivalent to renunciation of the Residence Authorization and the interested person will not be allowed to reapply for Residence Authorization within two years. When collecting the Residence Authorization Certificate, the following should be noted:
- The “application acceptance receipt” should be presented;
- The valid passport/travel document/identification document used in the application for renewal of Residence Authorization should be presented;
- If a parent or guardian goes through the formality on behalf of a minor, his/her valid identification document and a document certifying their relationship should be presented.
[Note: After collecting the Residence Authorization Certificate, the interested person should apply to the Identification Services Bureau for an identity card within 90 days from the date of issue of the Certificate. Persons who do not comply with the provision will be fined MOP300-500 and an additional MOP50 per overdue day. However, the maximum penalty will not exceed MOP15,000.]
- If the application is not approved, the interested person will be notified of the content of the written instructions and the ways to appeal in written form.
- If the application is approved, the interested person will be notified to collect the Residence Authorization Certificate. He/she should collect the Certificate before its expiry. Otherwise, it will be equivalent to renunciation of the Residence Authorization and the interested person will not be allowed to reapply for Residence Authorization within two years. When collecting the Residence Authorization Certificate, the following should be noted:
- If a representative is going to go through the application formality on behalf of the interested person,
- A certified letter of authorization and the valid identification document of the representative should be presented, or
- Upon receiving the “application acceptance receipt”, the interested person fills in the authorization information on the back page and signs the authorization document in the presence of the staff accepting the residence application. The original of the identification document of the interested person should be presented for verification.
- If the person granted Residence Authorization (or the person granted Residence Authorization and his/her reuniting family members, or the person granted Residence Authorization and the attached family members and the reuniting family members) no longer habitually resides in Macao, or no longer meets any requirement, prerequisite or condition for Residence Authorization, revocation of the Residence Authorization or rejection of application for renewal or extension of the Residence Authorization may be resulted.
In addition, persons whose final renewal application for Residence Authorization is approved should pay attention to the above-mentioned conditions that lead to the revocation of the Residence Authorization, such as not habitually residing in Macao and not meeting the prerequisites for Residence Authorization. Therefore, the interested person (or his/her reuniting family members) should comply with the above-mentioned requirements during the validity period of the Residence Authorization. Otherwise, the Residence Authorization may be revoked according to the law. - The interested person should note that if the examination procedure regarding the renewal application has not yet been completed before the expiry of the Residence Authorization or the Extension Authorization, he/she should apply for Extension Authorization again.
- If the interested person does not apply for renewal before the expiry of the Residence Authorization, or he/she does not possess valid Extension Authorization after the expiry of the Residence Authorization, the Residence Authorization becomes invalid immediately. The uninterrupted time counted for the achievement of permanent resident status will be lost.
