Application Procedures and Documents Required

  1. Application Approach: The application can be submitted by the interested person or a legal representative.
    1. Other than the situations when a parent makes the application on behalf of a minor, the representative is required to submit the following:
      1. A certified letter of authorization;
      2. A copy of his/her valid identification document.
    2. If the interested person is not able to make the application in person, the parent/guardian or other representative should submit a photo (clear colour recent photo without head coverings taken against plain white background) of the interested person.
  2. Documents to be Presented: Unless otherwise noted, the original should be exhibited for authentication if a copy is submitted.
  3. Document to be Submitted:
    1. Persons who have applied for Extension of Authorization to Stay while waiting for the result of the application for Residence Authorization
      1. A copy of the Approval Notification of Residence Authorization issued by the Commerce and Investment Promotion Institute;
      2. A copy of the interested person’s valid passport/travel document (biodata page and used observation pages only) used to apply for Residence Authorization or identification document, and present the latest Slip of Authorization to Stay;
        [Note: The original of the above-mentioned documents should be exhibited for authentication when collecting the Residence Authorization Certificate.]
      3. The interested person can choose to take an electronic photo for free on the spot or submit a 1.5-inch colour or black-and-white photo showing full frontal face without head coverings and taken against plain white background;
      4. If the interested person’s address in Macao or personal information has changed, he/she is required to submit a Declaration of Contact Address and Habitual Residence Address (DARP/DARP M-1) or Application Form for Change of Personal Information (DARP/DARP M-2) accordingly. A copy of the supporting document such as proof of address, birth certificate or certificate of marital status should be attached.
    2. Persons who have never applied for Extension of Authorization to Stay while waiting for the result of the application for Residence Authorization
      1. Besides the documents listed in Items 3.1.1 to 3.1.4, a completed Declaration of Identity (DARP M-1) should also be submitted;
        [Note:
        (1) The Declaration is available at the subdivision concerned and the website of the Public Security Police Force;
        (2) The interested person is required to sign the Declaration in the presence of the staff accepting the application for verification. If he/she is not able to show up, the signature on the (completed) Declaration will be authenticated by the competent authorities, or the Declaration will have to be completed by a legal representative. The latter should also submit a certified letter of authorization, a copy of the interested person’s birth certificate, certificate of marital status (not applicable to unmarried applicants) and a document indicating the interested person’s residential address in Macao. To avoid any delay in the issue of the Residence Authorization Certificate owing to incomplete documents or information error, the interested person should declare his/her personal information accurately.]
      2. The fingerprints of the interested person will be taken by the staff accepting the application (applicable to persons who make the application in person; persons below the age of 5 are exempted).

Remarks / Points to Note

  1. According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, treated by the Public Security Police Force.
  2. Steps taken after the authorities receives an application
    1. After receiving the above documents, the authorities will issue an “application acceptance receipt”, on which the date of collection and other information are specified.
    2. After confirming that the letter issued by the Commerce and Investment Promotion Institute notifying the Public Security Police Force of the approval of granting Residence Authorization to the interested person is received and after confirming that the required documents and information are correctly provided, the authorities will prepare the Residence Authorization Certificate. The interested person is required to collect the Certificate in person.
    3. If an information error is found during verification, the authorities will notify the interested person to supplement documents of proof (e.g.: birth certificate, marriage certificate, divorce certificate, death certificate of spouse, etc.). Therefore, the Residence Authorization Certificate will only be issued after all the necessary documents are correctly submitted and the irregular conditions are rectified.
  3. Effective Date of Residence Authorization: The date the authorities gives the written instructions of granting Residence Authorization (except for those that have other indications stated in the written instructions).
  4. The Residence Authorization Certificate is valid for 90 days. The interested person should collect the Certificate before its expiry. Otherwise, it will be equivalent to renunciation of the Residence Authorization and the interested person will not be allowed to reapply for Residence Authorization within two years.
  5. After collecting the Residence Authorization Certificate, the interested person should apply to the Identification Services Bureau for an identity card before the Certificate expires. Persons who do not comply with the provision will be fined MOP300-500 and an additional MOP50 per overdue day. However, the maximum penalty will not exceed MOP15,000. If an interested person applies to the Residence and Stay Affairs Department for reissue of the Residence Authorization Certificate, according to Article 43 of Administrative Regulation No. 38/2021, the fee for reissue is double that of the normal fee (i.e. MOP400). If reasonable explanations for the reissue are given, especially in conditions that are not imputable to the holder, such as loss or damage of the Certificate, the fee for the reissue will be half the normal fee (i.e. MOP100).
  6. Validity of Residence Authorization indicated on the Residence Authorization Certificate: According to the decision of the competent authorities, but it is stipulated in the law that the maximum is 3 years.
