Reissue of Residence Authorization Certificate


How to Apply

Time of Application

Persons who are issued a Residence Authorization Certificate by the Residence and Stay Affairs Department may apply to the Department for reissue if the Certificate is lost, damaged, stolen or overdue and becomes invalid.

Application Procedures and Documents Required

  1. Application Approach:
    1. The interested person or the legal representative should go the subdivision concerned during office hours to make the application.
    2. In case of loss or theft, the interested person should go to a police department first to report for loss / report the case. Then he/she should bring the Case Reporting Document issued by the Public Security Police Force or the Case Reporting Receipt issued by the Judiciary Police to the Residence and Stay Affairs Department for reissue of the Certificate.
    3. Other than the situations when a parent makes the application on behalf of a minor, the representative is required to submit the following:
      1. A certified letter of authorization;
      2. A copy of his/her valid identification document.
    4. The interested person is required to collect the Residence Authorization Certificate in person because he/she needs to record their fingerprints on the Certificate according to the provision.
  2. Documents to be Presented: Unless otherwise noted, the original should be exhibited for authentication if a copy is submitted.
  3. Document to be Submitted:
    1. An application letter with reasons stated;

    2. A copy of the interested person’s valid passport/travel document (bio data page only) used to apply for Residence Authorization (or renewal of Residence Authorization), or identification document;
    3. Case Reporting Document or Case Reporting Receipt issued by a police department (in cases of loss or theft).

Charge

  1. With reasonable explanation: MOP100;
  2. Without reasonable explanation: MOP400.

Processing Time (excluding time of waiting in a queue and postage time for documents sent by mail)

(It is timed from the moment the service unit receives and confirms that all the required documents are correctly prepared.)


Remarks / Points to Note

  1. According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, treated by the Public Security Police Force.
  2. According to Term 2, Article 40 of Law No. 16/2021, the interested person should apply to the Identification Services Bureau for an identity card within 90 days from the date of issue of the Residence Authorization Certificate. Persons who do not comply with the provision will be fined MOP300-500 and an additional MOP50 per overdue day. However, the maximum penalty will not exceed MOP15,000.
  3. The Case Reporting Document or Case Reporting Receipt can be supplemented.
