Private security business licence

Ntroduction to the licence

Service details: To issue private security business licences to natural or legal persons (companies) who wish to operate private security business or cancel their licences. Under Article 6 of Law No. 4/2007 (Private security business law), any person who wishes to operate private security business must apply to the Chief Executive and be granted permission.

Service targets: Natural or legal persons (companies) who wish to operate private security business

Application eligibility:Under Article 8 of Law No. 4/2007 (Private security business law), permission of the operation of private security business is subject to the following general requirements:

  1. If the business belongs to a legal commercial entity; its establishment should meet the requirements;
  2. If the business belongs to a legal commercial entity, its registration should be made at the Commerce and Movable Property Registry; if the business belongs to a natural commercial entity, business registration or enrolment is required;
  3. If the business belongs to a legal commercial entity, the paid capital should reach the minimum amount of capital as provided in Article 23 of Administrative Regulation No. 20/2007 (Implementation details of private security business regime);
  4. The services operated by the company are limited to the private security services as provided in Article 4 of Law No. 4/2007 (Private security business law);
  5. No debt is owed to the MSAR or there is proof that all debts have been paid off;
  6. If the business belongs to a legal commercial entity, the administrators, managers or directors of the applicant entity should be demonstrated to have appropriate conduct; if the business belongs to a natural commercial entity, the person in charge should be demonstrated to have appropriate conduct;
  7. The technical director of the applicant entity should have the professional competency and conduct commensurate with the business;
  8. The facilities of the premises should have the appropriate conditions as indicated in Article 26 of Law No. 20/2007 Administrative Regulation (Implementation details of private security business regime).

Service result: The Public Security Police Force issues a private security business licence to the applying natural or legal person (companies) with legal requirements.
