Private security business licence

1. What are the standards for the patterns of uniforms of security personnel submitted when applying for a private security business licence?

The uniforms should not look similar to those of the Macao Public Security Forces, the Macao Customs Services, the Correctional Services Bureau, Public Security Authorities of China and the Macao Garrison of the People’s Liberation Army. According to the professional advice given by the Macao Public Security Forces Affairs Bureau, the following are the points to note:

●Suit －company’s logo and name and the words “SECURITY” or “保安” of appropriate sizes are required on the suit；
●Shirt－ company’s logo and name and the words “SECURITY” or “保安” of appropriate sizes are required on the shirt; it is suggested not to consider using shades of army green, white, grey, black and light blue；
●Trousers – it is suggested not to consider using shades of army green, white, grey and black；
●Epaulette – it is suggested not to consider using epaulettes with stripes, stars, chevrons, turbines and palm leaves on them；
●Lanyard –   it is suggested not to consider using shades of silver grey, white, light blue, gold and red.

Photographs of a staffer in the full uniforms of security personnel pending approval are required, including full-body photographs showing the front view, close-up photographs showing the left and right sides and back view, close-up photos showing the front view of the features of the uniforms (e.g. company’s logo and name, insignia, tie). Photographs of the uniforms alone should also be taken with descriptions on the colours and features of the uniforms. A fabric sample should be submitted wherever required for reference. (All photos should be of 3R-size and affixed on white A4-size paper)

2. What are the conditions required of the professional competency of the company’s technical director?

To demonstrate the proposed technical director’s involvement in the area of security in terms of previous work experience and courses attended, relevant supporting documents such as employment certificate, training certificate, company reference letter, etc. are required.

3. What is the fee charged for the application for a private security business licence? What are the application procedure and fee for the renewal of a licence?

The applicant has to pay a licence fee of MOP10,000 (ten thousand patacas) to the Public Security Police Force upon being granted the permission to operate private security business. Licence renewal is not necessary, but annual submission of valid proof of bank guarantee and insurance is required, otherwise the permission to operate private security business may be suspended and a fine may be imposed.
