How to apply

Application period: No relevant requirement

Application procedure and required documents:

Stage 1 – Documents required for application for permission to operate private security business in the name of a natural or legal person (company):

  1. An application letter for permission to operate private security business should be submitted to the Public Security Police Force, with the following information of the applicant entity contained in the letter (in accordance with the information contained in Article 3(2) of Administrative Regulation No. 20/2007 (Implementation details of private security business regime)):
    1. Applicant entity’s identification information;
    2. Applicant entity’s head office location;
    3. Information registered at the Commerce and Movable Property Registry;
    4. Detailed personal particulars and addresses of the administrators, managers, directors or persons in charge and the designated technical directors of applicant entity;
    5. With reference to the services listed in Article 4(1) of Law No. 4/2007 (Private security business law), indicate the private security service types to be provided.
  2. The application letter should be accompanied by the following documents (in accordance with the accompanying documents as indicated in Article 4 of Administrative Regulation No. 20/2007 (Implementation details of private security business regime)):
    1. If the applicant is a natural person, his/her birth certificate is required; if the applicant is a legal person (company), the proof of Company Establishment Deed signed by the legal person is required;
    2. Business Registration Certificate;
    3. If the applicant is a natural person, a photocopy of his/her Resident Identity Card is required; if the applicant is a legal person (company), the following documents of the persons in charge of the administration, management or leadership of the company are required;
      1. Photocopy of Resident Identity Card;
      2. Certificate of Criminal Record (purpose of application: “application for private security business licence”);
      3. Curriculum vitae;
    4. The following documents of the designated technical director are required:
      1. Photocopy of Resident Identity Card;
      2. Certificate of Criminal Record (purpose of application: “application for private security business licence”);
      3. Curriculum vitae and supporting documents for the technical director’s technical competency;
    5. Plan of suitable facilities with captions such as sizes stated on the plan (in accordance with the basic requirements as provided in Article 26 of Administrative Regulation No. 20/2007 (Implementation details of private security business regime));
    6. Proof that no debt is owed to the MSAR or that all debts have been paid off (i.e. “Certificate of information in Business Tax registers” issued by the Financial Services Bureau); if the latter, it should be demonstrated that all taxation obligations have been performed in the year of application;
    7. Patterns of uniforms and logos with relevant captions (reference can be made to “Guidelines to patterns of security uniforms”);
    8. List of the equipment the applicant entity wishes to procure at the commencement of operation (the equipment should be related to security work).

Stage 2 – The following should be demonstrated within 60 days upon obtainment of the order on the feasibility to operate private security business:

  1. The company is equipped with suitable facilities (the applicant should make an appointment with the Private Security Companies Section of the Public Security Police Force to have an on-site inspection at the operating premises of the applicant entity);
  2. Obtainment of guarantee, bank guarantee or surety insurance (in accordance with the amount of guarantee required as provided in Article 24 of Administrative Regulation No. 20/2007 (Implementation details of private security regime));
  3. Procurement of civil liability insurance (in accordance with the insured amount required as provided in Article 25 of Administrative Regulation No. 20/2007 (Implementation details of private security regime));
  4. The uniforms, abbreviation of names or other distinguishing logos have to be approved by and registered with the Public Security Police Force (provision required at the time of application submission with the requirements as provided in Article 31(3) and Article 32 of Administrative Regulation No. 20/2007 (Implementation details of private security business regime) met).

Fee

Licence collection fee: Ten thousand patacas (MOP10,000.00) (in accordance with the amount as provided in Article 11 of Administrative Regulation No. 20/2007 (Implementation details of private security business regime))

Note: Payment by cash or cheque (payable to Corpo de Polícia de Segurança Pública)

Time for vetting and approving

There is no pledged time as it depends on individual cases.

Remarks/Guidance notes

  1. Application for private security business licence must be addressed to the Chief Executive with the application letter and accompanying documents submitted to the Public Security Police Force (in accordance with Article 3(1) of Administrative Regulation No. 20/2007 (Implementation details of private security business regime));
  2. Private security business must not be carried on in connection with other businesses, without prejudice to the provisions for the organization of self-protection services (in accordance with Article 3(1)(4) of Law No. 4/2007 (Private security business law));
  3. The employed private security personnel of the entity with a private security business licence must meet the requirements as provided in Article 13 of Law No. 4/2007 (Private security business law), and, in accordance with Article 14 of the said Law, all persons performing private security work, including technical directors, must apply for a security personnel work permit from the Public Security Police Force for work identification;
  4. Upon obtaining the private security business licence, the contents of private security basic course for security personnel (with course time not less than 20 hours), formats of certificate and work permit must be submitted to the Public Security Police Force (in accordance with Article 19 of Administrative Regulation No. 20/2007 (Implementation details of private security business regime)).
