1. Who should apply for the Licence and Permit of Private Healthcare Units?

According to the provision of Article 6 of Decree-Law no. 22/99/M dated 31st May, the operation of any private healthcare units with inpatient department and post-operative recovery room is only legal after the Health Bureau has issued the licence and permit.


2. Where can I obtain the application form for the Licence and Permit of Private Healthcare Units? How should I submit it?

The applicant can obtain the application form from the Medical Activity Licensing Unit of the Health Bureau, and then submit the completed form, required documents and application fees to the Medical Activity Licensing Unit (Address: 2/F, Block 1 of Edifício Cheng I at Rua Nova da Ilha Verde, Macau (Ilha Verde Health Centre)).


3. How much are the fees involved for the licensing and renewal of the Licence and Permit of Private Healthcare Units?

The fee for the operation licence of a private healthcare unit is MOP 4,400 (stamp duty included); the renewal fee is MOP 440 (stamp duty included).

The fee for the permit of the establishment is MOP 5,500 (stamp duty included); the renewal fee is MOP 660 (stamp duty included).


4. Is it mandatory for private healthcare units to purchase a civil liability insurance after the implementation of the “Legal Regime of Medical Malpractice”?

According to Article 36 of the “Legal Regime of Medical Malpractice”, healthcare providers are obliged to conclude a professional civil liability insurance policy in accordance with the terms, conditions, limitations and amounts prescribed in the supplementary administrative regulations. All healthcare providers delineated in Article 4 of Law no. 5/2016, which means anyone who are qualified to practise, including both natural persons and legal persons, are required to purchase the insurance.
