How to apply
Application procedures and required documents:
- Completed application form for change or increase in number of technical directors【AV Model 308】 (forms can be downloaded from Macao Government Tourism Office website
or available from MGTO/MGSC/MGSC-I).- The application form must be signed by the lawful representative(s) of the company that is the license holder of the travel agency according to the signature(s) on the identity document(s), with a copy of the representative(s)’ identity document(s) (front and reverse side on the same page) attached.
- If the company that is the license holder of the travel agency authorises others to make the application on its behalf, the original letter of authorisation with notarised signature(s), or a certified copy of such, must be submitted. Copy of the identity document(s) of the authorised person(s) must be enclosed (front and reverse side on same page).
- Documents proving the technical director to be employed satisfies all requirements, namely:
- Photocopy of identity document (front and reverse side on the same page).
- Certified copy of academic certificates; originals must be produced for verification in case photocopies are submitted.
- Original or certified copy of certificates of work experience; originals must be produced for verification in case photocopies are submitted.
- Contribution Certificate issued by Social Security Fund; originals must be produced for verification in case photocopies are submitted.
- Completed curriculum vitae and declaration letter of technical director【AV Model 302】 (forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I).

Fees
Fees: Free of charge.
Relevant specification or requirements
- According to item 1b of Article 21 of Decree Law no. 48/98/M dated 3rd November, amended by Administrative Regulation no. 42/2004, a change of technical director must be approved by MGTO in advance.
- According to Article 29a of the same decree law, if due to force majeure there is no technical director, a travel agency should, according to item 1b of Article 21 of the same decree law, recommend the employment of a new technical director within 15 days.
- Qualification of technical director:
- Residence in Macao;
- Written and spoken knowledge of two languages, one of which should be Chinese or Portuguese.
- Professional training course offered by Macao SAR higher education institution specializing in tourism, or recognized by such institute; no less than 3 years professional experience in the tourism industry.
Attention: In addition to travel agencies’ operation and general industry knowledge, the technical director should also be familiar with the regulations that relate the activity of travel agencies.
Time for processing
Examination and approval of technical director: Within 15 working days counting from the day after MGTO receives the application and all necessary documents. (Performance pledge)
