How to apply
Application period: According to item b of clause 2 and clause 3 of Article 21 of Decree Law no. 48/98/M dated 3rd November, amended by Administrative Regulation no. 42/2004, relevant application should be made to MGTO within 90 days of removal. The new office premises must be inspected.
Application procedures and required documents:
- Completed application form for change of address【AV Model 305】 (forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I).
- The application form must be signed by the lawful representative(s) of the company that is the license holder of the travel agency according to the signature(s) on the identity document(s), with a copy of the representative(s)’ identity document(s) (front and reverse side on the same page) attached.
- If the company that is the license holder of the travel agency authorises others to make the application on its behalf, the original letter of authorisation with notarised signature(s), or a certified copy of such, must be submitted. Copy of the identity document(s) of the authorised person(s) must be enclosed (front and reverse side on same page).
- Floor plan of the travel agency in a scale of 1:100, signed by professional technician registered with the Land and Urban Construction Bureau;
- Original certificate of registration issued by the Land Registry for immovable property of the travel agency concerned;
Please note: Applicants should apply for inspection of facilities【AV Model 303】 within six months upon notice from MGTO regarding approval of application (forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I).

To be paid upon application for inspection of facilities:
Fee for inspection of facilities – MOP 500.00
Place of application
- Macao Government Tourism Office (MGTO) headquarter – Payment can be made in the form of cash, cheque, bank draft (made payable to “Fundo de Turismo”), Macau Pass card or via the online payment platform of the Macao SAR Government “GovPay” payment platform.
- Macao Government Services Centre (MGSC) /Macao Government Services Centre in Islands (MGSC-I) – Payment can be made in the form of cash, cheque, bank draft (made payable to “Instituto para os Assuntos Municipais”), Macau Pass card or via the “GovPay” payment platform.

Important information
According to Administrative Regulation no. 22/2008
- Payment can be made by only one of the means above in each payment;
- Exact amount payable should be put on the cheque and bank draft;
- The date on the cheque should be no more than 3 days prior to the date when payment is made.
- The cheque should be certified if the payment is equal to or exceeding MOP 50,000.00.
Relevant specification or requirements
Requirements for premises:
The activity of travel agencies shall be exercised in an immovable intended for commerce, service, offices or independent profession. In addition, travel agencies must exercise their activity in autonomous premises, with independent access, and which are exclusively for such exercise. The premises shall have:
- A minimum gross area of 40 square meters;
- An area for serving clients;
- Equipment appropriate to the exercise of their activities.
Time for processing
Inspection of facilities: Within 14 working days counting from the day after the interested party submits the application and provides all necessary documents to MGTO. (Performance pledge)
