Formalities and Required Documents
Applications should be made in person at the Marine and Water Bureau, with the submission of the followings:
- Application form for Renewal / Replacement of Seaman’s Registration Card (format M3/DET); (the form can be obtained from the location for application)
- Employment certificate (format M5/DET); (the form can be obtained from the location for application)
- Work declaration form (format M6/DET); (the form can be obtained from the location for application)
- Two 1 1/2-inch recent colour photos with white background showing your full frontal face without any head covering;
- Photocopy of identification document (original copy to be presented);
- Physical fitness certificate (format M7/DET) issued by Health Centre (if applicable); (the form can be obtained from the locations for application)
- Photocopy of seaman registration card (original copy to be presented, except for loss);
- In the case of reissuance, a declaration must be attached (to be written by the applicant, in which the reason for reissuance should be stated);
- Photocopy of proof of address (such as electricity or water bill) (original copy to be presented for verification).

Charges
Application Fees
Fees charged pursuant to the “General table of fees of the Marine and Water Bureau”.
Stamp Duty
Stamp duty is levied according to the Chief Executive Dispatch No. 87/2021, republishing the full texts of the “Stamp Duty Regulations” and its annex, “General Table of Stamp Duty”.
Notes:
- By cash or cheque.
- When payment is made by cheque, remember to make the cheque payable to “Direcção dos Serviços de Assuntos Marítimos e de Água” and it must comply with Paragraph 3 of Article 5 of No.22/2008 Administrative Regulations, of 4 August, and must be a certified cheque.
Processing Time
Upon submission of all necessary documents, the processing time is 7 working days, following the day of application submission. (Performance Pledge)
Notes for Application
A physical fitness certificate is valid for 2 years.
