How to Apply
Time Limit for Application

Formalities and Required Documents
Applicants can apply to the Marine and Water Bureau and submit the following in person or by fax:
- Miscellaneous application form (format V1/DET); (the form can be obtained from the location for application);
- Photocopy of identification document (original copy to be presented);
- Photocopy of the latest supporting document for the establishment of the entity, if the applicant is a juristic person (original copy to be presented for verification) (Entities which have been registered in the Commerce and Movable Property Registry, and of which information can be obtained online from the Legal Affairs Bureau, are not required to submit the Commercial Registration Certificate);
- Photocopy of valid certificate of navigation;
- Photocopies of the crew list and their certificates of competence;
- For construction works, an application letter, proof of construction accepted and construction floor plan (except for renewals) must be submitted;
- For authorised port call application for vessels, original of the authorisation form should be attached;
- In case of renewal, photocopy of the miscellaneous licence should be attached;
- Original copy of a sea dumping permit (if necessary) (original copy to be presented for verification).
Notes:
- All vessels must pass the inspection to obtain related licences.
- Marine and Water Bureau will require the applicant to submit supplementary information on a case by case basis.
- The applicant can submit the information which may facilitate the application.

Application Fees
Fees charged pursuant to the “General table of fees of the Marine and Water Bureau”.
Stamp Duty
Stamp duty is levied according to the Chief Executive Dispatch No. 87/2021, republishing the full texts of the “Stamp Duty Regulations” and its annex, “General Table of Stamp Duty”.

Payment methods: by cash, cheque or electronic payment. (The cheque shall be made payable to “Direcção dos Serviços de Assuntos Marítimos e de Água”, and shall be a “certified cheque”, in compliance with Paragraph 3 of Article 5 of Administrative Regulation No.22/2008, of 4 August.)
- Online payment
Anyone who is given the receipt number or payment QR code, can settle the payment via “Macao One Account”, “Business and Associations Platform” or the “Electronic Payment Services” within the “Maritime Electronic Services Platform” on the official website of the Marine and Water Bureau”.
Processing Time
Upon submission of all necessary documents, licence will be issued within 10 working days, excluding the day of passing the inspection. (Performance Pledge)
