How to Apply
Time Limit for Application
Permit of Setting Off Firecrackers:
Applications must be made at least 7 working days before the day of setting off firecrackers.
Licences of Setting Off Rockets and Fireworks:
According to article 13 of decree-law no. 49/98/M, applications should be made at least 15 working days before the day of setting off.
Formalities and Required Documents
Applicants can apply to the Marine and Water Bureau and submit the following in person or by fax:
- Application form for setting off firecrackers, and the licence of street vending firecrackers, rockets and fireworks (the form can be obtained from the location for application);
- Photocopy of identification document (original copy to be presented);
- Photocopy of the latest supporting document for the establishment of the entity, if the applicant is a juristic person (original copy to be presented for verification) (Entities which have been registered in the Commerce and Movable Property Registry, and of which information can be obtained online from the Legal Affairs Bureau, are not required to submit the Commercial Registration Certificate).
Documents required to be processed / applied in advance:
Photocopy of the latest supporting document for the establishment of the entity, if the applicant is a juristic person (original copy to be presented for verification) (Entities which have been registered in the Commerce and Movable Property Registry, and of which information can be obtained online from the Legal Affairs Bureau, are not required to submit the Commercial Registration Certificate).

Charges
Application Fees
Fees charged pursuant to the “General table of fees of the Marine and Water Bureau”.
Stamp Duty
Stamp duty is levied according to the Chief Executive Dispatch No. 87/2021, republishing the full texts of the “Stamp Duty Regulations” and its annex, “General Table of Stamp Duty”.
Notes:
- By cash or cheque.
- When payment is made by cheque, remember to make the cheque payable to “Direcção dos Serviços de Assuntos Marítimos e de Água” and it must comply with Paragraph 3 of Article 5 of No.22/2008 Administrative Regulations, of 4 August, and must be a certified cheque.
Processing Time
Permit of setting off firecrackers: As the case may be.
Notes:
- Permit of setting off firecrackers: Upon submission of all necessary documents, a reply will be given within 7 working days, excluding the day of application submission. (Performance Pledge)
- The application is considered successful, if the applicant do not receive any notification from the Marine and Water Bureau 48 hours prior to the set-off of firecrackers.
- During the Chinese New Year, permits are not required in designed areas to set off firecrackers.
Licences of Setting Off Rockets and Fireworks: As the case may be (the quality indicator later stated in the performance pledge shall prevail).
