Service brief description

Target groups and application eligibility

The applicant must simultaneously hold:

1. Macao SAR Resident Identity Card (BIR);

2. One of the following valid driving license:

• Driving license issued by a country or region of the “Convention on Road Traffic”
• Driving license of the People’s Republic of China ( from 16th May 2023, holder of the driving licenses of category C1 (light motor vehicles), C2 (automatic transmission light motor vehicles) or above categories can apply for a Macao Driving License by direct issue without test, which limited to the categories of B (light motor vehicles) or B(automatic transmission light motor vehicles).

Procedures and required documents:

1. Application form: exchange for Macao driving licenses without test (form 011/DLC)
2. 1 distinct copy of a valid Macao SAR Resident Identity Card ( the original must be shown)
3. Two 1’5 inches recent color photos (photograph specification) or choose the photo for identification documents under “My photos” in “Macao One Account”( List of contracted merchants on “ Macao One Account” )
4. Two distinct copies of a valid driving license obtained outside of the Macao Special Administrative Region (must present the original) or the original of a valid driving license obtained outside of the Macao Special Administrative Region (if requested by the issuing authority) ( See remark number 8)
5. Driver’s health medical certificate
6. Macao Driving License current holder must submit the original of the Macao Driving License

REMARKS:

1. If the driver health medical certificate Is issued by the Health Bureau Health Center, the Worker’s Medical Clinic, Kiang Wu Hospital, University Hospital or Macau Yinkui Hospital, there is no need to submit the driver health medical certificate (hard copy).

2. Holders of driving licenses from countries or regions that commonly apply for a driving license by direct issue without test needs to submit complementarry documents and please refer to the related samples .

Remarks/Application Notes

1.  The personal information contained in the driver’s license issued outside of the Macao Special Administrative Region must match the Macao SAR Resident Identity Card and must contain the following items, otherwise, relevant complementary documents must be submitted.

• Issue date；
• Expiry date;
• Categories able to drive
• If there are any restrictions (remarks required)

2.  Driving license issued by a country and region of the “Convention on Road Traffic”:

• If it was obtained exempted from an exam, the issue authority where it was granted must also be a country or region of the “Convention on Road Traffic“；
• If the driving category was not obtained through an exam, it cannot be redeemed for this category.

3.  The driving license obtained outside of the Macao Special Administrative Region must be a full driving license. Learner permit, provisional driving license, temporary driving license and on probation period driving license are not accepted. The driving category in the license must also be a full driving category, not at provisional status.

 

4.  The application to exchange for Macao Driving License of an overseas driving license or mainland driving license by direct issue without test is not accepted if the driving license is damaged, invalid, lost or stolen.

5.  If the driving license obtained outside of the Macao Special Administrative Region is not written in chinese, portuguese, english and french, a translation of one of the official languages of Macao Special Administrative Region must be attached.

6.  The certificate of the driving license obtained outside of the Macao Special Administrative Region (valid from for 6 months counted from the day it was issued) issued by the competent authority should be written in one of the official languages of the Macao Special Administrative Region.

7.  Macao driving license holder must submit his/her original Macao driving license. If the validity of the driving license is within 6 months or has expired, the holder must first renew the driving license and pay the charge before apply for the Macao driving license by direct issue without test.

8.  Transport Bureau will collect the original driving license issued by Portugal, New Zealand, Ireland, Poland and Denmark when applying a Macao driving license by direct issue without test procedure, as per determined by the issuing authorities.

9.  The application for Macao driving license by direct issue without test must be submitted by the applicant or its legal representative. The legal representative must submit a power of attorney duly signed by the holder of the driving license obtained outside of the Macao Special Administrative Region and authenticated by the authorities, together with the required documents to the Transport Bureau and must show the original of his/her valid identification document. The authorities can be either one as follow:

• Reception Area of the Transport Bureau；
• People’s Republic of China Embassy or Consulate;
• A notary institution recognized by the People’s Republic of China.
