Service recipients and application eligibility
The holder of the Special Driving Permit is due to expired within 6 months or already expired but had not exceeded 2 age groups foreseen for renewal ( please find note 1 for details).

Service procedures and required documents:
- To apply in person/through a representative ( click here to book an appointment )
- Application form 3A
- One distinct photocopy of the valid Macao identity card or valid document for legal stay in Macao SAR ( original must be shown).
- One 1,5 inches recent color photographs (photograph specification) or choose the photo for identification documents under “My photos” in “Macao One Account” ( List of contracted merchants on Macao One Account)
- Original of the Special Driving Permit
- Original of the driver health medical certificate
Notes:
- The legal representative is required to show the original of his/her valid identification document.
- If the driver health medical certificate Is issued by the Health Bureau Health Center, the Worker’s Medical Clinic, Kiang Wu Hospital, University Hospital or Macau Yinkui Hospital, there is no need to submit the driver health medical certificate (hard copy).
- Online submission
Through “Macao One Account” webpage (click here to login and choose “Department”-DSAT) or “Macao One Account” mobile application (download)
- Login to “Macao One Account” ( individual)
- Agree to capture the Macao Resident Identity Card applicant photograph image from the Identification Services Bureau to apply.
- Choose the photo for identification documents under “My photos” in “Macao One Account” ( List of contracted merchants on Macao One Account) to apply.
- Electronic driver health medical certificate issued by the Health Bureau Health Center ,Worker’s Medical Clinic,Kiang Wu Hospital, University Hospital or Macau Yinkui Hospital(There is no need to upload).
Special Driving Permit renewal application cannot be requested online and the applicant should go personally to the Reception Area ( click for booking an appointment ) in the following situations:
(1) Did not pass in the facial recognition
(2) Due to personal identification particulars amend, the applicant needs to complete the updating process first.
(3) Two age groups had already exceeded ( please refer to remarks 1)
(4) The driving category showed on the Special Driving Permit is not identical to the one showed on the driver health medical certificate ( for instance: cancelling the driving category)
(5) Through a legal representative

Note: Counting from the day all the documents has been submitted, the above time can be adjusted in special cases.
Remarks/Application Notes
1. Driving license renewal periods and the corresponding driving categories that the holder of the driving license is able to drive
Driving licenses category Age group (years old)
CICL, A, B 40,50,60,65, 70 and thereafter every 2 years
(considering 1 age group)
C, E+C 35,45,50,55,60,65 and from 65
(thereafter every 2 years (considering 1 age group)
D1,D2 35,45,50,55,60 and 65
applicant holds a driving license for the category B and did not renew the driving license consecutively at 40 and 50 years age group, it is considered to had exceeded the 2 age groups foreseen for renewal.
2. The driving license can be renewed within 6 months before the expiry date, the driver health medical certificate (valid for 6 months counted from issue date) and the report must be submitted to Transport Bureau in order to proceed with the renewal of the driving license.
3. If the applicant needs to undergo a special inspection (if there is a shorter re-examination period), if this is the case, the the inspection certificate should be submitted 1 month before or less before the expiry date.
4. Due to personal identification particulars amend, the applicant needs to complete the updating process first.
5. By choosing the photo for identification documents under “My photos” in “Macao One Account”, it is necessary to scan the QR code of the digital photo on the receipt provided by the photography merchant and the validity period is 12 months or less from the date of shooting.
6. In accordance with the “Macao Traffic Regulation”, supplementary document must be submitted within 90 days upon the date of submission of the application, otherwise, the application has to be reapplied all over again and related payment must be paid.
